2.0 Adoption of Agenda Motion 1-151022 Moved by: Andy Jozefowicz Seconded by: Sharon Mousseau adopts the Agenda as circulated. 3.0 Declaration of Interest No declarations of interest were declared. 4.0 Approval of Minutes of September 24, 2015 Motion 2-151022 Moved by: Brian Campbell Seconded by: Pieter Leenhouts approves the Minutes of the Board of Directors Meeting #7/15, September 24, 2015 as presented. 5.0 Business Arising from the Minutes None. 6.0 Otty Lake Fish Habitat Enhancement Project Brian Campbell shared his first-hand impressions of the Otty Lake Fish Habitat Enhancement Project and the successful partnership between the RVCA and Otty Lake Association. Board Members who are interested in initiating similar projects were asked to contact Ms. Casgrain-Robertson. 7.0 Remic Rapids Wetland Creation Project Sommer Casgrain-Robertson responded to questions. 8.0 Source Water Protection Update Sommer Casgrain-Robertson updated the Board on Source Water Protection activities during the first year of Plan implementation and responded to questions regarding the future direction of the program. 2

9.0 2016 Meeting Schedule Motion 3-151022 Moved by: Gerry Boyce Seconded by: Sharon Mousseau approve the Draft 2016 Meeting Schedule as presented. 10.0 Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) Sommer Casgrain-Robertson responded to questions regarding the process associated with formal Freedom of Information requests under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). Motion 4-151022 Moved by: Ray Scissons Seconded by: Pat Barr designate the General Manager to be the Head as defined by the Municipal Freedom of Information and Privacy Act (MFIPPA). 11.0 Haggart Island Dam Decommissioning Terry Davidson responded to questions on work completed to date and the schedule for upcoming work. Motion 5-151022 Moved by: Brian Campbell Seconded by: Pieter Leenhouts approve the transfer of all remaining funds held by the RVCA for the Haggart Island Dam decommissioning to the Town of Perth. 12.0 Britannia Village Flood Control Project Terry Davidson explained the tender process undertaken with the City of Ottawa in accordance with RVCA s purchasing policy. Sommer Casgrain- Robertson explained that, while two easements were still outstanding, 3

awarding part of the tender would allow in-water work to be completed this fall. Ms. Casgrain-Robertson confirmed that funds were in the budget for the remainder of the tender to be awarded at a later date. Motion 6-151022 Moved by: Tom Scott Seconded by: Pieter Leenhouts ratify the awarding of a tender to Meyknecht-Lischer Contractors Ltd. in the amount of $1,005,007. 13.0 Wetland Conservation in Ontario: A Discussion Paper Sommer Casgrain-Robertson responded to questions regarding the RVCA s submission on wetland conservation in Ontario. Ms. Casgrain- Robertson explained that the Ministry of Natural Resources and Forestry is responsible for wetland classification which is often triggered by Official Plan reviews. Members raised questions and potential concerns with the process and impact of lands being designated as provincially significant wetlands by the province. It was noted that many wetlands have been lost over the years along with massive tree cuttings. Motion 7-151022 Moved by: Sharon Mousseau Seconded by: Barclay Cormack approve the attached submission and direct staff to send it to the Ontario Ministry of Natural Resources and Forestry in response to EBR posting 012-4464. 14.0 2016 Preliminary Draft Budget Sommer Casgrain-Robertson presented the 2016 Preliminary Draft Budget and responded to questions. Ms. Casgrain-Robertson reported that both Mississippi Valley Conservation Authority and South Nation Conservation were considering a 3.6% increase in levy. Options to deal with a projected shortfall in planning revenue of $100,000 were discussed. Current planning fees are harmonized with Mississippi Valley Conservation Authority and South Nation Conservation and traditionally increase by 2% annually. Ms. Casgrain-Robertson noted that the complexity of planning files is increasing and the capacity of partner agencies is decreasing. Glen McDonald, Director of Planning, confirmed 4

that permit applications are declining in some municipalities including Ottawa. Staff were directed to look at internal options for addressing the shortfall in planning revenue before considering an increase in levy. Staff were directed to provide 2015 and 2016 salary and non-salary cost breakdowns. Motion 8-151022 Moved by: Jeff Banks Seconded by: Pat Barr receive the attached 2016 preliminary budget and levy apportionment sheet for review. 15.0 Meetings a) Conservation Ontario Council Meeting: September 28, 2015 Lyle Pederson provided an update on a decision by the Provincial Divisional Court which overturned a decision by the Mining and Lands Commission. Staff were asked to circulate information in the Gilmor v. Nottawasaga Valley Conservation Authority & Township of Amaranth case when it becomes available. b) Lake Networking Group Meeting: October 8, 2015 Paul Lehman, General Manager of the Mississippi Valley Conservation Authority presented an update on the Conservation Authorities Act Review to the Lake Networking Group c) Conservation Authority General Managers Meeting: October 20, 2015 d) 2015 Annual Lake Links Workshop: October 24, 2015 Jennifer Lamoureux will be presenting and providing examples of fish habitat projects. e) RVC Foundation Board of Directors Meeting: November 16, 2015 f) Latornell Conservation Symposium: November 17-19, 2015 Sommer Casgrain-Robertson advised that RVCA will be sending a smaller complement to this year s Symposium. Board Members, Victor Heese and Tom Scott, will be attending. g) RVCA Board of Directors Meeting: October 22, 2015 5

16.0 Member Inquiries In response to an inquiry from a member concerning the availability of alternative septic technologies, staff will organize a tour next year of the Ontario Rural Wastewater Centre located at Baxter Conservation Area. 13.0 New Business None 14.0 Adjournment The Chair adjourned the meeting at 8:45 p.m. This was moved by Andy Jozefowicz and seconded by Ray Scissons.
