Moved by Councillor Fast, seconded by Councillor Ross, that By-law No. 693-98, cited as "Abbotsford Zoning By-law, 1996, Amendment By-law No. 136", be amended to reduce the setbacks for poultry barns and associated manure storage to 15 m, rather than 20 m. In support of the proposed amendment, reference was made to correspondence received at the August 17, 1998, Public Hearing, in which six groups involved in the "feather" industry had indicated support of reducing poultry barn setbacks to 15 m, similar to surrounding municipalities. It was noted that an increase to the minimum quotas necessitated larger operations and that technological enhancements had improved the handling of waste. One member of Council commented that the Agricultural Select Committee had made the recommendation for a 20 m setback without seeking input from the affected industry, and there was a suggestion that the 15 m setback would assist Abbotsford's agricultural industry remain competitive.

000931 the Matsqui Centennial Auditorium Page 5 Speaking in opposition to the proposed amendment, several Council members contended that recommendations of the Agricultural Select Committee should be endorsed, and one member commented on the "industrialization"offarming, expressing concern about intensive farming operations on small parcels ofland. It was noted that amending the by-law would necessitate a new public hearing. The amendment motion was then put and ~ / DEFEATED.
