CLERMONT FIRE COMMISSIONERS JANUARY 19, 2015 The Commissioners of the Clermont Fire Commissioners held their regular meeting on Monday, January 19, 2015 at 6:30 P.M. at the Town Hall. Those in attendance were Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh, Commissioner Susan Rifenburgh and Commissioner Ronald Rifenburgh. Also present were Treasurer Denise Fiore, Secretary Mary Helen Shannon, Chief Fred Gooderham, Captain Lloyd Kukon and Robert Desmond. Chairwoman Rifenburgh called the meeting to order. MINUTES: A motion was made by Commissioner Saulpaugh to accept the minutes as reported, seconded by Commissioner Bauer. All in favor. So carried. TREASURER S REPORT: Total Amount of December invoices paid $6,623.79 Proposed January 2015 invoices $ 763.49 * Paid January 2015 invoices $3,849.23 Total $4,612.72 * *Amended payment of $5.95 to T. Case. Reconciliation of Accounts: The Bank of Greene County Balances to Date Money Market Checking Balance $91,565.53 Checking Balance $ 798.40 Plus Deposit (1/16/15) $ 2,000.00 Less Outstanding Checks $ 2,112.03 Checking Balance to Date $ 687.37 Money Market & Checking Account Total $92,251.90 Capital Reserve Fund $33,534.89 Reserve Fund Balance $29,608.11 A motion was made by Commissioner Ronald Rifenburgh to accept the Treasurer s report, seconded by Commissioner Bauer. All in favor. So carried. After discussion regarding Commissioners training, which will be held on Saturday, March 7 th, a motion was made by Commissioner Saulpaugh for the Treasurer to issue a check in order for Commissioner Ronald Rifenburgh, Commissioner Saulpaugh and Commissioner Bauer to attend the training, seconded by Commissioner Bauer. All in favor. So carried. 1

The Treasurer reported that the balance of $7000.00 was received from the Hover grant request. The Secretary will send a copy of the quote for the Light Tower to the Hover Foundation since we have not yet received the light tower to date. CORRESPONDENCE: Letter from Columbia County Treasurer P.J. Keeler regarding increase for Volunteer Firefighters physicals from $55.00 to $65.00 effective 1/1/2015. Ladies Auxiliary Renewal Notice Pinsky Law Group Online training for Fire Commissioners RBC Account Statement for December 2014 - $309,032.45 BUILDINGS AND GROUNDS: Commissioners Saulpaugh and Bauer Commissioner Bauer has not heard from Bob McCarthy about hooking up flagpole light. He will call him. The light is on a photocell so the flagpole light will go on when light does. INSURANCE: Commissioners Susan Rifenburgh and Ronald Rifenburgh Insurance will be renewed next year. FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh Commissioner R. Rifenburgh reported that the booster line on truck #601 was repaired by VRS last week. They are getting 250 lbs. on that line. It was discussed to get new nozzles because the ones on there aren t worth anything. Chief Gooderham should get the prices on a couple of inexpensive nozzles to put on the truck. Once the Chief determines what the PSI is and gets the price of the nozzles, the Commissioners can be notified by telephone/email. A motion was made by Commissioner R. Rifenburgh that the Chief should get the price of the nozzles and notify the Commissioners, seconded by Commissioner Saulpaugh. All in favor. So carried. Commissioner Ronald Rifenburgh asked that this statement be included in the minutes regarding First Assistant Bruce Potts commenting last month that VRS was in the wrong when the third stage pump was tested and got messed up. It had to do with the petcock that opens up and it got plugged up and wouldn t lubricate the shaft and it was taken out.. It had nothing to do with VRS. Truck #604 the valve was ordered but has not come in. LOSAP: Commissioners Susan Rifenburgh and Ronald Rifenburgh The only thing needed is work details for the LOSAP points report. The Chief has it and will get it to Ronnie. LAWS AND POLICIES: All Commissioners No report LEGAL: All Commissioners No report 2

