The invocation was given by P/C Bob Hubbard, AP The Pledge of Allegiance to the Flag of the United States of America was led by D/Lt/C Van Diehl, SN D/C Law introduced Marilyn McKeown. D/C Law has appointed Duane Leathers as Parliamentarian for this meeting in the absence of Frank Fitzgerald. Drexel, AP (1981-82) of Boulder Valley (CO). A letter of condolence was sent to his widow and a contribution was made to the USPS Education Fund in his honor. Brockway Clark, Aides: Lee Whitehead, Duane Leathers, Lou Loth and Adriaan Veldhuisen D/C Law recognized National Committee members in attendance: Van Diehl, Cida Diehl, Bill Johnson, Lou Loth, Ed Mraz and Katharine Law. Motion: D/C Law presented the unanimous consent motion: Without objection, the chair may vary the order of business to expedite the proceedings. Motion carried. Meeting room and general announcements were made. Hospitality suite is in 1004 and 1006 at 1730-1820 D/C Law recognized Lou Loth as Conference Chairman and host: The breakout rooms for meetings were discussed or identified. 0930 D/C Law introduced the morning program with Anne Sacks, Regional VP for Recreational Boaters of California. Topics covered included: Invasive Mussels, Gray Water, Copper Bottom Paint and Boat Operator Certification. 1025 Breakout meetings. D/C Law requested that all motions for consideration be submitted in writing with copies for the Secretary and for the chair. D/C Law thanked the organizers of the conference. 1145 Lunch and reconvene at 1300 1315 D/C Law reconvened the meeting. The Secretary, D/Lt/C Frazier announced that a quorum was present. Mailbox procedures are in effect and your mail should be picked up prior to the end of the meeting. The minutes from the 2008 Fall Conference were approved as published. The minutes from the 2008 Winter Council were approved as published. 1318 REPORTS OF THE BRIDGE OFICERS AND COMMITTEE CHAIRMEN Secretary: D/Lt/C Doug Frazier expressed his gratitude for the support from the commander, bridge officers and members for their support over the last two years. D/Lt/C also expressed his gratitude to his chairman for their time, service and support. The ENSIGN Correspondent P/D/C Lee Whitehead No report. Page 2

The Lead Line P/D/C Lee Whitehead - the February issue was published on time and 418 copies were mailed at a cost of around $500. Internet - R/C Bob Schloeman the report is in the mailbox. 6 March the website counter stood at 13,027 or about 1,927 visits since last year which is about average for the last two years. Some minor changes have been made to the website to reflect current activities. The mail server was down for a few days due to an unknown problem. DB200 was updated to version 9.4. Education: D/Lt/C Bill Bridge - The full report is in the mailbox. No one has been nominated for the Chapman Award once again. USPS now has the best boating educational material in the country with the courses and seminar materials. National is discussing the possibility of selling the material directly to the public. Please provide feedback to your DEO. The instructors for the squadron must be certified. The Boat Operator Certification (BOC) program is moving again. There are 360 Boat Operator Certifiers in USPS and District 28 has 7 in process. At National, there are only 18 advanced certifiers. Only advanced certifiers can provide the on the water training. Batches of marketing material for classes are available from National. To start up to date on educational issues, go online and sign up for the Currents newsletter. Executive: D/Lt/C Van Diehl called on the squadron commanders and his staff for reports. Squadron Commander Reports All reports had been submitted in writing and placed into the mailbox for distribution. Abbreviated reports were given by the squadron commanders. Cdr. Andy Pensavalle Lake Mohave Cdr. Pensavalle expressed his gratitude to Bill Johnson and to Bob Schloeman for all of their help and support. Spoke to trying to address name recognition for USPS in the Lake Mohave area with various methods of publicity. Cdr David Allocco Phoenix Cdr. Allocco announced that Phoenix is now 49 years old and will be working toward the 50 th anniversary. Boat show was smaller than past years. Phoenix did get 5 new members from the last class. Spoke briefly about MMSI and DSC VHF radio. Still have an open space for SEO and the Executive Committee has assumed the responsibility for the duties of the SEO. We have had several members that have completed 600 sea miles this past fall and we had 3 members compete in the 1200 mile Marina Del Rey to Puerto Vallarta race. Congratulations to Lee Whitehead for the Distinction in Journalism Award for the Bos n s Pipe. D/Lt/C Van Diehl recognized Cdr. David Alloco as being one of the leaders of and is becoming the first Advanced Certifiers for the BOC. There is a free interactive tutorial CD from BoatUS Foundation on DSC radios. Page 3

