3 MARQUETTE COUNTY PLANNING COMMISSION MINUTES November 6, 2013 1. CALL TO ORDER: The regular meeting of the Marquette County Planning Commission was called to order by Chairperson Holmes at 7:00 p.m. 2. ROLL CALL: Commissioners present were Greg Seppanen, Norman Holmes, Mike Touchinski, and Don Kristola. Commissioner Mackin arrived at 7:12 p.m. Commissioners absent were Michelle Jarvie-Eggart and Charles Bergdahl. Staff present: Eric Anderson and Jackie Olinske.. 3. APPROVAL OF MINUTES: A motion was made by Commissioner Seppanen, seconded by Commissioner Kristola to approve the minutes of the October 2, 2013 meeting. Motion passed unanimously. 4. PUBLIC COMMENT: None. 5. APPROVAL OF AGENDA: A motion was made by Commissioner Seppanen, seconded by Commissioner Kristola to approve the agenda with the addition of Communications item 7e. Skandia Township Notice of Intent to Plan. Motion passed unanimously. 6. PUBLIC HEARINGS: There was none. 7. COMMUNICATIONS: A motion was made by Commissioner Seppanen, seconded by Commissioner Touchinski to file the communications. Motion carried unanimously. 8. MONTHLY REPORTS: It was the consensus of the Commission to file the monthly reports. 9. OLD BUSINESS: None. 10. NEW BUSINESS: a. Recreation Plan Update: Mr. Anderson reports that it is time to update the County Recreation Plan. This needs to happen on a fast track as an updated version is needed to apply for grant funds from the DNR in April of next year, which means the public hearing needs to take place in February. He also shared a link to the survey being conducted by staff regarding county rec facilities and asked them to share it with everyone they know to participate. A motion was made by Commissioner Seppanen, seconded by Commissioner Touchinski to prepare the plan for a public hearing on February 5, 2014. Motion carried unanimously. b. Chocolay Township Text Amendment/Outdoor Wood Boilers: Mr. Anderson reports that the major changes created by the township text amendment is the distinction between Phase I and Phase II boilers; prohibition of outdoor wood boilers in the multi-family residential and industrial zones; reclassification of outdoor wood boilers from a permitted use to a conditional use in the municipal properties zone; and an increase in the required setback depending on the EPA class of the boiler. Staff recommends support. After discussion, a motion was made by Commissioner Seppanen, seconded by Commissioner Mackin to approve the proposed text amendment. Motion carried on a 4-1 vote, with Commissioner Touchinski voting nay. 11. ANNOUNCEMENTS: Commissioner Mackin reports he represented the Planning Commission today at the food summit held at Northern Michigan University. He stated he presented the Marquette County Local Food Supply Plan and received many positive comments. 12. PUBLIC COMMENT: None 13. ADJOURNMENT: A motion was made by Commissioner Touchinski, seconded by Commissioner Seppanen, to adjourn the meeting at 7:46 p.m. Motion carried unanimously. Amendment Case #ZA0003-13, Outdoor Wood Burning Boilers and Appliances, was reviewed during our regular November 6 th meeting. COMMISSION COMMENT: The Marquette County Planning Commission had no comments. COMMISSION ACTION: The Marquette County Planning Commission voted 4-1 to support the amendment as presented. Review November Meeting Notes 2. Agency Update City of Ishpeming o Consultants are on board for the connector street in the City for the roundabout project. Three options have been presented to the City for the street connector and vary depending upon the amount of land that will need to be acquired from the property owner. o As the project moves forward the City would like to discuss bike traffic at the roundabout. City of Marquette o City of Marquette has a traffic study in progress, most of the traffic counts are done for the study. Marquette County o The County is conducting a recreation survey, if you are interested in taking the survey please http://www.co.marquette.mi.us. Marquette Township o KBIC has started work on the new gas station. MDOT has not yet received a right of way permit from KBIC. Jeff has emailed them information on needing a traffic study at the location in conjunction with their permit. The building site has been closed for the winter and work will resume in the spring to complete the project. o The Township will be hosting the US-41 Corridor Study meeting on Thursday at their office. o Truck Route Discussion Update Talks are continuing for the proposed truck route that would utilize the Marquette Board of Light and Power land that currently serves as an ash haul road. Creating this new road will bypass some of the areas of concern. This will continue to be discussed; other options for truck routes are also being explored. Michigan State Police o John Bruno reported there is a 25mph school zone on HQ road by North Start Academy that should not be there. We will need to check with the school superintendent to see if this could be eliminated. There is no pedestrian traffic on this side of the school and a reduced speed zone does not seem justified on this portion of HQ. John will email Randy Girard the school speed zone information and Randy will forward to Karen Anderson at North Star Academy to see if they would be agreeable to removing this speed zone. Ely Township o Gravedoni has received a conditional use and site plan approval pending the issuance of an MDOT ROW permit for the closing of the east driveway by CR 496 and relocating the drive west. Jeff has received a plan from Gravedoni for review. Marquette County Road commission continuing to work on road improvement projects tied to the Lundin Mine CR 510 and the AAA road are slotted for next summer. 3. 