Pearson District II Commissioner Skip Elkin Deputy County Clerk Joshua Norberg The meeting was called to order at 1:30 p.m. Planning and Building Stan Shawver, Director of Planning and Building, was present on behalf of this item. 1. Adopt Findings for Conditional Use Permit for Animal Medical Services LLC Mr. Shawver stated this is the Findings of Fact and Conclusions of Law for the conditional use permit approved by the Commission at the Planning and Zoning Commission meeting earlier this week. It is ready to be adopted by the Commission. Commissioner Elkin moved on this day the County Commission of the County of Boone does hereby adopt the Findings of Fact and Conclusions of Law relative to a conditional use permit for Animal Medical Services LLC for a permit for a Veterinary Facility on 8.0 acres, located at 14750 N. Rte U, Hallsville. Commissioner Pearson seconded the motion. There was no discussion and no public comment. The motion passed 2-0 Order 548-2008 Public Works 2. Change Order #1 Lloyd Hudson Road Low Water Crossing (first reading) Commissioner Elkin stated this change order is for an elevation change and the backfill requirement. He stated it is a final close out change order in the amount of $8,038.12. Commissioner Pearson stated this is a first reading and requested the Deputy County Clerk to schedule this item for a second reading at the next available commission meeting with an appropriate order for approval.

3. Road Improvement Agreement for Rolling Hills Road Commissioner Pearson stated this agreement was drafted by the County Counselor back in July and sent to the City. He stated the City came back to us recently stating they wanted to put it on their City Council agenda. It needs to be approved by the County prior to that. The agreement basically outlines who is going to do what kind of work. The County will be doing the sidewalk work and the City will be doing the utilities. Commissioner Elkin moved on this day the County Commission of the County of Boone does hereby approve the Road Improvement Agreement with the City of Columbia for Rolling Hills Road. It is further ordered the Presiding Commissioner is hereby authorized to sign said agreement. Commissioner Pearson seconded the motion. There was no discussion and no public comment. The motion passed 2-0 Order 549-2008 Prosecuting Attorney, Court Administrator, and Sheriff s Department Bonnie Adkins, Prosecuting Attorney, Joy Rushing, Court Administrator, and Rene Atkins, Sheriff s Department, were present on behalf of this item. 4. Grant Award Acceptance Violence Against Women Act (Domestic Violence Enforcement Unit) Ms. Adkins stated they are asking for approval to accept these grant awards. She stated they have cut our funding again this year. Last year they cut it about $3,500. This year they cut all prosecution awards about 7%. They cut law enforcement 3%, and they cut the shelter 12%. She stated her office is still getting over $58,000 this year. She stated they have had the domestic violence funds since 1998 and they have received over $760,000 in the last eleven years, so it is a very valuable program. Commissioner Pearson stated the County s match is $27,030.83. He asked if our match portion has been increasing. Ms. Atkins stated our match portion has been going up, but their funding has decreased. She stated we have gone from 25% match to 52%. Ms. Rushing stated the funds for the Court Administrator will fund the Batterers Intervention Program. She stated they asked for $72,000, with the County s match being 25%, so the amount that we were asking them for was $57, 000. We ended up with $42,000.

Commissioner Elkin moved on this day the County Commission of the County of Boone does hereby authorize the Presiding Commissioner to sign the Grant Award Acceptance for the Violence Against Women Act (Domestic Violence Enforcement Unit) for the Prosecuting Attorney s Office, the Sheriff s Department, and the Court Administrator. Commissioner Pearson seconded the motion. There was no discussion and no public comment. The motion passed 2-0 Order 550-2008 5. Sheriff s Department Request to Hire Above Mid-Point Chad Martin, Sheriff s Department, was present on behalf of this item. Mr. Martin stated the Sheriff s Department is requesting to hire Mario Woods at 103% of Mid- Point. Mr. Woods previous experience is at St. Mary s Health Center in St. Louis, St. Louis University Hospital, and U.S. Nursing Corporation as a traveling nurse. He has a total of 3.5 years of registered nursing experience. He is being hired at a rate of $25.13/hr. This is necessary to be competitive with area hospitals. Also, it has been a trend to do this with nurses we have been hiring because the tuition reimbursement programs that other area hospitals provide make the applicant pool smaller because we are less attractive to the applicants. This particular employee was considering employment at University Hospital and opted for us at the higher rate of pay. Commissioner Elkin moved on this day the County Commission of the County of Boone does hereby authorize the hiring of Mario Woods to Position No. 599 Registered Nurse at 103% of Mid-Point. Commissioner Pearson seconded the motion. There was no discussion and no public comment. The motion passed 2-0 Order 551-2008 Purchasing Dave Eagle, Purchasing, was present on behalf of this item. 6.
