MINUTES OF THE BOARD OF TRUSTEES OF THE INCORPORATED VILLAGE OF EAST HILLS APRIL 12, 2018 At a meeting of the Board of Trustees of the Incorporated Village of East Hills held at 209 Harbor Hill Road, East Hills, New York on April 12, 2018, the Mayor called the meeting to order at 8:00 pm. Mayor Michael R. Koblenz noted a quorum. The following Board of Trustees members were present: Mayor Deputy Mayor Trustee Trustee Trustee Michael R. Koblenz Emanuel Zuckerman Clara Pomerantz Brian Meyerson Stacey Siegel PUBLIC HEARING 2018/19 TENTATIVE BUDGET Upon motion by Deputy Mayor Zuckerman, seconded by Trustee Pomerantz, and unanimously approved, the public hearing on the 2018/19 tentative budget was opened. Following discussion, a motion was made by Deputy Mayor Zuckerman, seconded by Trustee Pomerantz and unanimously approved, to close the public hearing. ADOPT THE 2018/19 BUDGET AND SIGN WARRANT TO LEVY AND COLLECT TAXES RES. #33-18 RESOLVED, to adopt the 2018/19 budget. The Mayor is authorized to sign the warrant to the Receiver of Taxes for the collection of taxes at the rate of $24.67388 per $100 of assessed valuation for the 2018/19 fiscal year. PUBLIC HEARING 2018 ROSLYN FIRE PROTECTION CONTRACT BETWEEN THE VILLAGE OF EAST HILLS AND THE ROSLYN FIRE COMPANIES Upon motion by Deputy Mayor Zuckerman, seconded by Trustee Pomerantz, and unanimously approved, the public hearing on the 2018 Roslyn Fire Protection Contract between the Village of East Hills and the Roslyn Fire Companies was opened. The floor was opened for comment. Following discussion, a motion was made by Deputy Mayor Zuckerman, seconded by Trustee Pomerantz and unanimously approved, to close the public hearing. AUTHORIZE MAYOR TO SIGN THE 2018 ROSLYN FIRE PROTECTION CONTRACT BETWEEN THE VILLAGE OF EAST HILLS AND THE ROSLYN FIRE COMPANIES RES. #34-18 Upon motion by Trustee Pomerantz, seconded by Deputy Mayor Zuckerman, it was RESOLVED, to authorize the Mayor to sign the 2018 Roslyn Fire Protection Contract between the Village of East Hills and the Roslyn Fire Companies and to amend the addendum to $40,000.

AUTHORIZE AGREEMENT WITH AL GARBER RES. #35-18 Upon motion by Trustee Pomerantz, seconded by Trustee Siegel, it was RESOLVED, to authorize the Mayor to sign the agreement with Al Garber for a Magic and Comedy show on Saturday April 21, 2018 at a cost not to exceed $1,250 for one (1) show or $1,500 for two (2) shows, if a second is needed, according to the terms and conditions of the agreement. AUTHORIZE AGREEMENT WITH THE BARRYTONES RES. #36-18 Upon motion by Trustee Pomerantz, seconded by Trustee Siegel, it was RESOLVED, to authorize the Mayor to sign the agreement with The Barrytones, music by Barry Temkin to perform music at the Pool on Saturday June 9, 2018 from 1:00 pm to 4:00 pm at a cost of $1,000 according to the terms and conditions of the agreement. AUTHORIZE FIELD/COURT PERMITS RES. #37-18 Upon motion by Trustee Pomerantz, seconded by Trustee Siegel, it was RESOLVED, to approve the following permits for use of field/courts: Roslyn Men s Softball (East Hills Softball Club): To use the ballfield on Sundays (Tuesday night alternate if Sunday not available) from April 15, 2018 through November 18, 2018 from 8 am 12 noon at a cost of $800.00 (Permit # 2018 001) according to the terms and conditions of the permit;

