Memorandum Date: 03.18.10 RE: Plans and Programs Committee March 23, 2010 To: From: Through: Subject: Plans and Programs Committee: Commissioners Campos (Chair), Chu (Vice Chair), Chiu, Avalos, Dufty and Mirkarimi (Ex Officio) Maria Lombardo Chief Deputy Director for Policy and Programming José Luis Moscovich Executive Director ACTION Recommend Appointment of Three Members to the Citizens Advisory Committee Summary The Authority has an eleven-member Citizens Advisory Committee (CAC). CAC members serve two-year terms. Per the Authority s Administrative Code, the Plans and Programs Committee recommends and the Authority Board appoints individuals to fill any CAC vacancies. Neither Authority staff nor the CAC make any recommendations on CAC appointments, but we maintain an up-to-date database of applications for CAC membership. A chart with information about current CAC members is attached, showing ethnicity, gender, neighborhood of residence, and affiliation. There are three vacancies on the CAC requiring Committee action. The vacancies resulted from the resignation of Michael Ma and the term expirations of Chris Jones and Jul Lynn Parsons. Mr. Jones and Ms. Parsons have expressed interest in seeking reappointment. We are seeking a recommendation to appoint three members to the CAC. BACKGROUND There are three vacancies on the CAC requiring Committee action. The vacancies resulted from the resignation of Michael Ma who has recently accepted a new employment position and can no longer make the time commitment needed to serve on the CAC, and the term expirations of Chris Jones and Jul Lynn Parsons. Mr. Jones and Ms. Parsons have expressed interest in seeking reappointment. There are currently 21 applicants to consider for the existing vacancies. DISCUSSION The CAC is comprised of eleven members. The selection of each member is recommended at-large by the Plans and Programs Committee and approved by the Authority Board. Per Section 6.2(f) of the Authority s Administrative Code, the eleven-member CAC: shall include representatives from various segments of the community, including public policy organizations, labor, business, senior citizens, the disabled, environmentalists, and the neighborhoods; and reflect broad transportation interests. An applicant must be a San Francisco resident to be considered eligible for appointment. Attachment 1 is a tabular summary of the current CAC composition. Attachment 2 provides similar information on current applicants for CAC appointment. Applicants are asked to provide residential location and areas of interest. Applicants provide ethnicity and gender information on a voluntary basis. CAC J:\2010\Memos\03 Mar 23 2010\CAC Appt 03-23-10.doc Page 1 of 5

applications are distributed and accepted on a continuous basis. CAC applications were solicited through the Authority s website; media advisories, public service announcements on SFGTV; Commissioners offices; mailings to community-based organizations, advocacy groups, business organizations, etc.; and at public meetings attended by Authority staff or hosted by the Authority. All applicants have been advised that they need to appear in person before the Committee in order to be appointed, unless they have previously appeared before the Committee. An asterisk following the candidate s name in Attachment 2 indicates that the applicant has not previously appeared before the Committee. We are seeking a recommendation to appoint three members to the CAC. ALTERNATIVES 1. Recommend appointment of three members to the CAC. 2. Recommend appointment of two members to the CAC. 3. Recommend appointment of one member to the CAC. 4. Defer action until additional outreach can be conducted. CAC POSITION None. The CAC does not make recommendations on appointment of CAC members. FINANCIAL IMPACTS None. RECOMMENDATION None. Staff does not make recommendations on appointment of CAC members. Attachments 1. Current CAC members 2.
