Columbia County Board of County Commissioners Minutes of October 03, 2013 The Columbia County Board of County Commissioners met in a regular meeting at the School Board Administrative Complex at 5:30 p.m. The meeting opened with prayer, and the Pledge of Allegiance to the Flag of the United States of America followed. Second by Commissioner Williams. The motion carried unanimously. Public Comment L.J. Johnson addressed drainage work to be completed on ditches in the College Manor area. He also asked why a Notice of Violation sign had not been erected on what he considers to be a nuisance, overgrown vacant lot. Safety Manager Kraus answered that the lot owner has been notified of the complaint and has been given thirty days to correct the problem as is required by Florida Statute. National 4-H Week (Oct. 6-12) Proclamation #2013P-14 In an effort to promote awareness of National 4-H Week (Oct. 6-12), the officers of the Livestock 4-H Club gave history relating to its organization. MOTION by Commissioner Nash to approve Proclamation #2013P-14 declaring National 4-H Week in Columbia County. Second by Commissioner Frisina. The motion carried unanimously.
Building and Zoning Adoption Hearing for Text Amendment (1) LDR 13-03 Mountaintop Ministries Worldwide, Inc. Application to amend LDR Section 2.1. The Planning and Zoning Board recommended approval. The public hearing opened. Citizen Stewart Lilker spoke in opposition. The public hearing closed. MOTION by Commissioner Williams to approve. Second by Commissioner Nash. The motion carried unanimously. Evaluation & Appraisal Report (Transmittal Hearing) (1) CPA 13-01 Board of County Commissioners. Application to amend the text and the Future Land Use Plan Map of the Comprehensive Plan. The public hearing opened. Citizen Stewart Lilker offered opposing input. The public hearing closed. MOTION by Commissioner Williams to approve. Second by Commissioner Nash. The motion carried unanimously. Mandated Living Wage Ordinance Citizen Kyle Rasmussen followed up with the possibility of having the county implement a Mandated Living Wage Ordinance. He reviewed the ordinance and recapped the reasons that he feels this type of ordinance is needed in Columbia County. Discussion ensued. MOTION by Commissioner DePratter to deny the ordinance. Second by Commissioner Frisina. The motion carried unanimously. Consent Agenda MOTION by Commissioner Williams to approve unless there are items to be pulled. Second by Commissioner Frisina. MOTION by Commissioner Williams to approve the agreement subject to the County Attorney s final review. Second by Commissioner Nash. The motion carried unanimously. Second by Commissioner Frisina. The motion carried unanimously. Hopewell Church Terrace Attorney Feagle requested the Board set a public hearing to consider vacating a portion of NW Hopewell Church Terrace on November 7, 2013 at 3:00 p.m. MOTION by Commissioner Williams to set the public hearing for November 07. Second by Commissioner DePratter. The motion carried unanimously.
Public Comment None. Commissioner Comments Commissioner Williams requested permission to enter three private properties to correct driveway issues caused by storm water run-off. Two of the properties are on Green Cemetery Road and the other is on Mick Road. (No name of property owners or addresses was provided.) Commissioner Williams noted it is unfortunate that a combined dispatch center does not appear to be possible at this time. Commissioner Williams mentioned the water war and the Governor s ruling on suing the State of Georgia. He encouraged the commissioners to support the Governor in his efforts to save Florida s water.