D/C Law indicated that with MMSI, two boats can communicate without tying up the hailing or usual working channels. Cdr Allan Bombard San Diego Cdr. Bombard one of the best functions last year was a raft-up with seven boats. There will be more raft-ups this year as well as a Catalina Island event after Labor Day. There will be a Halloween event. San Diego has had challenges with meeting venues since Southwestern Yacht Club has started reconstruction. They have 8 VSC that completed 138 exams with 95 passes. Cdr Loie Powell San Luis Rey Cdr. Powell indicated that the Christmas Party has about 50 members and guests in attendance. There were 40 members and guests for the Change of Watch with 2 new members being sworn in. The Piloting class is under way and there was an on the water class. San Luis Rey received a Power of One Award for a 153% increase in members and retention. This put SLR in the top 10 squadrons in the nation. Cdr Mark Thompson Balboa Cdr. Mark Thompson announced that Balboa is undergoing a name change to Balboa Sail and Power Squadron. The VSC is up to 139 and counting. Last year Wes Heusser won a berth on the Coast Guard training vessel Eagle from San Diego to Los Angeles. Wolfgang Kutter has been very active with the coop charting events. Balboa appears to have broken even on the conference and Cdr. Thompson recognized Lou Loth as the conference chairman. Operations Training has been scheduled for the end of the month. Cdr Miguel Ramirez-Williams South Bay Cdr. Ramirez-Williams (absent) no report. Arizona Legislative - R/C Bob Schloeman had previously reported the Arizona Game & Fish (AZG&F) had requested personal information on students taking USPS public boating class after January 1, 2009. AZG&F has indicated that they would not recognize USPS teaching NABLA approved courses unless the additional information will be submitted to AZG&F. There is now a change in the boating class registration form where the state required information includes: the last 4 digits of your SSN; your date of birth; male or female; hair color; eye color and height in feet and inches. There is not any current legislation pending for BOC. Vessel Safety Checks D/Lt Ron Werner (absent). However, D/Lt/C Van Diehl conveyed his report. The 2008 end of year District VSCs stands at 413 inspections completed. Cooperative Charting D/Lt Rose Werner (absent). Comments were given by D/Lt/C Van Diehl. Balboa Squadron was the only squadron to submit coastal nautical chart reports. Page 4

Safety Officer D/Lt John Lusson (absent) report given by D/Lt/C Van Diehl to remind the squadron Safety Officers to prepare for that National Safe Boating Week coming up in May. Radio/Technical R/C Bob Schloeman no report. Administrative: D/Lt/C Connie Johnson thanked her staff for all of their hard work and then called upon her staff for their reports: Membership/Member Involvement D/Lt Cida Diehl All squadrons now have a membership chairman and a membership involvement chairman. As of March 1 st, here are the squadron membership numbers: Balboa 155 Lake Mohave 27 Phoenix 148 San Diego 197 San Luis Rey 108 South Bay 19 Since January 1, 2009 through February 28, 2009, the following squadrons added new members: Balboa 8 San Diego 1 South Bay 6 The National Membership Committee is finalizing plans for a new membership presentation and it should be ready for the next meeting in June. Lt/C Cida Diehl then spoke about recruiting and involving new members. The Power of One program is completed. MIRA deadline is May 10, 2009. District 28 has placed 3 rd, 2 nd and 1 st place over the last three years with the 1 st place coming last year. Congratulations to everyone for making this happen. The Youth Poster contest is open for ages 6-14. December Council meeting. The deadline is the Leadership Development D/Lt Elaine Keller The formerly closed meetings for the Leadership Development Committee are now open to all members. The minutes from the last meeting are in the mail box for distribution. The updated Operations Training manual and Power Point presentation should be ready for delivery by April 30. The Parliamentary Documents section has been updated by Frank Fitzgerald. The documents will be Page 5

