PES Stationary Battery Committee Meeting Minutes January 20, 2003 Monday, January 20; Corpus Christi, Texas 1. Introductions Jim McDowall called the meeting to order at 08:00. The PES Stationary Battery Committee thanks Steve Clark and Archie Bell for organizing the meeting and thanks Nuclear Logistics for their support of the meeting. Bansi Patel motioned to accept the minutes from the Destin meeting with corrections (editorial) noted. The motion was seconded by Steve Clark and carried. Of the 59 voting members there were 31 members present. 12 guests attended. 2. Transition Issues Transition to PES BC has occurred and is complete. A discussion of the websites was held. We will maintain the PES SBC main site and the old SCC29 site will be maintained and transitioned to become the site for the Standards Subcommittee. Jim provided a discussion of the new organization and structure. This included a discussion regarding the name of the committee (Stationary Battery versus Standby, Stationary Cycling, etc.) and its scope. Jim noted that we do have a project underway where we are supporting a standard for batteries utilized in laptop computers. This particular project is an anomaly. Our scope is to deal with stationary batteries (as opposed to motive power). Jim opened the floor to discussion about the O&P manual that was sent out to everyone for review. Discussion was held on membership, attendance requirements, method of removal from membership, terms of office, appointments of officers, honorary membership, and other minor issues. Some minor revisions (editorial in nature) were made. Bansi Patel made a motion to approve the Organization and Procedure Manual as revised during the discussion. Motion was seconded by Steve Clark and approved unanimously by those present (31). Concern was expressed about how to obtain a current list of email addreses for Committee or working group purposes. A method to obtain the majordomo list of email addresses is: Send an email to majordomo@majordomo.ieee.org. Do not indicate a subject in the subject line. In the body of the email, type Who pes-battery. You should get a response back with the list of current addresses. Jim announced that AdCom will offer honorary membership status to Kyle Floyd for his past contributions.

3. Standards Status PAR # Chair Last Issued Status 450 Bolgeo 1995 Has been approved by RevCom and is in the publication cycle. Should be published in 2003. 484 Coyle 1996 Has been approved by RevCom and should be published in February of 2003. 485 Fletcher 1997 Document is out for reaffirmation as it is at the end of its 5 year (actually in it s 6 th year) cycle. Document is open for discussion at this meeting as to whether a PAR should be opened to start a revision to the document. 535 Beavers 1994 PAR approved 1999. WG comments are being reviewed. Should go out for ballot this year. 1106 McDowall 1995 PAR approved March 2000. To be discussed this meeting. Goal is to finish this year. 1115 McDowall 1992 Approved in 2000. No action at this time. 1184 Patel 1994 Work will continue this meeting. Should finish this meeting then go out for ballot this year. 1187 Davis 1996 Document approved. Has received Standard s Board approval. Published in 2002. 1188 Cantor 1996 PAR approved June 1999. Document balloted. Discussion of ballot comments this meeting. 1189 Marrero 1996 Document basically complete. Document being finalized for ballot. 1375 Epstein 1998 Document being reviewed decision pending on reaffirmation or revision. 1491 Byrne Draft Document has been submitted for ballot. 1578 Taylor Draft Work continues this meeting. Should go out for internal comment this year. 1625 Layton Draft Portable Computer Batteries work progressing. 1635 Clark Draft Ventilation Document Joint document with ASHRAE. Document is shifting from trial use to full standard. PAR is needed and logistics being worked out to prepare joint document with ASHRAE. Document is progressing. Working Group Chairs should submit their drafts to the Web Master, Jim McDowall, for posting on the Web site private area. 4. Interpretations report. No interpretations requested at this time

