The Board of Commissioners of Kandiyohi County met at 10:00 A.M., January 16, 2018, pursuant to adjournment. All members were present. A motion by Ahmann 2 nd Butterfield to approve the minutes from the January 2, 2018 board meeting was on vote The County Board meeting was recessed. A motion by Madsen 2 nd Ahmann to approve the minutes from the January 2, 2018 County Ditch Authority meeting was on vote A motion by Madsen 2 nd Butterfield to approve the minutes from the January 2, 2018 Joint Ditch Authority meeting for Judicial Ditch 1 was on vote The County Board meeting was reconvened. A motion by Butterfield 2 nd Imdieke to approve the payment of claims being $1,201,826.05 from Revenue Fund, $12,043.41 from Regional Treatment Center Fund, $205,182.44 from Road and Bridge Fund, $33,248.36 from County Building Fund, $21,970.52 from Ditch Fund, $16,826.62 from Library Fund, $23,718.58 from Health & Human Services Building Fund, $217.95 from Eagle Lake Sewer Fund, $11,387.21 from Water & Sewer Fund, $1,801.78 from Water & Sewer Bond Fund, $18,700.70 from Computer/Communication Maintenance Fund, $1,657.10 from D.A.R.E. Fund, $113,768.94 from Sanitary Landfill Fund according to the detailed listing of claims as recorded in the Office of the County Auditor/Treasurer was on vote unanimously Larry Kleindl, County Administrator, appeared regarding the transfer of the Geer Island property owned by Prairie Woods Environmental Learning Center to Kandiyohi County for the intent of reducing the amount that Prairie Woods Environmental Learning Center owes Kandiyohi County for their share of the pavilion construction payment at Prairie Woods Environmental Learning Center. Kleindl stated that Dave Pederson from Prairie Woods Environmental Learning Center stated that the governing board had approved the in lieu of transfer property. Kleindl stated that Prairie Woods Environmental Learning Center purchased the 5 acre parcel in September of 2017 for $15,500.00. A motion by Madsen 2 nd Imdieke to reduce the pavilion payment due from Prairie Woods Environmental Learning Center by $15,500.00 by transferring Geer Island from Prairie Woods Environmental Learning Center to Kandiyohi County was on vote unanimously
Senator Andrew Lang and State Representative Dave Baker gave an update on the upcoming bonding year legislative session which will start February 20 th and what agenda items will be coming up for discussion in this legislative session. Andy Thorson, Facility Manager, requested that the Board approve authorization to advertise for bids regarding the Courthouse HVAC equipment. A motion by Butterfield 2 nd Ahmann to authorize Andy Thorson to advertise for bids regarding the courthouse HVAC equipment was on vote Jeff Bredberg, Director of Environmental Services, appeared concerning two requests for monies from the Water Plan Task Force. Bredberg stated that the Water Plan Task Force had met and considered the two applications for money. The request from Doug and Sue Toov for $3,000.00 to restore and protect failing shoreline from further erosion and continued bank failure on their property on West Norway Lake by establishing rock rip rap at the toe of the slope providing support and stability with the recommendation from the Task Force for $3,000.00. A motion by Imdieke 2 nd Nissen to approve the recommendation from the Task Force was on vote The request from Indian Beach Harbor Association for removal of sand to clear channel to access Indian Beach Harbor was tabled by the Task Force. Their request was presented to the Board for information only. Jeff Bredberg, Director of Environmental Services, requested that the Board authorize the release of the 60 day review period that is required for draft of the North Fork Crow River One Watershed, One Plan. Bredberg said the plan is available for viewing through the link www.crowriver.org and any comments on the plan should be sent to Diane Sander, Watershed Coordinator at the Crow River Organization of Water or Steve Christopher, Board Conservationist at the MN Board of Water and Soil Resources. The Board indicated Commissioner Imdieke is on this committee and will be Kandiyohi County s authorized representative. A motion by Imdieke 2 nd Butterfield to authorize the 60 day review of the One Watershed, One Plan was on vote unanimously Larry Kleindl, County Administrator, appeared regarding the home on the property that Kandiyohi County purchased from Marvin Sandvig adjacent to Games Lake County Park. Kleindl stated that house structure is in need of repair and the estimated price to bring the structure up to code is approximately $67,000.00. Kleindl stated that he had also applied for a $20,000.00 grant, and if approved by the Board could be used to offset the building costs. A motion by Madsen 2 nd Imdieke to approve the $20,000.00 grant request and to repair the house as presented was on vote A motion by Madsen 2 nd Imdieke to approve the re-zone application from applicants Steven & R Crow Liv Trust, Alan & Nancy Loge, RM Properties of Willmar LLC, and Roguske Family Trust; applicants requesting to rezone property from A-2 General
Agricultural District to CI Commercial/Industrial District on property they own in Section 12 of Willmar Township with the findings of the Planning Commission was on vote Kandiyohi County Human Resource Director, Connie Mort, appeared and presented the collective bargaining Dispatch union contract Local 191 and the changes made to the contract. A motion by Imdieke 2 nd Madsen to approve the Dispatch Local 191 bargaining contract as presented was on vote Voting yes: Imdieke, Madsen, Ahmann, Nissen. Commissioner Butterfield abstained from the vote. Sheriff, Dan Hartog, presented a memorandum of understanding between Mille Lacs County (County), Central Minnesota Emergency Services Board (SMNESB), Stearns County (Secondary) and Kandiyohi County operating a public safety answering points (PSAP) located within the Central Minnesota Region. Hartog explained that the State of MN, Department of Public Safety, Division of Emergency Communication Networks in conjunction with the Statewide Emergency Communications Board NG 9-1-1 committee has established a Regional approach to Text-to-9-1-1. The regional approach is to have at least one PSAP in every region capable of receiving and processing Text-to-9-1-1 requests that originate in that Region. Hartog said that this MOU is to establish the framework to facilitate the receiving and processing of Text-to-9-1-1 requests that originate in Kandiyohi County. Hartog also explained that Mille Lacs County will be providing the Text-to-9-1-1 service to Kandiyohi County at no cost to the County for 2018. A motion by Imdieke 2 nd Ahmann to approve the MOU as presented was on vote Sheriff Dan Hartog, stated that Kandiyohi County s coroner, Dr. Kacher, is retiring and gave his resignation as of February 1, 2018. Hartog said that at this time there is no one to take his position and Kandiyohi County will be contracting with Midwest Medical Examiner s office in Anoka for these services. Hartog requested that the Board approve Dr. Kacher s resignation as of February 1, 2018. A motion by Ahmann 2 nd Imdieke to accept the resignation of Dr. Kacher as Kandiyohi County s coroner as of February 1, 2018 was on vote A motion by Imdieke 2 nd Madsen to approve Resolution 2018-5 was on vote RESOLUTION 2018-5 WHEREAS, the County Board of Commissioners of the County of Kandiyohi, State of Minnesota desire to offer for sale certain parcels of land that have forfeited to the State of Minnesota for non-payment of taxes, and WHEREAS, said parcels of land have been viewed by the County Board of Commissioners and have been classified as non-conservative lands as provided for in Minnesota Statutes 282.01;
THEREFORE, be it resolved that the Kandiyohi County Board of Commissioners hereby certify that all parcels of land have been viewed and comply with the provisions of Minnesota Statutes 85.012, 92.461, 282.01, Subd 8, 282.018 and the 1992 laws of Minnesota Ch 354, Art. 10, Sec. 9, amending M.S.
