[The Chairman announced the meeting commenced at 5:08pm. There were 19 Members present, which met the quorum required for the meeting.] Open Session Meeting Documents / Responsible Person Members Caroline Cheng, John Chong Koon-nam, James Mathew Fong, Li Tak-hong and Magnus Renfrew had applied for leave. 1 To Approve the Minutes (Open Session) of Meeting Held on 13 July 2015 1.1 Draft minutes of the meeting held on 13 July 2015 had been distributed to Members before the Meeting. There was no proposed amendment by Members before or during the meeting. 1.2 Proposed by Member Chan Kin-bun and seconded by Member Leon Ko Sai-tseung, the mentioned Minutes were unanimously approved by attending Members. 2 Chairman s Report 2.1 Introduction of New Chief Executive and Colleague 2.1.1 The Chairman introduced and welcomed the new Chief Executive (CE), Ms Winsome Chow, and Senior Manager, Corporate Relations (SMCR), Ms Venus Tong. Ms Chow took office on 1 August this year but had been the representative of Leisure and Cultural Services Department in the Council and attended many Council Meetings in the past. Ms Chow had also joined the ADC s Delegation to Beijing earlier this month, and the Chairman believed Members were very familiar with her. Ms Tong would assist the CE in preparing the matching grants scheme and to follow up on Council matters. 2.2 ADC s Participation in Performing Arts Market in Seoul 2015 2.2.1 The Chairman asked Members to note that ADC would lead local artists and arts administrators to participate in Performing Arts Market in Seoul (PAMS) 2015 for the first time from 5 to 9 October. 2
The Delegation comprised of more than 80 members, including the performing teams and representatives of the small and medium-sized performing arts organisations subsidised by ADC in their travelling expenses, as well as the self-financed representatives of the Big Nine Performing Arts Groups and West Kowloon Cultural District Authority. The press conference held on 16 September 2015 at Hong Kong Cultural Centre was attended by many Council Members and representatives of the arts sector. 2.2.2 The Chairman further said that apart from organising a booth exhibition and coordinating dance and music performances at PAMS, ADC also supported local artists to perform in the fringe activities held during PAMS, including the 6th Busan International Dance Market (BIDAM) and the 18th Seoul International Dance Festival (Sidance). 2.3 Signing of Memorandum of Understanding with Gwangju Cultural Foundation 2.3.1 The Chairman reported that representatives of Gwangju Cultural Foundation (GCF) arrived in Hong Kong the day before for a four-day visit with the principal objective of signing a memorandum of understanding (MOU) with ADC under which both parties agreed to conduct bilateral visits, as well as promoting arts exchange projects between the two cities. The Representative Director of GCF and the Chief Executive of ADC would sign the MOU after this Meeting, to be witnessed by Council Members. 2.3.2 The Chairman continued that together with the MOU concluded with Arts Council Korea (ARKO) last year, the signing of the present MOU with GCF would bring more frequent exchanges between Hong Kong and Korea. Korea enjoyed rapid arts and cultural development in recent years and even overtook neighbouring countries in this regard; in view of this trend, he believed exchanges with Korea would help elevate Hong Kong s artistic standard and raise overseas performance opportunities for local arts organisations. 4 Report Items for Council s Information HKADC/25/15 4.1 The Chairman invited Members to note the reports set out in the paper. 4.2 Committees Reports Item 2 4.2.1 The Chairman invited Members to note the reports of the Committees. 4.2.2 The Chair of Arts Support Committee said that the Opening Ceremony of the 1st LitStream would be held at 3 pm on 11 October 2015 in Oi!, Oil Street and Members were cordially invited. [Member Tai Kit-man joined the Meeting at 5:15 pm. 21 Members were present at the Meeting.] 5 Financial Report as of 31 July 2015 HKADC/26/15 5.1 Senior Finance Manager (SFIM) reported that as of 31 July 2015, the ADC was in sound financial position. The Office Administration expenses accounted for 30% of the estimate and on average the expenses were still within the budget. Other expenses also matched the progress of the projects. The total expenses accounted for approximately 60% of the annual estimate. In response to the Chairman s enquiry, SFIM supplemented that ADC had sufficient reserve and had no financial crisis. 5.2 The Chairman expressed that when the reserve accumulated to near the ceiling, Members should be informed timely. Moreover, in promoting projects like the matching grants schemes in the future, the reserve would be used. 5.3 Members noted the financial position of the ADC as of 31 July 2015.
