ROLL CALL: Present Mark Liebaert, Mary Lou Bergman, Terry White, Joseph Moen. Absent Steve Long. Others present Scott Kavajecz, Jack Byrd, Ted Eastlund, Shannon Dickenson, Jake Engelman, Judy O Brien, Steve Olson, Mark Schroeder, Craig Golembiewski, Shelley Nelson, Terry Asleson, Jon Harris, Cheryl Westman, Committee Clerk. APPROVAL OF MINUTES: Motion by White, second Moen, to approve the minutes from the May 21, 2018, regular meeting, and the June 5, 2018, timber sale meeting. Motion carried. Department Reports: Budget: Included with members packet. O Brien reviewed the budget for the time period ending May 31, 2018. Forest Management Operations: Golembieski reported six active sales and flooding impacts on forestry operations. Parks and Recreation: Schroeder reported due to extensive flooding, Cranberry Dam earthen dike was cut, creating significant road damage. Emergency funding to be requested for trail repairs; and awaiting orders from WDNR on how to approach dam failure. ACTION ITEMS/REFERRALS: Bench Donation at Mooney Dam County Park (Eau Claire Lakes Conservation Club): The Eau Claire Lakes Conservation Club requesting permission to place a small, two-person sitting bench at the Lower Eau Claire Lake landing. ACTION: Motion by Moen, second Bergman, to approve bench installation, with Department staff to approve final location placement and Conservation Club responsible for all necessary future maintenance. Motion carried. Hosting car show event at Lucius Woods County Park (AAD Shriners, Duluth). Duluth AAD Shriners seeking permission to host 3 rd annual car show event in and around Lucius Woods County Park this summer. ACTION: Motion by Bergman, second White, to allow AAD Shriners Duluth to host car show in and around Lucius Woods County Park on August 4, 2018. Motion carried. Electric Transmission Line Utility Easement (Dahlberg Light & Power Company): Dahlberg Light & Power Company requesting easement for right-of-way and brushing for proposed Dale Brathol powerline extension, running an underground cable parallel and adjacent on Francis Willard Road to include parcel HI- 016-00750-00. Most current Utility Right-of-Way Per Acre Compensation Formula rates to be utilized. ACTION (RESOLUTION): Motion by White, second Bergman, to approve request and grant a right-of-way and brushing easement to Dahlberg Light & Power Company, and apply the most current Utility Right-of-Way Per Acre Compensation Formula rates to request ($3,278/acre), and forward to County Board. 49 th Annual Duquette/Moose Run Enduro Use of County Forest Land (Straight Arrow Enduro Riders): Straight Enduro Riders requesting approval to hold 49 th annual Duquette/Moose Run Enduro using County Forest land, on August 18 and 19, 2018. ACTION: Motion by Bergman, second Moen, to approve 49 th annual Duquette/Moose Run Enduro the weekend of August 18-19, 2018, with proof of general liability insurance coverage provided to the Forestry Department. Motion carried. 5k Walk/Run Fundraiser Event at Lucius Woods County Park (Solon Springs School District): Solon Springs School District requesting use of Lucius Woods County Park for 5K walk/run fundraiser event on July 14, 2018. Monies are being raised for the students in the Solon Springs Choir Department to travel to Disney World. ACTION: Motion by Moen, second White, to approve Solon Springs School District request to hold 5K walk/run fundraiser event at Lucius Woods County Park, working with department staff to approve route. Motion carried. INFORMATIONAL ITEMS/CORRESPONDENCE: Department Introduction: Gave department overview for new committee member, Joseph Moen. Wisconsin County Forest Association (WCFA) Introduction: committee member, Joseph Moen. Reviewed WCFA information for new 2018 Wisconsin County Forest Certification Audit: Oneida, Taylor, Lincoln, and Langlade Counties were selected for the 2018 audit. Audit results to be provided to committee upon completion. 2017 Wisconsin Act 193 (State Assembly Bill 442) ATV Route Signage: Act 193 makes changes to requirements for signs placed to mark all-terrain vehicle road routes: either at a point on a highway where the ATV route begins and at each point where the ATV route intersects an ATV trail or highway that is not designated as an ATV route, or erect a sign on each highway under its jurisdiction that crosses its territorial boundary. 2017 Wisconsin Act 87 (Senate Bill 392) Municipal Ordinances Authorizing ATV and UTV Operation on Highways: Act 87 authorizes a city, village, or town to enact an ordinance authorizing the operation of allterrain and utility terrain vehicle on a highway that has a speed limit of 35 miles per hour or less and is located within the territorial boundaries of the city, village, or town. Sheriff s Department Staffing Update (County Forest Recreation Officer): Sargent Jake Engelman, Deputy Steve Olson s replacement, introduced. July 30, 2018, Meeting Date: Harris cannot attend; meeting may be cancelled due to the lack of action items or if necessary, tentatively moved to July 24, 2018. Reports: WDNR County Forest Liaison: Asleson reported last Friday was end of state s fiscal year, achieved hourly time standard goal. ADJOURNMENT: Motion by Moen, second White, to adjourn.
