OFFICIAL CALL 2013 State Convention of the Republican Party of Virginia May 17, 2013 at 2:00PM Local Time and May 18, 2013 at 10:00AM Local Time The Richmond Coliseum 601 East Leigh Street Richmond, VA 23219 As Chairman of the Republican Party of Virginia and pursuant to the Plan of Organization and as recommended and directed by the State Central Committee, I, Pat Mullins, do hereby issue this Call for a State Convention of the Republican Party of Virginia to be held at the Richmond Coliseum 601 East Leigh Street Richmond, Virginia, or its alternate site, starting at 2:00 PM local time on Friday May 17, 2013 [No voting for candidates for the office of Governor, Lt. Governor or Attorney General will be conducted prior to 12:00PM local time on Saturday May 18, 2013] for the following purposes: 1. Nominating a candidate for Governor; 2. Nominating a candidate for Lieutenant Governor; 3. Nominating a candidate for Attorney General; 4. And for the transaction of such other business as may properly come before the convention. Qualifications for Participation All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years. A single exception this restriction shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception identified in Paragraph 3 thereafter. In order to be eligible for election as a Delegate or Alternate Delegate to this convention, an individual must be registered to vote no later than the pre-filing deadline established by the Official Committee or, if pre-filing is not a requirement, no later than the date of election as a Delegate. A person who has made application for registration and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter. Composition of Convention The State Convention shall be composed of delegates and alternate delegates of the respective units they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential election combined. Each unit is entitled to one (1) Delegate Vote for each two hundred fifty (250) votes cast or major portion thereof for the Republican candidate in the most recent elections for President and Governor. Each unit shall be entitled to at least one (1) Delegate Vote. The delegates and alternates shall be elected in county and city mass meetings, party canvasses or conventions that shall be called for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each unit committee. The unit calls for the State Convention must be submitted to the Republican Party of Virginia and published on the website of the Republican Party of Virginia (www.rpv.org), in accordance with the Party Plan, at least 7 days in advance of the Unit Mass Meetings, Conventions or Party Canvass. The election of delegates and alternates to the state convention shall take place between March 1, 2013 and April 30, 2013 (inclusive), except that if pre-filing is required, the deadline for pre-filing shall not be earlier than February 22, 2013. Voluntary Registration Fee A voluntary registration fee of Thirty-Five Dollars ($35.00) (for the Republican Party of Virginia) is requested of each delegate or alternate delegate to the State Convention. The unit chairmen are requested to collect and transmit to the State Party headquarters all registration fees promptly upon completion of the unit mass meeting, party canvass, or convention. Delegates who pay the voluntary fee will be entitled to the following: Preferential seating for units with the highest percentage of paid delegates.

Other amenities as RPV and the State Central Committee direct Certification of Delegates The delegates present in a given delegation shall designate which alternate delegates shall vote in the place of an absent delegate except where the electing body electing the delegates has determined another method of alternate delegate selection. The said delegates and alternate delegates to the State Convention so elected shall be certified in writing with their respective names and addresses including zip codes, and where available, phone numbers and email addresses over the signatures of the permanent chairman and permanent secretary of the unit mass meeting or convention, or of the unit chairman of the unit committee which may have conducted a party canvass to select the delegates and alternate delegates. ALL CERTIFICATIONS, REGARDLESS OF THE DATE OF LOCAL MASS MEETING, PARTY CANVASS OR CONVENTION are requested to be sent to the Republican Party of Virginia using the exact electronic form distributed within fourteen days (14) of said Mass Meeting, Party Canvass, or Convention and at the latest must be postmarked not later than sixteen (16) days {Wednesday, May 1, 2013} prior to the convention or delivered in person fourteen (14) days {Friday, May 3, 2013} prior to the convening of said convention. The said delegates and alternate delegates names, addresses including zip codes, and if available, phone numbers, and email addresses must also be submitted in both written and electronic form using the exact format distributed by the Republican Party of Virginia and is available at: /2013VAConvention. After the filing deadline of the certification, no change may be made except a certified alternate delegate may be made a delegate. A copy of the published call of the convention, mass meeting or party canvass called for the purpose of selecting delegates and alternate delegates to said convention, must accompany the certification with the date of publication included. Certification should be mailed or delivered as follows: Original Pat Mullins, Chairman to 115 East Grace Street, Richmond, Virginia 23219; Second Copy Congressional District Chairman; Third Copy Unit Chair for the unit s records Filing Requirements Candidates who wish to run for the position of Governor, Lt. Governor or Attorney General shall file a pre-filing form by mail or in person along with the mandatory and voluntary filing fees to the Executive Director of the Republican Party of Virginia 115 East Grace Street Richmond, Virginia 23219, which must be received not later than 5:00pm EST on Monday January 14, 2013. Postmarks will not govern. The Pre-Filing form is available at /2013VAConvention and 115 East Grace Street Richmond, Virginia 23219. Only those candidates who properly file by the January 14, 2013 deadline may be considered, unless no candidate files by the deadline; no nominations for the positions of Governor, Lt. Governor or Attorney General can be made from the floor of the Convention, except by 3/4s vote of the Nominations Committee. By filing to run as a candidate, each such candidate shall commit to not oppose the victorious nominees in the 2013 general election. There will be a mandatory filing fee of twice the primary fee of 2% of one year s minimum salary for the office for which the candidate is seeking in the year in which he files. Additionally there will be a voluntary filing fee of $25,000 for candidates seeking the nomination for the office of Governor, and $10,000 for the candidates for the nomination of the offices of Lt. Governor and Attorney General. Candidates who pay the voluntary filing fee will be allowed: Campaign rooms at the Coliseum for Convention Operations. Preferential Campaign Sign Placement at the Coliseum Discounted Hospitality Suites Campaign tables at the VIP Delegate Receptions.
