As per Campaign Finance Regulations. Voter's Pamphlet Filing The filing deadline for the Voter's Pamphlet is March 10, 2016 at 5 p.m. To be included in the Washington County Voter Pamphlet you will need to fill out a JCVP-01 form and pay the appropriate filing fee. You will need to complete the "Required Information" section again even though you have already supplied similar information on your candidate filing form. This is the one that will be printed in the Voter's Pamphlet. If you do not file a statement in the Voter Pamphlet your name and information WILL NOT be in the pamphlet. WASHINGTON COUNTY OREGON The Secretary of State is the filing officer for all finance reporting by candidates and committees. Campaign Finance reporting is done through the ORESTAR system. All committees are required to file their campaign finance information electronically. Committees have the option of data entering transaction information in the Secretary of State's system using and XML file format. There are no longer "Scheduled" reporting deadlines. Committees will continuously report campaign finance transactions. Committees are able to file and amend Statements of Organization online. IN THE BOARD OF COUNTY COMMISSIONERS 2 FOR WASHINGTON COUNTY, OREGON 3 4 5 6 In the Matter of Establishing a new boundary for the Justice of the Peace District for Washington County, Oregon and requiring that a person serving as a Justice of the Peace must be a member of the Oregon State Bar. RESOLUTION AND ORDER No. 13 ~ 12 0 7 8 9 10 11 12 13 14 15 16 17 18 19 20. 21 22 This matter having come before the Washington County Board of Commissioners at its regular meeting of Dece:rpber 3, 2013; and It appearing to the Board that the boundaries of Washington County have been changed to bring a portion ofmultnomah County into Washington County, the area being commonly known as Area 93; and It appearing to the Board that this change in the County boundaries was done pursuant to 2013 House Bill 3067, a Proclamation of the Governor of Oregon on September 26th, 2013, Washington County Resolution and Order 13-82, and Multnomah County Resolution and Order 2013-114; and It appearing to the Board that the land in Area 93which has recently been brought into Washington County is not in a Justice of the Court District; and It appearing to the Board that ORS 51.020 authorizes the Board to establish or modify the boundaries of justice of the peace districts within the county; and It appearing to the Board that the Justice of the Peace is responsible for handling misdemeanor criminal and civil cases for less than $10,000, has the authority to issue both arrest warrants and search warrants, and regularly conducts civil and criminal trials and hearings which Page 1 - RESOLUTION & ORDER 04-244/CG/an WASHINGTON COUNTY COUNSEL 155 N. require a thorough knowledge of the rules of civil and criminal procedure as well as statutory and 2 common law; and 3 It appearing to the Board that ORS 51.020(2) provides that at the time the Board 4 establishes a new boundary for a Justice of the Peace district, the Board may require that any 5 person serving as a Justice of the Peace be a member of the Oregon State Bar; and 6 It appearing to.the Board that these functions should properly be performed by a person 7 with legal training and expertise, which is demonstrated by membership in the Oregon State Bar; 8 and 9 It appearing to the Board that state law requires any city that is the county seat for the 10 county (City of Hillsboro) and any city which regularly holds circuit court (City of Portland) must 11 be excluded from the Justice Court boundary; and 12 It appearing to the Board that a new Justice Court boundary should hereafter be 13 established to include all of Washington County, specifically including Area 93 arid excluding the 14 City of Hillsboro and any portion of the City of Portland to assure consistency with state law; and 15 It appearing to the Board that due to annexations by the City of Hillsboro and the City of 16 Portland, the boundaries of the Justice Court district must be periodically adjusted to account for 17 those annexations, and that the Board addressed this in Resolution and Order 10-19 by mandating 18 that the Justice of the Peace district boundaries automatically adjust when the City of Hillsboro or 19 the City of Portland annex portion~ of Washington County; now, therefore, it is 20 RESOLVED AND ORDERED that a new Justice Court boundary is hereby established to 21 include all of Washington County, specifically including Area 93, and excluding the City of 22 Hillsboro and any portion of the City of Portland to assure consistency with state law; and Page 2 -RESOLUTION &_ORDER 04-244/CGian WASHINGTON COUNTY COUNSEL 155 N. RESOLVED AND ORDERED that the boundary of the Justice of the Peace District will 2 continue to automatically adjust to reflect annexations by the City of Hillsboro and the City of 3 Portland as set forth in Washington County Resolution and Order 1 0~ 19; and 4 RESOLVED AND ORDERED that as of the effective date of this ordinance, any person 5 serving as a Justice of the Peace in Washington County shall be a member of the Oregon State 6 Bar; and it is further 7 RESOLVED AND ORDERED that the Director ofthe Department of Assessment and 8.