Roslyn Booster Basketball Dream League: To use a Basketball Court on various days and times from June 25, 2018 through October 28, 2018 at a cost of $850.00 (Permit # 2018 002) according to the terms and conditions of the permit; and Temple Sinai: To use Field # 2 on Sunday June 3, 2018 from 9 am 12 pm at a cost of $25.00 (Permit # 2018-003) according to the terms and conditions of the permit. NEW HIRES RES. #38-18 RESOLVED, to authorize the hiring of Iris Borges, Part time Park Attendant (4GB) at $11.00/hr., to work in the fitness center effective April 23, 2018; and it was further RESOLVED, to authorize to hire the following returning seasonal employees, effective May 1, 2018 September 30, 2018, pending satisfactory completion of background checks and approval from civil service: Lifeguards (WLH) Martin Conway: $17.25/hr. James Curry: $17.25/hr. Zane Ehlinger: $16.75/hr. Sam Esmaili: $17.75/hr. Jonathan Herz: $17.25/hr. Anthony Lucito: $17.25/hr. Guy Vitacco: $16.75/hr. Bernadette Conway: $16.75/hr. AUTHORIZE OVERPAYMENT REFUND AMATO LAW GROUP RES. #40-18 Upon motion by Trustee Pomerantz, seconded by Trustee Siegel, it was RESOLVED, to authorize an overpayment refund in the amount of $368.75 to Amato Law Group for 70 Glen Cove Road, Permit 15-265, renewal fee. AUTHORIZE REFUND TO MMJA CONSTRUCTION RES. #41-18 Upon motion by Trustee Pomerantz, seconded by Trustee Siegel, it was RESOLVED, to authorize refund of a building permit amendment application fee to MMJA Construction for a permit for 29 Eagle Lane. AUTHORIZE PARKING WAIVER RES. #42-18 RESOLVED, to authorize request of Rebecca Brandman, 66 Entrance Road, East Hills, NY for exception to park small school bus in her driveway from June 18. 2018 to August 17, 2018.

PERSONNEL The Mayor accepted the resignation of Patrick Corneiliess as part-time park attendant effective March 29, 2018. AUTHORIZE AGREEMENT WITH FAST FUNDAMENTALS RES. #43-18 RESOLVED, to authorize the Mayor to sign the agreement with Fast Fundamentals for them to provide Multi Sports Classes for 2 year old children on the dates and times listed in the agreement at a cost of $135 per child for the 6 week class according to the terms and conditions of the agreement. Registration fees are non-refundable. AUTHORIZE RENTENTION OF SERVICES SAGAT BURTON AND WECHSLER COHEN RES. #44-18 RESOLVED, to approve retention letters for Sagat Burton dated March 28, 2017, April 2, 2017, March 19, 2017, March 19, 2018 (Public Affairs & Press), March 19, 2018 (Legal Village Matters), and April 5, 2018 and Wechsler Cohen letter of April 6, 2018. AUTHORIZE TRANSFERS RES. #45-18 RESOLVED, to approve the following transfers: $48,500.00 from 1990.400(contingent) to 3120.400(police contractual) $913.00 from 8560.440(shade tree) to 3310.410(supplies & materials) $338.00 from 1450.410(other expenses) to 4020.450(professional services)

DESIGNATE OFFICIAL DEPOSITORIES RES. #48-18 RESOLVED, to designate JP Morgan Chase, TD Bank and State Bank as the official depositories of all moneys received by the Village Clerk-Treasurer and Receiver of Taxes. DESIGNATE OFFICIAL NEWSPAPERS RES. #49-18 Upon motion by Deputy Mayor Zuckerman, seconded by Trustee Meyerson, it was RESOLVED, that the Roslyn News, Newsday, and the Roslyn Times are hereby designated as co-official newspapers of the Village of East Hills with the Board free to determine which one to use at any given time. Trustee Meyerson aye Trustee Siegel..aye AUTHORIZE ADVANCE APPROVAL OF CLAIMS RES. #50-18 Upon motion by Deputy Mayor Zuckerman, seconded by Trustee Meyerson, it was RESOLVED, to authorize payment in advance of audit claims for public utility services, postage, freight and express charges, and all such claims shall be presented at the next regular meeting for audit and the claimant and officer incurring or approving same shall be jointly and severally liable for any amount disallowed by the Board of Trustees.

ATTENDANCE AT SCHOOLS AND CONFERENCES RES. #51-18 RESOLVED, that elected officials and employees are hereby authorized to attend schools and conferences in conformity with Section 770-b of the General Municipal Law, subject to the approval of the Mayor. MILEAGE RES. #52-18 RESOLVED, that the Board of Trustees will approve reimbursement to officers and employees for mileage reimbursement at the rate of $.54.50 per mile for use of personal automobiles in performing official duties. CLAIMS RES. #53-18 RESOLVED, to approve the April 12, 2018 abstract for the General Fund in the amount of $158,359.39 and April 12, 2018 supplemental abstract for the General Fund in the amount of $58,379.97. The grand total of Village Justice Court funds collected for the month of March 2018 was $48,851. MAYOR S REPORT Mayor Koblenz commented that there has been one week of good news in that it is April 12 th, and there is no snow storm in the forecast. Saturday is predicted to be 80 degrees so plans can be made to get the cars washed and put down the tops on the convertibles. He wished everyone a fun weekend ahead. Mayor Koblenz also thanked the DPW crew for doing a great job on the roads this winter. The opening of the pool is scheduled to proceed in May if the water doesn t freeze. GOOD AND WELFARE Mr. Krugman inquired about the Village s noise ordinance and reported a commercial vehicle parked at a home overnight near Old Brick Road off of the service road.
