WHEELER POWER CONFERENCE ROOM IN ELY NEVADA Present: Board Chairman Ray Sawyer Board Vice Chairman -Justin Rozich Board Mitchel McVicars Steve Marquez Board Secretary Absent: Christina Sawyer Brad Block Visitors: Kody Menghini, NDOW Bill Miller Called to order: Meeting was called to order by Board Chairman Sawyer at 6:00pm Pledge of Allegiance Public Comment Period: Approval of Agenda: A motion to approve the September 20, 2016 agenda with correction to next meeting date from September 20, 2016 to November 15, 2016 was made by board member Rozich and seconded by board member McVicars. Motion passed with no Approval of minutes: A motion to approve the August 9, 2016 meeting minutes was made by board member McVicars and seconded by board member Marquez. Motion passed with no Payment of Bills: Request for payment was presented by board secretary Christina Sawyer for meeting agenda for August 9, 2016 meeting of $50.00 Request for payment was presented by substitute board secretary Deborah Block for August 9, 2016 meeting minutes at $100.00. Request for payment was presented by board member Brad Block for attendance at the August 12-13 commission meeting held in Reno, Nevada for $489.12.

Kody suggested that it might be because of the lower cost of purchasing the license in AZ. Motion passed with no 14* Commission General Regulation 463, Duties of Person Transporting Vessel or Conveyance, LCB File No. R093-16 Fisheries Division Administrator Jon Sjöberg and Wildlife Staff Specialist Karen Vargas Workshop/Public Comment Allowed Board discussed as follows: Rozich questioned pulling the plug of the live tank prior to reaching home McVicars confirmed that this must be pulled prior to leaving the dock. 15* Commission General Regulation 465, Antelope and Elk Waiting Periods, LCB File R141-16 Management Analyst 3 Maureen Hullinger Workshop/Public Comment Allowed Board discussed as follows: Sawyer noted that there are still so many out there who have been waiting so long for a tag. McVicars and Rozich believe this number is skewed because so many hunters only apply in one area. Kody noted that the number of hunters with over 15 pt. was under 100. Sawyer appreciated that the rule keeps people honest. Harvest objectives and past loop holes were mentioned. 16* Commission General Regulation 467, Special Assistance Permit, LCB File No. R105-16 Chief Game Warden Tyler Turnipseed Workshop/Public Comment Allowed Board noted a lot of new material provided. Bill Miller asked about the cost. 23* Commission Regulation 16-02, Amendment #1, Fishing Seasons and Bag Limits for March 1, 2016 through February 28, 2018 Fisheries Division Administrator Jon Sjöberg For Possible Action Board discussed as follows: noted the changes were minor. Noted the fact that all states are the same. Believe this will help with enforcement. A motion to approve Commission Regulation 16-02, Amendment #1, Fishing Seasons and Bag Limits for March 1, 2016 through February 28, 2018 as written was made by board member Marquez, seconded by board member McVicars. Motion passed with no 24* Commission General Regulation 468, Bonus Point Transfer, LCB File R104-16 Management Analyst 3 Maureen Hullinger For Possible Action Board agrees great idea. A motion to approve Commission General Regulation 468, Bonus Point Transfer, LCB File R104-16 as written was made by board member Rozich seconded by board member McVicars. Wakeling and Eastern Region Game Division Supervisor Tom Donham For Possible Action Board discussed as follows: Kody said that the 2 seasons was suggested by Reno, WP would have preferred 3 seasons. Only 14 sq. miles of winter range to support 1400 deer. This will help minimize winter loss. Rozich is concerned about the reduction but agrees that harvest is better than loss. A motion to approve 2016 Fire Related Emergency Antlerless Deer Hunts for Portions of Units 067 and 068 as written was made by board member Marquez seconded by board member Rozich. Motion passed with no

28 Nevada Department of Wildlife License Simplification Strategy Update Game Division Administrator Brian F. Wakeling For Possible Action Board discussed as follows: hasn't seen much documentation. Questioned the fees. Agrees with the need to simplify but the dynamics of the individual hunters must be considered. Bill brought up the trout stamp. Fishing license is worthless without the trout stamp. Every body of water in Nevada has trout in it. Board hopes to see more information before a decision is made by commission. Kody noted that after the commission votes it will still have to be brought before the legislation. Board would prefer the item be brought back to the CAB's with the suggestions. A motion that the White Pine County board will abstain from supporting or not supporting the item due to lack of information provided was made by board member Rozich seconded by board member McVicars. Motion passed with no 29 Nevada Department of Wildlife Update of Guidelines for Harvest Management in Nevada Game Division Administrator Brian F. Wakeling For Possible Action Board disused as follows: Kody noted that it is anticipated that it will be up for a vote in November. Board declined to make a motion. Next meeting date(s) Nevada Board of Wildlife Commissioners (September 23-24) in Las Vegas, Nevada A motion to approve board member Sawyer travel to Las Vegas, Nevada to attend the Nevada Board of Wildlife Commission meeting scheduled for September 23-24 was made by board member Rozich, seconded by board member McVicars. Motion passed with no White Pine County Wildlife Advisory Board (Ely, November 15, 2016 at 6pm) Board discussed as follows: Board agreed to change the time to 5pm A motion to approve the White Pine County Wildlife Advisory Board meeting in Ely 5pm on September 15, 2016 was made by board member McVicars and seconded by Rozich. Motion passes with no Public Comment Period: None A motion to adjourn the White Pine County Wildlife Advisory meeting at 7:12pm held on September 20, 2016 was made by board member Rozich and seconded by board member McVicars.