available on the website. Module 4 is available online and the module is updated after each meeting. Two squadrons have presented Operations Training. Need squadrons to give the Leadership Development Program. The Officer s Calendar can be found online now. Education Fund - D/Lt Duane Leathers Balboa, Phoenix, San Diego and San Luis Rey have paid. Lake Mohave is sending a check. South Bay, as a provisional squadron was not contacted for a contribution. Fall Conference D/Lt/C Bill Bridge The location will be the Holiday Inn Bayside and the dates are September 25-27 th. The hotel has the event identified as the San Diego Sail & Power Squadron Conference. The proposed budget will be presented at the Summer Council meeting. Winter Council an alternate location to the Southwest Yacht Club (SWYC) will be needed for the Winter Council meeting due to construction at SWYC. Spring Conference The chairman will be D/Lt/C Bill Johnson from Phoenix Sail and Power Squadron. D/C Law expressed her appreciation to Frank Fitzgerald for getting the new district flag approved. At the last moment, there was an electronic motion to amend the motion adopted at the Winter Council to place 28 gold stars in a circle in the middle of the flag to identify the district number. The amended motion carried. D/C Law indicated that the current issue of the Ensign recognizes the members that were responsible for bringing multiple new members to the squadrons under the Power of One program. San Diego member, John Issacson, brought in 40 new members. John passed over the bar on January 1, 2009 and he will be missed. 1437 D/C Law called on the Audit Committee for their report on the audit of the books. D/Lt Dan Rancourt presented the report. There was an interim audit conducted in December, in order to present the books to the interim Treasurer. Bank statements have not been received for several months; however, the bank provided a balance sheet dated March 3, 2009 so the audit could be conducted. The mailing of the statements has now been addressed. D/C Law added that under the Uniform Commercial Code (UCC), which California has adopted, that after 6 months, the checks are void. Balances for the checking and Money Market accounts were given. All balances are in agreement. Treasurer: D/Lt/C Bill Johnson Johnson then expressed his appreciation to his staff, Pat Diehl and Connie Johnson for their help. The income and expenses were Page 6

reviewed and Johnson expressed his appreciation to everyone in minimizing and absorbing expenses. The 2009 budget was reviewed. Motion: D/Lt/C Bill Johnson moved to adopt the 2010 budget as proposed by the Winter Council. A second was not required. Discussion. Johnson related that the motion at the Winter Council meeting did not recommend an increase to the assessments to the squadrons. Motion carried. Motion: The Audit Committee report, as submitted by D/Lt Dan Rancourt, is submitted for a vote. Motion carried. Motion: The audited treasurer s report is submitted for a vote. Motion carried. Property Report D/Lt. Pat Diehl All property is accounted for. D/C expressed her gratitude to D/Lt/C Bill Johnson for stepping into the treasure s position in the middle of the term to fill the vacancy. D/C Law indicated that the Commander s Report would be given during the evening program. 1448 D/C Law then called for the Committee Reports to be given. Rules Committee P/D/C Frank Fitzgerald (absent) - R/C Bob Schloeman presented the report. As National changes, then the squadrons should review and make changes to the By-Laws as needed. There are approximately 47 changes to the wording being proposed. The proposed changes to the By- Laws have been posted online as announced at the Winter Council meeting, published in the Lead Line and sent via email to the members. Hard copies could be ordered through the District Secretary. R/C Schloeman asked District Secretary Frazier if any hard copies were requested. Frazier responded in the affirmative and that two members requested a hard copy and the hard copies were sent out. R/C Schloeman announced that the forthcoming motion and vote will be in regards to the red lined proposed changes and not the entire document. Motion from the floor: Section 2.10.9 of the proposed By-Laws revision; delete all words after USPS in the first sentence only, to correct a typographical error. D/C Law calls for a hand vote to be cast and counted Motion carries with a hand vote of 17-0. Page 7

