With the permission of the President, following agenda were introduced and decided upon. Agenda No. 1 MONTHLY ACCOUNTS Reference CBR No. 1 dated 23/2/2016. As resolved by the Board vide CBR under reference, head-wise details upto Feb 2016 have been provided to all the members. Agenda No. 2 ENHANCEMENT OF MONTHLY HONORARIUM IN RESPECT OF DR. BHUPINDER SINGH DENTIST. Reference application dt.nil received by this office on 8/3/2016 from Dr. Bhupinder Singh, Dentist, G B Pant Cantt. General Dispensary. Dr. Bhupinder Singh, Dentist was engaged on monthly honorarium basis in G B Pant Cantt. General Dispensary by the Board on monthly honorarium of Rs. 12,000/- per month during the year 2014, initially for the period of 11 months, till ending 31.10.2015. However, the term of contract was further extended for 11 months, w.e.f. 1.11.2015 to 30.09.2016 by the Board vide CBR No. 17 dt. 27/10/2015, keeping in view of his satisfactory report. Dr. Bhupinder Singh, Dentist vide his application referred above, has requested to enhance his monthly honorarium at par with Physician and Sonologist who are receiving Rs. 25,000/- (twenty five thousand) per month as honorarium. RESOLUTION NO.2 Considered and resolved that the terms and conditions on which extension was given to Dr. Bhupinder Singh cannot be modified during the execution of contract. Therefore, the request to enhance honorarium cannot be considered now. Page 2 of 9

Agenda No. 3 ENGAGEMENT OF AUTHORIZED MEDICAL ATTENDANT (AMA), ON CONTRACTUAL BASIS IN CANTT. BOARD GENERAL DISPENSARY. Reference CBR No. 5 dated 23/01/2016. The Board vide CBR referred above, resolved to extend the service of existing AMA uptil 31/3/2016 and publish the advertisement notice having wider circulation besides Daily Aftab and Kashmir Reader. Accordingly, as per decision of the Board, advertisement for engagement of AMA on contractual basis for the period of 11 months on the monthly honorarium of Rs. 25,000/- in G B Pant Cantonment Board, General Dispensary was published in Daily Srinagar Times, Daily Kashmir Images, Daily Aftab, Daily Kashmir Reader and also up-loaded on the Cantonment Board, Badamibagh website. The last date of receipt of application was 8/3/2016. However, no application was received by this office. It is pertinent to mention, that this was the 3 rd publication for the said purpose. The Board may decide. RESOLUTION NO.3 Considered and resolved that advertisement be issued in more number of newspapers. Also, the period of engagement of existing AMA be further extended upto 30.6.2016. Agenda No. 4 GRANT OF OCCUPANCY RIGHTS UNDER SECTION 267 OF THE CANTONMENT ACT 2006 IN RESPECT OF THOSE SHOPKEEPERS WHO ARE NOT INVOLVED IN COURT CASE TITLED AS JOGINDER PAUL & OTHERS V/S UNION OF INDIA. To consider the matter regarding grant of occupancy rights under section 267 of the Cantonment Act 2006 for the year 2015-2016 as per request made by shopkeepers who are not involved in court case titled as Joginder Paul & others V/s Union of India, and are paying license fee as fixed by the Board i.e. Rs. 3/- per sqft for commercial area and Rs. 1.5 per sqft for residential area. RESOLUTION NO. 4 Considered and resolved that since the applicants are paying the prescribed rent and also they are not the party to court case against Cantonment Board, their case for grant of license under section 267 of Cantt. Act be forwarded to the competent authority i.e GOC-in-C for the year 2015-16. Page 4 of 9

Agenda No. 5 REIMBURSEMENT Board may consider reimbursement of @ Rs. 250/- per employee in cash, total 178 no. of employees amounting to Rs. 44,500/- and 07 Elected Board Members amounting to Rs. 1,750/- ( total amounting to Rs. 46,250/-) which was paid by the employees and Elected Board Members to G branch, HQ 31 Sub Area for issue of entry pass / security pass for the year 2016. RESOLUTION NO. 5 The Board has been apprised that HQ 31 Sub Area has taken a decision not to charge fee for entry pass from Cantonment Board Employees and Members and also to refund the received money on this account to all the concerned. Therefore, the Board decided not to reimburse the amount. Agenda No. 6 SUMMER UNIFORM IN RESPECT OF CANTT. BOARD EMPLOYEES The Board may consider the proforma bill obtained vide this office letter No. CB/uniform/192 dt. 10.02.2016 from Manager, National Textile Corp, Polo View Srinagar for supply of Summer Uniform to eligible Cantonment Board Employees. RESOLUTION NO. 6 Considered and approved. Agenda No. 7 REPAIR OF SOFA S AND STUDY DESKS Reference CBR No. 20 (i) and (20(ii) dt.23/01/2016. The Board under CBR under reference resolved to refer the matter to the purchase committee to submit their observations / recommendations. Accordingly, the members of purchase committee inspected sofa sets as well as study desks. The recommendations of members of purchase committee is placed on the table for consideration of Board. Case file along with all connected papers is placed on the table. Page 5 of 9