2019 Call for Projects Joel reviewed information on proposed projects for the 2019 construction season. All proposed projects are tentative pending funding and approval. CPM Overlay of US-41 from Front Street to Wal-Mart both Eastbound and Westbound lanes would be included. Safety project at the LSI overhead railroad crossing near Midway Drive in Negaunee Township. The project would include construction of a concrete barrier to the crossing. Grove Street Discussion Blake questioned if any improvements were planned for the US- 41/Grove Street intersection? Action Item: Joel will pull crash data for the intersection for the last three years to review at our next meeting. Joel will also work with the City of Marquette to get their traffic counts from the study being conducted. 4. Winter Road Watchers MDOT has been tasked with watching commuter routes from M-95 to M-28 on US-41 to monitor commuter speeds. Our goal for winter maintenance is to maintain traffic speeds at 45 mph or greater. We gather the speed data for this section from the RWIS tower in Negaunee Township by Fabco hill. We are looking for 24 people we can poll randomly who drive the Marquette to Ishpeming section daily as part of their commute who would be willing to answer a short survey on the road conditions they experienced during their commute. Action Item: Andy will prepare a draft of the survey/questions for distribution to potential survey participants. 5. Form based codes not in ordinance; Master Plan will have access management principles and will reference corridor plan. City of Negaunee Chocolay Township Adopted Access Management Regulations into Zoning Ordinances 2008 Marquette Township Created & Adopted Road Facilities Plan 2008 Negaunee Township Access Management Plan incorporated into Master Plan 2010 Ishpeming Township Ely Township Adopted Access Management Regulations into Zoning Ordinances 2000 Humboldt Township Recommended in to adopt into Master Plan 2012 Adopted US-41/M-28 Access Management Plan as part of County's Marquette County Comprehensive Plan 6. White Paper MDOT has money for preliminary design of boulevard extension from Target/Wal-Mart intersection to past Brickyard road; construction funds are not presently available. White paper would allow for legislators to present our project for funding potentially from the road and risk fund. After reviewing the white paper the following suggestions were made: List the agencies that are in support of the project on the white paper. Stress safety improvements for buried utilities. Identify functionality and safety of bulleted items to support those items. Reference crash data for this section of the corridor, increased number of crashes as development along the corridor increases. Action Item: Joel will collect the crash data for the corridor to include in the White Paper. Solicit support from large businesses/employers: NMU, Lundin Mine; Duke Lifepoint Hospital. 7. Other Law Enforcement Meeting The annual law enforcement meeting is typically held in March. Joel will work with Marquette Township to schedule the meeting. Corridor Study - Thursday, December 12 th at Marquette Township office. Study will encompass US-41 from Commerce Drive to Brickyard Road. Call-in Number for Meetings: If you cannot attend the meeting in person we have a call in number available. Betsy will provide on the agenda for future meetings. In 2013, there was an increase in the number of zoning ordinance and map amendments reviewed by the Commission. No local planning documents were reviewed and the number of A-95 reviews is consistent with the previous year. If acceptable, the Commission should consider approving the report.

10b. 2013 PLANNING ACTIVITIES During 2013, Department staff continued to provide technical and clerical support to the County Planning Commission. Commission membership included: Norman Holmes, Charles Bergdahl, Mike Touchinski, Don Kristola, Michelle Jarvie-Eggart, Pete Mackin, and Greg Seppanen. Key accomplishments of the Commission during the year included the following: Local Community Assistance Twenty-two (22) text and zoning map amendments to local ordinances were reviewed and recommendations forwarded to Township Boards. No local planning documents were reviewed. Comprehensive Planning The Planning Commission adopted the Local Food Supply Plan, a chapter of the Marquette County Comprehensive Plan. Transportation, water, demographics, and recreation planning were discussed. Project Review Seven (7) project proposals through the A-95 process were reviewed. Public Hearings The Planning Commission held a public hearing for the Local Food Supply Plan. Capital Improvements Programming The Commission updated and approved capital project ranking criteria and provided the County Administrator with its ranking of twenty-eight (28) proposed projects for 2014 Capital Improvements. Landbank/Brownfield Continual Support A brownfield nomination, identification, and inventory process was created and implemented. Forty-eight (48) brownfield sites were prioritized and submitted to the Brownfield Redevelopment Authority. Planning Commission By-laws The Commission amended their by-laws. Forestry Commission The Forestry Commission, a subcommittee of the Planning Commission, approved the harvesting of 169 acres, thinning of 61 acres, and reforestation of 121 acres. Planning Commission Subcommittee The Martin Lake/Sands Aquifer Ad Hoc Subcommittee was formed and met to create recommendations on conditions surrounding the Sands aquifer and Martin Lake. Solid Waste Planning Staff monitored legislative initiatives potentially affecting solid waste management. Information was disseminated to parties interested in obtaining a letter of consistency. Marquette County 2013 Road Atlas Edition The Road Atlas was updated and a new edition was printed. Hazard Mitigation Work continued throughout the year on hazard assessment. Community Wildfire Protection Plan Data were gathered on fire history and the mapping of structures to determine the extent of the Wildland Urban Land Interface. US-41/M-28 Corridor Committee Continued participation on the Corridor Committee.
