This commission was co-chaired by former governor and Secretary of HHS Mike Leavitt and former governor Bill Ritter and included 10 other members, most of whom are CEO s of major firms in the Health Care Industry. The report entitled Cracking the Code on Health Care Cost makes recommendations to governors and states on how they can reduce the rate of increase in health care spending and was released the January.8, 2014. Project Director for the National Commission on Financing 21 st Century Higher Education at the Miller Center for Public Affairs 2013-2016. This commission is co-chaired by former governor/senator of Florida Bob Graham and former governor/congressmen of Delaware Mike Castle and includes two state legislators, five university presidents and five private sector CEOs. The purpose is to develop a set of pragmatic policy options that states could use to incentivize universities and colleges to become more cost-effective and increase access and graduation rates for low income and minority students. The Commission will release ten policy white papers over the next several months and the final report in September, 2016. Currently teaching three courses each year including leadership in the public arena, state and federal budgeting and the Master s Degree Capstone. Also, have taught several short courses on crisis management, budgeting and governors as leaders. National Governors Association 1983-2011 Executive Director As chief executive, I was responsible for managing all facets of this 100 staff member association of the 55 Governors of the states, territories, and commonwealths of the United States. The association, which

has a $33.4 million budget, has three missions. First, to assist Governors and their staff in developing and implementing a wide range of state policies in education, economic development, housing, job training, health and social services, transportation and environmental protection. Second, to influence federal legislation and regulations on behalf of state government. This requires testifying and lobbying both the Congress and the administration on key issues. Third, to assist Governors in becoming stronger mangers and leaders. U.S. Congress, 1980-1982 Deputy Director Responsibilities included the internal management of this office of 220 policy analysts, congressional testimony on all major energy, transportation, housing, budget, tax, and other economic issues of Raymond C. Scheppach Page two interest to the Congress. Also had the responsibility to review all economic reports released by the office and to direct and coordinate major analyses that required tasks from several divisions. U.S. Congress, 1977-1980 Assistant Director for Natural Resources and Commerce Supervised a staff of twenty Ph.D. level economists in providing policy analysis to various congressional committees. Analysis was concentrated in the energy, housing, transportation, agriculture, environmental and science and technology areas. This position also required testifying before congressional committees. U.S. Congress, 1975-1977 Chief of the Energy and Transportation Cost Analysis Section Supervised fifteen analysts in the costing of new legislation, budget estimation and budget projections. Developed long-range and short-range economic projections, including a disaggregation of the national forecast by state region. Also had the responsibility to develop sales forecasts of major petroleum products, which were used for both refinery runs and capital budgeting. Additional analysis was completed on defining new markets for both petroleum and petrochemical products as wall as financial analysis on potential new ventures. These functions later became part of the Corporate Planning Division of Sohio and then British Petroleum.
