REGULAR MEETING OF THE BOARD OF EDUCATION November 13, 2018 The Regular Meeting of the Board of Education of the Johnson City Central School District, held in the Board Room of the Johnson City High School, 666 Reynolds Road, Johnson City, Broome County, New York was called to order by President Edmondson at 7:00 p.m. on Tuesday, November 13, 2018. President Edmondson led the Pledge of Allegiance to the Flag. Upon roll call, Board Members present: Shannon M. Edmondson, President Nicholas J. Matyas, Vice President Jeannette Farr, Trustee Heather Gaughan, Trustee Matthew Jablonowski, Trustee Richard G. Martinez, Trustee Member absent: Stephen Barrows, Trustee Also present were: BOARD RECOGNITION Mary Kay Roland, Superintendent; Eric Race, Assistant Superintendent for Administration; Joseph Guccia, Assistant Superintendent for Teaching, Learning, Accountability; and Jalynn Doig, Board Clerk. Superintendent Roland and President Edmondson recognized Josh Bilek for his involvement with district parent engagement initiatives. They also recognized Kristina Gregory and Elisabeth Haller for the achievement of NYS Master Teacher status for 2018-19. Regular Board Meeting - 2 - November 13, 2018 REPORT - SUPERINTENDENT OF SCHOOLS A. INSTRUC- Administrators from the K-5 building shared their successes and plans to TIONAL implement coming together as one team with The Power of One as their REPORT uniting phrase and initiative. They explained how they are supporting the students, staff, and community to come together as one. B. BOARD Culture/Climate: The committee focused on upcoming surveys that will be COMMITTEE rolled out for families (PLC) and students (PNA). They also discussed the REPORTS possibility of March 14, 2019 as a Superintendent s Conference Day. Project Committee: Architects and Engineers will be available to answer questions and explain Renewal 2020 at the November 27 public hearing. C. LEGAL MOTION: Trustee Martinez SECOND: Trustee Farr ISSUES Upon the recommendation of the Assistant Superintendent for Administration, (CONT D.) the Board - Tax Changes RESOLUTION AUTHORIZING A REFUND RESOLVED, that upon the approved application for refund and credit of real property taxes and the recommendation from Broome County Real Property Tax Service, that the tax amount for the 2017-2018 tax year be adjusted and refunded as follows: NAME CJP Capital LLC PROPERTY ADDRESS 75 Albert Street Johnson City, NY 13790 TAX MAP # 143.64-1-31 C. LEGAL ISSUES (CONT D.) REFUND $1,225.82 REASON Assessment should have been reduced to 1,101 from 3,100 for 2018. RESOLVED, this resolution shall take effect immediately. LEGAL ISSUES - Election MOTION: Trustee Matyas SECOND: Trustee Jablonowski Inspectors Upon the recommendation of the Superintendent, the Board approved the following: R E S O L U T I O N At a regular meeting of the Board of Education of Johnson City Central School District held in the Board Room at the Johnson City Senior High School, 666 Reynolds Road, Johnson City, New York, on November 13, 2018 at 7:00 p.m. the following resolution was offered by Trustee Matyas: WHEREAS, a Special Meeting of the qualified voters of Johnson City Central School District is to be held on December 5, 2018 between the hours of 12 noon and 8:00 p.m. and ballots shall be used for recording the vote at the Special Meeting; it is RESOLVED: 1. Each of the following qualified voters of the District is hereby appointed to act as Inspectors of Election, including those appointed as Chief Election Inspectors, at said

In the event that this Board of Education is unable to hold a meeting to appoint a qualified voter of this School District to fill a vacancy caused by the refusal of any person herein designated to accept his/her appointment or the failure of any such persons to serve, the District Clerk is hereby authorized to appoint a qualified voter of this School District to fill such vacancy. C. LEGAL 4. This Resolution shall be effective immediately. ISSUES (CONT D.) LEGAL MOTION: Trustee Jablonowski SECOND: Trustee Farr ISSUES Upon the recommendation of the Superintendent, the Board approved the (CONT D.) following: - Ballot RESOLUTION OF THE BOARD OF EDUCATION OF JOHNSON CITY Destruction CENTRAL SCHOOL DISTRICT TO AUTHORIZE DISTRICT CLERK TO UNSEAL AND OPEN BALLOT BOXES AND DESTROY OFFICIAL BALLOTS FROM THE MAY 2018 SCHOOL BOARD ELECTION AND BUDGET VOTE WHEREAS, pursuant to Education Law 2034(6)(b) that six months have elapsed since the May 15, 2018 school board election and budget vote; and WHEREAS, upon the information and belief of the Board of Education, there have been no challenges or proceedings commenced; NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Johnson City School District does and hereby authorizes the District Clerk to unseal and open the wooden ballots boxes and destroy the official ballots contained therein, together with the unused ballots; if any. RESOLVED, this resolution shall take effect immediately. Upon roll call, the vote resulted as follows: Ayes: (6) Trustees Edmondson, Matyas, Farr, Gaughan, Jablonowski, Martinez Noes: (0) None Absent: (1) Trustee Barrows Abstain: (0) None President Edmondson declared the motion approved. Superintendent for Administration and various other EQUIPMENT departments have determined that obsolete equipment, no longer having a useful life in the district, be disposed of. RESOLVED, that the obsolete equipment, a copy of which is attached to the official resolution, be disposed of by the Asst. Superintendent for Administration in the most efficient manner. and it is further, RESOLVED, that the Asst. Superintendent for Administration and the Superintendent are hereby authorized to execute any documents which may be required to effect the result of this disposal. RESOLVED, this resolution shall take effect immediately. Regular Board Meeting - 9 - November 13, 2018 L. BOARD The Board discussed the $1,000 donation from Special Olympics to OPEN United Sports Basketball. Mr. Guccia is working on building a school DISCUSSION summit with four other NY districts that are very similar to JC. This will be an opportunity to compare best practices and learn from each other. Trustee Matyas described the process for obtaining the NYS Diploma Seal of Biliteracy that students may pursue this year. The Board discussed dates for a BOE retreat during an upcoming work session.