5. Coordination John Coyle discussed IEEE 946 (currently in revision) and IEEE 945 (revision may be starting). Allen Byrne discussed activities in T1/E1. They are working on a battery environment standard (Battery Rooms, Enclosures, and Other Environments). They are also starting work on a power cable standard (Flammability issues, new test descriptions, cable classification, etc). We have established cross coordination with them information exchange is occurring between PES Stationary Battery Committee and T1/E1. Jay Chamberlain discussed SCC21 and their efforts to develop an interconnection standard. The Fuel Cell group and the Photovotaic Group are relatively inactive. The battery group is active working on IEEE 1361. Jim McDowall briefly discussed potential impact from the IAS Blue Book revision in progress on our standards. Steve McCluer discussed ongoing efforts with respect to codes. Some current items include: Two papers at Battcon 2002 addressed the Alphabet Soup of Codes and Standards pertaining to batteries. This paper presents a brief update on activities pertaining to batteries that have occurred in the past year within various government and non-government agencies. It attempts to identify trends and their possible implications for the industry. For example: - NFPA 1 Uniform Fire Code document will be released this spring as an ANSI Standard with a 1000 gallon limit for free-flowing electrolyte, and no prescriptive method for containment systems. - Several other NFPA standards were updated, but there were no major impacts on batteries. NFPA 5000 building code was released. - ANSI T1E1.5 Battery Room Environment standard was balloted, but returned for revision; it should be released in 2003. - Several IEEE battery standards should have been released, re-issued, or are in balloting as we speak. - The ICC formally combined with BOCA, SBCCI, and ICBO into a single organization. NFPA is coordinating with ASME (Amer. Society of Mechanical Engineers) Code organizations are in a panic as the Supreme Court decides whether to rule on a copyright case on whether a municipality has a right to publish its codes on the web when the municipality has adopted a model code (such as the NEC or UFC).

Positive trends include: less restrictive language for spill control and VRLA batteries; Consolidation and cooperation of organizations is good because it means fewer conflicting codes and jurisdictions. Negative trends include: competition between the ICC and NFPA; duplication of codes, etc. Bansi Patel described ongoing IEC activities. Steve Clark addressed discussions held in the panel sessions yesterday (Sunday) regarding training requirements for battery technicians. The general consensus in the panel session was that some kind of document is needed either a guide or recommended practice that describe the type of training that is required. A motion was made by Sam Shah and seconded by Rick Tressler to form a task force to investigate creation of a new training document. The result of the vote was 27 affirmative, 3 opposed, and 1 abstention. Therefore the motion did not pass. A motion was then made by Steve Clark and seconded by Curtis Ashton to ballot the entire committee (by e-mail) on the motion. This motion carried by a majority of those present. A suggestion was made by Wayne Johnson to add hot links to these other groups on our web page. This will be looked into and implemented if possible (S. Norman has the action). 6. Technical Activities Panel Sessions - A discussion was held on possible panel sessions for the next meeting. After voting from a broad selection of topics, the following panel session topics were chosen. Discharge testing (Sam Shah / Jeff Lamarca) Advanced test equipment (Rick Tressler) Backup plan if there are problems in having these sessions is: Ventilation and battery rooms (Curtis Ashton / Allen Byrne) The committee is sponsoring a technical Session @ PES Summer meeting Garth Corey is coordinating. Topic: Standby vs. Cycling Operations. PES Stationary Battery Committee is sponsoring technical / co-sponsorship of BattCon -- April 28 th, 29 th, 30 th and May 1 st, 2003. 7. Site Selection Committee Our summer meeting is scheduled for June 22-25 in Providence, Rhode Island. Allen Byrne is coordinating and APC is sponsoring. Tentative locations for the Winter 2004 meeting are Albequrque, New Mexico or Las Vegas, Nevada. Summer 2004 is tentatively scheduled for Portland, Oregon with Eddie Davis coordinating.

New Business A short presentation (approximately 30 minutes) is provided this evening (Monday) for those interested from Spectral Infrastrucure on battery charging. At this time, the meeting was recessed. Working groups were convened for standard processing. The working groups meeting are P485, P1106, P1184, P1188, P1189, P1578, P1635, and the Nuclear Power Working Group. Tuesday, January 21 Working Group meetings continued. Wednesday, January 22 Working Group meetings continued. 11:30 am: The full committee was re-opened to discuss progress of the working groups and subcommittees.