OLD BUSINESS: Jr. Firefighters Accepting applications for junior membership in the Fire Company for 14-16 year olds. There are three applications out, but they have not come back yet. The Chief has made up a permission slip for parents to sign. There are flyers to be posted and handed out. Station #1 Cleaning: A motion was made by Commissioner Bauer to hire Lloyd Kukon to do custodial services at Station #1 for $50.00 per month paid quarterly, seconded by Commissioner R. Rifenburgh. All in favor. So carried. NEW BUSINESS: None CHIEFS REPORT: There were four calls for December as follows: 1. 12/9/14 AA Unknown PI 75 County Route 6 2. 12/14/14 AAPI Rollover State Route 9 3. 12/16/14 AAPI 4. 12/22/14 Controlled Burn 317 County Route 6 Department held in quarters. Two drills were held: 12/22/14 Station #2 Review trucks/equipment 8 firefighters attended. 12/22/14 Station #1 Review trucks/equipment/wash truck 602 & 604 7 firefighters attended. The Chief reported that there will be an OSHA class on January 26th at 7:00 P.M. and a second class on February 2 nd at 7:00 P.M. at Station #2 A class on Blood Borne Pathogens, in house training, will be held on February 9 th at Station #2 after the monthly meeting. The Chief reported the Final Tally of Calls for 2014. There were a total of 57 calls breaking down as follows: AAPI 11 Structure related calls 3 Alarms Activations 14 Brush Fires 4 Wires Down 6 Pet Rescue l Unknown Type fires 3 Mutual Aid 10 Water Emergency s 4 Lifting Assistance 1 Drills 15 Classes 6 The Chief has 1 st Lieutenant Case checking on pagers. He has found refurbished Minitor pagers for $94.00, $108.00 with 90 day warranties. ComTech wants $199.00 He will 3

need six pagers and one charger. A motion was made by Commissioner R. Rifenburgh to purchase six Minitor pagers with crystals and charger for $764.29 including shipping and handling, seconded by Commissioner Saulpaugh. All in favor. So carried. Three new helmets were ordered for new members. If ordered before the lst of the year, you got the protective shield for free. A motion was made to approve the purchase of three helmets for $700.00 by Commissioner Saulpaugh, seconded by Commissioner R. Rifenburgh. All in favor. So carried. The Chief got the price for 2 ½ inch nozzles with handle grip for Truck #603 - TFT by Garrison, 95 to 250 gallons per minutes, automatics 75 PSI - $832.00. A motion was made by Commissioner R. Rifenburgh to purchase two nozzles, seconded by Commissioner Saulpaugh. All in favor. So carried. NEW MEMBERS: The District is accepting new members providing that there background check comes back. Once this is received, the Secretary will write a letter to the member. CHRISTOPHER OGDEN: Formerly a member in Staatsburg, has Fire Fighter I. A motion was made by Commissioner R. Rifenburgh to accept as a member, providing his background check comes back okay, seconded by Commissioner Bauer. All in favor. So carried. COLIN BROWN: Formerly a member in Germantown with Fire Fighter I. A motion was made by Commissioner R. Rifenburgh to accept as a member, providing his background check comes back okay, seconded by Commissioner Saulpaugh. All in favor. So carried. The Chief spoke to Bob McCarthy and he will be getting his physical and breathing test done. A review of all new members is to be done every six months on a form made up by Chief Gooderham. A motion was made by Commissioner Saulpaugh to pay bills as amended, seconded by Commissioner Bauer. All in favor. So carried. It was also noted that all invoices should be sent to 1795 Route 9, Germantown, NY 12526. PUBLIC COMMENT: Robert Desmond suggested having the River Chronicle take a picture of the light tower with the Jr. members when it arrives. Captain Lloyd Kukon stated that the members are being given every opportunity to complete their OSHA and Blood Borne Pathogens classes. Commissioner R. Rifenburgh suggested that there should be refreshments when these classes are held. A motion was made to adjourn by Commissioner Bauer, seconded by Commissioner Saulpaugh at 8:50 P.M. 4