Motion: To approve the revisions to the By-Laws as recommended by the Rules Committee. D/C Law called for a standing vote count to oppose the motion. Motion carries with a zero vote of opposition Planning Committee P/D/C Chuck Peterson (absent) - P/D/C Lou Loth gave the report. Loth expressed his appreciation for everyone that helped organize the conference. The Planning Committee reviewed several items and has come up with one motion. Motion: The Planning Committee moves that the Policies and Procedures, Section 4 - Organization, Item 6 be amended to add the following to the existing verbiage: including the D/28 meeting schedule as indicated in Section 3 of the Policies and Procedures, in the spring issue of the Lead Line. Motion carries Motion: The Planning Committee moves that the Spring Conference now ratifies the Policies and Procedures of District 28, as required by Section 1 Objectives, Item 4. Motion carries 1514 D/C Law inquired if the Nominating Committee was ready to give their report with the report to be given later in the meeting. P/D/C Veldhuisen responded in the affirmative. 1514 D/C Law dismissed the Bridge Officers, except for the secretary and turned the meeting over to Chief s Representative and National Law Officer, R/C Noel McKeown. R/C McKeown asked the secretary if the report from the Nominating Committee has been received. Secretary Frazier responded in the negative. R/C McKeown then asked for the report from the Nominating Committee. R/C McKeown read the motion: Motion: The district secretary be directed to cast one vote for the slate of officers as presented by the District Nominating Committee and circulated through the district in accordance with the By-laws. Moved by D/C Law Second Motion carries The secretary casts one vote for the slate of officers presented by the Nominating Committee. 1520 D/C Law made a few announcements and expressed her appreciation to the Balboa Squadron as hosts for the conference and to Lou Loth as the chairman for the conference. 1520 New Business. D/C Law recognized P/D/C Ken Smith. P/D/C Smith spoke about being a member of a National Committee called the Grants and External Funding Team. P/D/C Smith spoke about grants and compliance issues faced at the National level. There is a website on the National website as a resource for grant writing. Currently, the Grant and External Funding Team are exploring the interest at the squadron and district level to support and pursue this endeavor. 2010 D/C Law reconvened the meeting 2010 R/C Noel McKeown delivered the Chief Commander s message. A hard copy was not provided to the secretary. 2107 D/C Law gave the commander s report and comments. D/C Law expressed her appreciation to the District Bridge and to the squadrons and their members for a great year. She has attended all of the squadrons Change of Watch and reports that the district has five vibrant squadrons and commanders. South Bay is expected to get their charter at the national meeting in Kansas City. South Bay is offering classes and their Piloting class had 47 students attend. D/C Law announced that the Education awards that were given at the meeting in Reno would be presented again because of the low attendance there. 2110 DEO Bill Bridge asked that D/C Law and R/C McKeown participate in the presentation of the awards. D/C Diehl would like all of the squadrons to implement the USPS University courses, mini-courses and the Boat Operator Certification (BOC). USPS courses will no longer be just classroom courses. On-the-water training will be included in all appropriate courses. The first step of BOC, the Inland Navigation Certification, will be promoted in all squadrons. District and all squadron s PRO will join forces to promote jointly the USPS University. We need to find an easier way to communicate with the squadron and members and he is asking national for help on using the internet and video conferencing. There will be a Bridge Officers and Squadron Commanders meeting in the morning. D/C Diehl expressed his appreciation to all members and to the host squadron and conference committee. Page 11
