WHEREAS, The Chief Executives of the Five Civilized Tibes in Convention at Eufaula, Indian Teitoy, May 21, 1903, ecommended that the Geneal Council of each Nation authoize the Chief Executive to issue a poclamation calling an election to detemine whethe o not the legal votes of each Nation ae in favo of an intenational Constitutional Convention, to fame a Constitution fo a state govenment fo Indian Teitoy alone, to "become effective when the seveal Tibal govenments expie Mach 4, 1906; and, WHEREAS The Chief Executives futhe ecommended that the Geneal Council of each Nation should pescibe a plan fo selecting delegates to the said convention; and, WHEREAS: Thee is no geneal law govening the Five Civilized Tibes wheeby an election of delegates to the poposed Intenational Constitutional Convention could be legally held, and, the enactment of such law at this time is wholly impacticable, and, WHEREAS: The Chief Executives futhe ecommended that said * delegates be instucted by the Geneal Council of each Nation to incopoate in the poposed CoB titution a povision pohibiting the sale of intoxicating liquos within the boundaies of the state fomed out of the Indian Teitoy; < ( THEREFORE BE IT RESOLVED BY THE GENERAL COUNCIL OF THE CHOCTAW NATION, IN REGULAR SESSION ASSEMBLED. Section 1. That the pincipal Chief shall appoint six delegates fom each of the tfaee Judicial Disticts and two delegates at lage, of which delegation he shall be ex-officio Chaiman. Section 2. That the delegates appointed unde the povisions of this esolution ae heeby instucted to incopoate in the Constitution famed by said convention a povision pohibiting the sale of intoxicating state fomed liquos within the bounday of the adfesa out of the Indian Teitoy. BY" THE GENERAL COUNCIL OE THE CHOCTAW NATION', IN REGULAR SESSION ASSEMBLED* Section 1. That the Pincipal Chief of the Choctaw Nation is heeby autho! zed to issue a poclamation calling an election in said Nation fo the pupose of submitting to the votes theeof the question of whethe o not they ae in favo of an intenational Constitutional Convention, the pupose of which is to fame a constitution fo a State Govenment fo Indian Teitoy alone to succeed the seveal Tibal Govenments on Mach 4, 1906. Section 2. Said Election shall be held Decembe 19, 1903. Section 3. It shall be the duty of the County Judges of the seveal Counties of the Choctaw Nation to appoint election judges of said election on the fist Monday in Decembe, 1903.
Section 4. Said election shall be held in the same manne as othe elections ae held in this Nation, with the exception that instead of the Sheiff deliveing the poll books of the County to the Supeme Judge of his distict, the poll books shall be by the sheiff fowaded by egisteed mail within five days afte the election to the Pincipal Chief of the Choctaw Nation. Section 5.
