Legislative Assembly Province of Alberta No. 18 VOTES AND PROCEEDINGS Third Session Twenty-Ninth Legislature The Speaker took the Chair at 1:30 p.m. Ministerial Statements Monday, April 10, 2017 Hon. Ms Notley, Premier, made a statement recognizing the 100th anniversary of the Battle of Vimy Ridge, and recognizing April 9, 2017, as the Battle of Vimy Ridge Day in Alberta. Mr. Jean, Hon. Leader of the Official Opposition, commented on the statement. Hon. Mr. Mason, Government House Leader, requested and received the unanimous consent of the Assembly to allow a Member of the Progressive Conservative Opposition, the Member for Calgary-Mountain View, and the Member for Calgary- Elbow to comment on the Ministerial Statement. Mr. McIver, Hon. Leader of the Progressive Conservative Opposition, Dr. Swann, Hon. Member for Calgary-Mountain View, and Mr. Clark, Hon. Member for Calgary-Elbow, then commented on the statement. Hon. Mr. Mason, Government House Leader, requested and received the unanimous consent of the Assembly to waive Standing Order 7(7) in order to complete the Daily Routine.

Members Statements Ms Goehring, Hon. Member for Edmonton-Castle Downs, made a statement regarding the sacrifices made by Canadians 100 years ago at the Battle of Vimy Ridge, and recognizing April 9, 2017, as the Battle of Vimy Ridge Day in Alberta. Mr. Schneider, Hon. Member for Little Bow, made a statement recognizing the 100th anniversary of the Battle of Vimy Ridge, and the 20th Independent Field Battery and the 39th Battery of the Royal Regiment of Canadian Artillery which were housed in Lethbridge at the outbreak of World War I and fought with distinction in the battle. Mr. Gotfried, Hon. Member for Calgary-Fish Creek, made a statement regarding the Government s limited consultation and minimal ministerial representation concerning changes to employment standards and the Labour Relations Code. Mr. Malkinson, Hon. Member for Calgary-Currie, made a statement regarding an absolute discretionary trust for disabled children referred to as a Henson trust, and the consultations Mr. Malkinson s office has begun in order to introduce Henson trust legislation in Alberta. MLA McPherson, Hon. Member for Calgary-Mackay-Nose Hill, made a statement regarding the 101st anniversary of women s suffrage in Alberta and the passing of the Equal Suffrage Statutory Law Amendment Act. Mrs. Pitt, Hon. Member for Airdrie, made a statement regarding insufficient Government funding for the Rocky View school district and the difficulties schools are facing due to rapid growth in the area and the elimination of school fees. Presenting Reports by Standing and Special Committees Mr. Sucha, Chair, Standing Committee on Alberta s Economic Future, presented the following, pursuant to Standing Order 52.07(4): Standing Committee on Alberta s Economic Future, report dated April 2017, entitled Growing and Diversifying Alberta's Agrifood and Agribusiness Sectors Sessional Paper 156/2017 Presenting Petitions Ms Goehring, Hon. Member for Edmonton-Castle Downs, presented a petition from 136 Albertans urging the Government to make a proclamation establishing a day to commemorate the 100th year anniversary of the victory by the Canadian Expeditionary Force at Vimy Ridge in World War I. 2

Member for Strathmore-Brooks: Letter, unsigned, dated March 9, 2017, from Mr. Fildebrandt, Hon. Member for Strathmore-Brooks, to Hon. Mr. Mason, Minister of Infrastructure and Minister of Transportation, providing the text of an excerpt from Alberta Hansard dated March 8, 2012 Sessional Paper 161/2017 3

ORDERS OF THE DAY Mr. Cooper, Hon. Member for Olds-Didsbury-Three Hills, requested and received the unanimous consent of the Assembly to waive Standing Order 8 to allow the Assembly to proceed immediately to Committee of the Whole consideration of Bill 202, Protecting Victims of Non-Consensual Distribution of Intimate Images Act. Public Bills and Orders Other Than Government Bills and Orders Committee of the Whole According to Order, the Assembly resolved itself into Committee of the Whole and the Speaker left the Chair. (Assembly in Committee) The following Bill was taken under consideration: Bill 202 Protecting Victims of Non-Consensual Distribution of Intimate Images Act Mr. Cyr MLA Connolly, Hon. Member for Calgary-Hawkwood, moved that the Bill be amended by striking out section 5 and substituting the following: Expectation of privacy 5 In an action for the distribution of an intimate image without consent, a person depicted in the image does not lose the expectation of privacy in respect of the image if that person (a) consented to another person recording the images, or (b) provided the image to another person, in circumstances where that other person knew or ought reasonably to have known that a person depicted in the image did not consent to the further distribution of the image. Moved by Ms Miller: Be it resolved that the Legislative Assembly urge the Government to consider expanding the number of communities that are served by school nutrition programs. A debate followed.