RESOLUTION NO. 7 Considered and approved that repairs of Sofa Sets and Study Desks be done through the lowest bidder as per CBR under reference. Agenda No. 8 BUILDING APPLICATIONS Reference CBR No. 14(a), 14(b), 14(c), 14(h), 14(i), 14(j), 14(m), 14(n), 14(o), 14(p), 14(s), 14(t), 14(v) dt. 23/1/2016. To consider the building applications under reference. The report submitted by committee members in respect of building applications referred above is placed before the Board. RESOLUTION NO. 8 The matter was discussed in detail and based on the report submitted by the Building Application Committee, building permissions are granted in relation with the applications from a. Mst Amina Bano D/o Aziz Mohd Qari R/o Indira Nagar subject to the payment of Rs. 28,320/- ( reference CBR No. 14(h) dt. 23/01/2016). b. Sh. Mehraj ud din S/o Ab Aziz Din R/o Iqbal Conlony Sonwar subject to the payment of Rs. 53,576/- (reference CBR No.14(i) dt. 23/01/2016). The building permissions for other applicants are withheld because of restrictions imposed by SRO 96 dated 2 nd July 2004 of Central Government. The matter be taken up with DC, Srinagar for its early resolution. Agenda No. 9 REGISTRATION OF ARCHITECT / DRAFTMAN To consider the application received by this office for registration as an Architect/Draftsman. The details of the applicant is as under:- S.NO. RESOLUTION NO. 9 Considered and approved subject to the payment of prescribed registration charges. With the permission of the President, following supplementary agenda were introduced. Agenda No. 10 SUBMISSION OF REPORT BY COMMITTEE OF SUBSIDIZED REFRESHMENT STALL FUNCTIONING IN SADHBAVNA SHED IN THE PREMISES OF G B PANT CANTT. GENERAL HOSPITAL Reference CBR No. 09 dated 23/01/2016. The Board constituted 2 nd time a committee consisting of 04 members to inspect the subsidized refreshment stall functioning in Sadhbavna shed situated in the premises of Cantt. General Hospital. The committee has submitted the report in respect of refreshment stall on 19/03/2016. Board may take further action on the said report. The case file along with report is placed on the table. RESOLUTION NO. 10 Considered and resolved after perusing the report submitted by the committee that a). legal advice from CBLA be taken. b). a proposal be sent to competent authority for waiver of rent for the period during which the shop remained closed due to floods. c). JE shall estimate the amount expended by the shopkeeper in repairs of the shop. Agenda No. 11 STITCHING OF SUMMER UNIFORMS To consider the quotations invited vide this office quotation notice No.CB/Stitching/806-07 dated 03/03/2016 for stitching of summer uniform, published through local news paper, The daily Aftab and The Kashmir Reader. The quotations were opened on 25.03.2016. The quotations along with the comparative statement is placed on the table. The lowest rates quoted by Asrar Ahmed Wani, Batwara und @ Rs. 560/- per set ( stitching of Shirt and Pant with lining material button etc. ). Page 7 of 9

RESOLUTION NO. 11 Considered and approved. Agenda No 12 TO REVIEW THE CONSERVANCY STAFF (SAFIWALA) UNDER CONSERVANCY AGREEMENT 2016-17 IN RESPECT OF BADAMI BAGH CANTONMENT SRINAGAR 1. Refer Station HQ Cell letter No. 8013/1/Cantt /Board/Agreement/2016-17/Acctts dated 03.03.2016, where-in the Station HQ Cell has requested to review the Conservancy staff (Safiwala etc ) under Conservancy Agreement 2016-17 in respect of Badamibagh Cantonment Srinagar. Now the Station HQ Cell has been sent the requisition /scale of Conservancy Staff for its review as following:- a. Scales Of Conservancy Staff i. Street and Roads 650 meters (RMT) per Sweeper per day ii. Open space like lawns, play grounds, training area, outside unit lines. One Sweeper per 18585 Sq Mtrs of space. iii. Drains and Nallah One Sweeper per 1.6 KMS. iv. One Sweeper per 40 family quarters v. 04 Sweepers per rubbish lorry/filth lorry. b. Infrastructure held in B.B.Cantt i. 248 + 140 + 857 = 1245 (Offrs qtrs have two latrines each) ii. Street and roads 64396 Meters iii. Open area in B.B.Cantt 110 Acres ( 445166 Sq. Mtrs ) iv. Drain and Nallahs 8000 Mtrs Approx On the basis of information provided by Station HQ, the calculation has been made as following:- Page 8 of 9

There is difference of 183-110 = 73 Sweepers. Thus it means that services of 73 more sweepers are required in Conservancy Agreement 2016-17 as per the information/area details provided by station HQ Cell. The Board may approve, that 73 more Safaiwala be provided to Station HQ Cell on daily basis by way of outsourcing on rates approved by Board valid up to 30.06.2016. Further there is need to prepare a supplementary Conservancy Agreement 2016-17 by Station HQ Cell for approving the cost of services of 73 Sweepers from PCDA, NC Jammu.
