CALL TO ORDER VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY MARCH 24 TH, 2015 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING President Donald W. Schupek called the Regular Meeting to order for Tuesday, March 24 th, 2015 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois 60469. ROLL CALL Upon the Call of the Roll by Clerk Grabowski, President Schupek, Trustees G. Torres, D. Niemeyer, J Casillas and A. Hulsey were present. Absent were Trustees D. J. Schnering and R. Klapkowski. Also in attendance were Village Attorney Peter Murphy, Police Chief Doug Hoglund, Fire Chief Kevin Szewczyk, Public Works Director Ken Stachulak and Bookkeeper Angelito Alzona. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to approve the Minutes of the Regular Meeting held Tuesday, March 10 th, 2015 as written. Trustee Casillas moved, seconded by Trustee Torres to accept them. Trustees Torres, Niemeyer, Casillas and President Schupek Voted Aye, Trustee Hulsey abstained. Motion was approved. FINANCE & ADMINISTRATION Chairman D.J. Schnering In the absence of Trustee Schnering, President Schupek called for a motion to accept Warrant #22-14/15. All Trustees Voted Aye: motion was approved. COMMUNITY HEALTH & DEVELOPMENT - Chairman J. Casillas Trustee Casillas announced that a request was made to approve rezoning of property to open a Marijuana Medical Dispensary. Attorney Steven Weisman and his father of WCCC, LLC, Attorneys at Law, were present to give a presentation on the Dispensary.
Attorney John C. Kamis of Carpenter, Lipps & Leland LLP, Attorneys at Law, appeared before the Planning & Zoning Board to present a request for property rezoning, who, in turn, voted to approve the rezoning. Trustee Casillas moved, seconded by Trustee Torres to accept the Planning & Zoning Board s recommendation and agreed to grant approval for this Dispensary. All Trustees Voted Aye: motion was approved. PUBLIC WORKS Chairman D. Niemeyer Trustee Niemeyer gave the following Public Works Report for March 2015: The month of February brought us cold temperatures and two snow events. The first one was a simple dusting of an inch, which was taken care of by public works with salt. February 28 started out with freezing rain causing our roads to become slick, then dropping 7 of snow. Public Works crews had our town plowed and salted by the end of the day. Public Works crews were also busy this month cleaning and painting our locker room and installing lockers which were donated to us by the Fire department. This month also produced two water main breaks, and 3 stray dogs. IDOT update: IDOT crews informed me that they hope to return to the 147 th St. project by March 16, or sooner weather permitting. They will be starting on Dixie Western first by moving traffic to the new pavement which was poured back in the fall. FIRE Chairman R. Klapkowski In the absence of Trustee Klapkowski, Fire Chief Kevin Szewczyk read the following letter received from Abounding Life Church of God in Christ thanking them for the training they received on CPR, AED and Choking: On behalf of the Abounding Life COGIC Usher and Nurses Board, we want to thank you and your fellow instructors for the training we received on CPR, AED and Choking, February 28, 2015. We appreciate you taking time out of your busy schedules to demonstrate to us these life saving techniques. If circumstances should fall on us to administer these techniques, we are now able to minister both naturally and spiritually to save mankind.

Guel Torres Trustee Torres directed the Clerk to swear in Officer James Gutierrez and Officer Matthew Knight who were recently hired by the Posen Police Department. After the swearing in, all present gave them a rousing hand of applause. Chief Hoglund announced they would be in the Police Department on Monday to be fitted for their uniforms and then they will be attending twelve weeks of training at the academy. Once their training is completed, Officer Gutierrez and Officer Knight will begin working for the Posen Police Department. Trustee Torres moved to grant permission to Chief Hoglund to sign Suburban Major Accident Reconstruction Team (SMART) Memorandum of Understanding. Attorney Murphy gave a resume of this Memorandum: The Police Department, charged with the duty of enforcing the law and investigating motor vehicle crashes involving substantial property damage, personal injury or death, recognize the oftentimes the most effective means to accomplish that duty is through the combination of resources and the joint exercise of their respective authorities. The purpose of the Memorandum of Understanding is to provide the citizens of each of the undersigned municipalities with the most effective law enforcement and investigative skills against those who engage in actions that are detrimental to the safety of the public. Trustee Torres moved, seconded by Trustee Hulsey to grant permission to Chief Hoglund to sign Suburban Major Accident Reconstruction Team (SMART) Memorandum of Understanding. All Trustees Voted Aye: motion was approved. President Schupek announced there would be a Neighborhood Watch Meeting on Thursday, March 26, 2015, 6:00 P.M., here in the Village Municipal Building. President Schupek announced that the Village Offices will be closed on Tuesday, April 7 th for Election Day. The Village Offices will close at 1:00 P.M. on Friday, April 3 rd and open on Saturday, April 4 th at 9:00A.M.
