Approve Agenda The agenda for Thursday, October 19, 2017 regular meeting was amended and approved as presented. E. Personnel Transactions Report Updates: By request of the Commissioners, See Attached Report Tab F The professional experts were extracted from the personnel transactions report for an easier read and update. The position type was updated to report more detailed information for each position. The report now states the type of work being done, if it is grant funded, and does it require credentials. Approval on the updated report is being requested. / Clarification was requested regarding the professional expert Dina Stewart due to the length of time she is listed to work in the report. The District Business Services Department is hoping Dina Stewart will complete her project by December 15, 2017. They re unsure if it will be completed because more work has been added to her original assignment. Commissioner Hampton reiterated her concern around following the proper procedures for our professional experts. She also stated we need to ensure we are using our resources to the best of our ability by carefully reviewing all aspects for the need of a professional expert, the time frame they are needed, and who from our recent layoffs is eligible to step into this temporary assignment. Commissioner Adams added that Dina Stewarts professional expert position has exceed the 90 days rule for a professional expert. Commissioner Adams believes the approval should only go through December 31, 2017 and note the requested end date which is 2/21/2018. The department director Jeff Potter agreed to end the assignment by December 31, 2017. The Personnel Commission approved all professional experts. 2. Out of Class Pay: Public Information Manager The Personnel Commission approved to pay Autumn King her out of class and retro out of class pay as a public information manager. G. New Business / 1. Personnel Transactions Report Approve October 5, 2017 November 1, 2017 Veronica Hodge, Executive Director, Personnel Commission reported on the personnel transactions report for the period of October 12, 2017 November 1, 2017 the following assignments took place:
Page 3 of 6 No current probationary appointments 1 limited term assignment Lisa Cervantes is on the report as an action item for the PC No substitute assignments Professional Experts were covered previously on the agenda No current out-of-class 1 current out-of-class discovery was covered previously on the agenda No change of status, retirements, resignations Upon a motion by Commissioner Wiggins and seconded by Commissioner Hampton the Commission approved the Personnel Transaction report for October 12, 2017 November 1, 2017 Correction was discovered under the out-of-class discovery section. Autumn King was working out of class for 5 months not 8 months which is listed. 2. (12:45 p.m.) Items from the Floor Persons may comment at this time on items not listed on the agenda. The Commissioners will hear such comments but may not discuss nor act upon them until they appear on the posted agenda Comments will be limited to three [3] minutes per person, not to exceed a total of fifteen [15] minutes for this agenda item. Eugene Ford pointed out that Commissioner Adams term is expiring and should have been voted on in August. However, with all the recent changes it was missed. The E board decided they would like to reappointment Commissioner Adams. On 11/14/17 they took the recommendation to the monthly CSEA meeting to have their members vote as well. ED Hodge clarified that per the rules this should have been announced September 30, 2017. However, there is a rule that allows us to extend her term temporarily for 90 days while it s been processed. 3. Recruitments Current Job Postings a. Director I, Communications and Public Affairs new hire, Michelle Smith McDonald will begin on December 1, 2017. She was formally the Public Information Officer at Dublin USD Personnel Specialist Kaitlyn Lundell started on 11/6/2017 and Kenneth Tramiel is scheduled to begin on 11/13/17 Mr. Bellino pointed out the Superintendent received an email from Andrew Park regarding Sherry Causey s outstanding work and efforts during this transition period. H. Report from Employee/Employer Relations Committee (EERC) Gene Ford, CSEA President reported the following: The EERC met on November 6, 2017 and discussed the following: CSEA and ACOE have resolved concerns regarding the Purchasing Specialist vacancy and a recruitment request will be sent to the PC for opening soon. In addition, the current limited term appointment employee, Henry Schramm will be transferred to a Provisional Appointment while the recruitment is in progress
Page 5 of 6 A grievance was filed by the shipping and receiving operator against the client services manager. The violation was in regards to article 6.5 out-ofclass pay. Duties performed by the computer support technician were removed from the job description after the EMS study without CSEA approval CSEA asked for the EMS study job descriptions to be removed from the ACOE webpage and the old ones to be added back due to the fact that negotiations never took place before the job descriptions were approved by the PC Commissioner Hampton noted putting the old job descriptions on our website is as misleading as keeping the new job descriptions up. She recommended we keep the new job descriptions on our website until CSEA has come to an agreement surrounding the EMS study job. CSEA and ACOE are working on drafting language for Stipend pay to address employees performing additional duties but not enough to warrant an out of class I. Report from Personnel Commission Staff ED Hodge provided a report from the Personnel Commission Staff: Educational Management Solutions Classification Study The project timeline shows who attended the meetings and when they were due The Steering committee included HR, CSEA, Chief of Staff which were included in the classification review ED Hodge advised that EMS is willing to return to clarify and finalize the study for a daily rate, as stipulated in their contract. This option was found to be more cost effective then starting a new study from the beginning CSEA will be providing ED Hodge with a list of the job descriptions they have concerns about by next week Personnel Specialist Updates Kaitlyn Lundell has been hired as one of the new personnel specialist. Her prior positions were held at San Leandro Unified School District. She served as a mild/moderate para educator, human resources technician and payroll specialist. Kenneth Tramiel will begin on Monday, November 13, 2016. His most recent position was as a human resources coordinator at the center for employment opportunities. Applicant Tracking Software- NEOGOV ED Hodge recommends we wait to explore NEOGOV for at least 6 months, to allow the new personnel specialist s to adjust. After 6 months we can begin comparing both systems and seeing which adds more value to our needs.
Page 6 of 6 Classified Management and CSEA Staff Performance Evaluations As of November 1, 2017 we have a total of 8 outstanding management performance evaluations and 16 staff performance evaluations. A list of outstanding performance evaluations was given to Shaun McElroy to assist in ensuring they are all completed. Personnel Commission Services Goals and Objectives There may be possible changes to the PC s goals and objectives with new staff onboarding, as of now there are no changes. J. Items from the Commissioners Commissioner Hampton acknowledged and thanked Shaun McElroy for attending the recent PC meetings. Commissioner Wiggins noted government agencies are moving towards flexing schedules. ED Hodge then asked if that was an option for each department. Dan Bellino noted it is not a negotiable item and ACOE will be moving away from flexing any schedules including summers. Commissioner Adams noted she recently attended the Breast Cancer Awareness Walk and was able to connect with several ACOE employees. K.
