Mayor Aho declared the Council convenes acting as a Planning and Zoning Commission and Zoning Board of Adjustments. Tim Czmowski appeared to address in full or part the advertised Public Hearing for the Planning Commission and the Lake Norden City Council. The request, if granted, would permit the applicant to rezone the following property to "I" Industrial District from "R2" General Residential District. a. (400 1 st Avenue South) Lot 15 & 16 except the East 22 feet of said Lot 16, in Block 5, of the Original Plat of the City of Lake Norden, Hamlin County, South Dakota, according to the recorded plat thereof. b. (410 Park Street) West 20 feet of lot 10, all of Lots 11 and 12, Block 5, of the Original Plat of the City of Lake Norden; and a tract of land, 50 Feet east and West, by 140 Feet North and south and originally known as Lots 13 & 14, Block 5, of the Original Plat of the Town (now City) of Lake Norden, Hamlin County, State of South Dakota. (Also, the property located directly east of the above legal description of 410 Park Street which is described as East 5 Feet of Lot 10, Block 5, of the Original Plat of the Town (now City) of Lake Norden, Hamlin County, South Dakota, according to the recorded plat thereof. Furthermore, the above-mentioned rezoning request, if granted, would approve the following amendments: 1. Amendment to the City s Comprehensive Land Use Plan Future Land Use Map; and 2. Proposed Ordinance Number 342. Ordinance Number 342 would Amend Ordinance Number 320 The Zoning Ordinance of the City of Lake Norden. Board member St. John introduced the following resolution and moved that the same is passed.
Planning Commission RESOLUTION 2017-01 Be it resolved that the City of Lake Norden Planning Commission recommends to the Lake Norden City Council that they approve and adopt the amended Comprehensive Land Use Plan 2017-2030 Future Land Use Map for the City of Lake Norden. (409 1 st Avenue North)The West One Half of Lot 2, and East One Half of Lot 3, Block 4 of the Original Plat of the Town (now City) of Lake Norden, Hamlin County, South Dakota. c. (509 Dakota Street) Lot One and East Half of Lot 2 in Block 4 of the Original Plat of Lake Norden, Hamlin County, South Dakota Motion made by Andrews and seconded by Layman to approve the abovementioned parking lot with the conditions that it is hard surfaced and properly fenced per zoning regulations stated in Ordinance #320. All voted aye. Motion made by Layman and seconded by St. John to approve increasing the duration of Agropur s building permits to be set at two years versus the standard one year time limit. All Motion made by St. John and seconded by Lemme to approve the Second Reading of ORDINANCE #342 AN ORDINANCE ENTITLED, an ordinance to amend Section 1.03.01 Official Zoning Map, adopted An Ordinance Establishing Zoning Regulations For The City Of Lake Norden, South Dakota, And Providing For The Administration, Enforcement, And Amendment Thereof, In Accordance With The Provisions Of Chapters 11-4 And 11-6, 1967 SDCL, And Amendments Thereof, And For The Repeal Of All Ordinances In Conflict Herewith. All Motion made by Lemme and seconded by Layman to approve the Second Reading of Ordinance #341 A SUPPLEMENTAL APPROPIRATIONS ORDINANCE FOR THE YEAR ENDING DECEMBER 31, 2017. All Motion made by St. John and seconded by Larson to approve a proposed letter from the City of Lake Norden to all non-profit organizations seeking donations from the City requiring a formal request for such funding. All Motion made by St. John and seconded by Andrews to direct the Finance Office to research possible restrictions for parking directly along the east curb of the Lake Norden Community Center on Burlington Street. All Terry Kasten addressed the council with his concerns regarding South Dakota residency of City employees, drainage issues, and questions regarding the Agropur Expansion.
