PUBLIC COMMENTS: Ms. Melanie Curtsinger from the Montgomery County Veterans Memorial Commission presented information to Council Members on the new Montgomery County Veterans Memorial Park and Visitors Center. MC Veterans Memorial Commision has established a new site located in Conroe, Texas to honor all US Veterans. A resolution was presented for city of Roman Forest, Texas to recognize and support the new project Park. Ref. Agenda Item G1 Resolution 372-18. Resident George Cook expressed his concerns about potential lack of parking and traffic issues on new townhomes located in Artesian Way. Police Chief S. Carlisle informed no issues have arised at the Police Department with the new construction of these townhomes. Concerns will be taken in consideration. F. CONSENT AGENDA ITEMS F1. Deliberate and consider possible action concerning approving Minutes of the April 17, 2018, Regular Council Meeting. Motion made by Councilman Mullane to approve minutes of April 17, 2018 as written. Police Chief Carlisle reported a recent emergency call response from one of our Officers to a child drowning case in Woodbranch. Council members acknowledged the proper training our Officers carry and recognized the hard work RFPD puts in keeping the City of Roman Forest residents safe and responding to duty calls in a timely manner. REGULAR AGENDA ITEMS G.1 Discuss and consider approving RESOLUTION 372-18 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF ROMAN FOREST RECOGNIZING AND SUPPORTING THE NEW MONTGOMERY COUNTY VETERANS MEMORIAL PARK and the MONTGOMERY COUNTY MEMORIAL COMMISSION IN ITS ENDEAVORS ON BEHALF OF THE UNITED STATES VETERANS. Motion made by Councilwoman Carlson to approve Resolution 372-18. A resolution by the City Council of the City of Roman Forest recognizing and supporting the new Montgomery County Veterans Memorial Park and the Montgomery County Memorial Commision in its endeavors on behalf of the United States Veterans. Councilman Mullane seconded motion. Votes in favor: Partin, Carlson, Garza and Mullane. Councilman Wallace (absent). Resolution passed dated 05/15/2018. G.2 Discuss and consider the status of the following projects and taking of any action in conjunction therewith Liz Mullane. A. C. Venus Outfall Ditch Improvements City Administrator Mullane gave an update of the current projects noted on A. B. & C (City Drainage and Paving Improvements, and Venus Outfall Ditch) Mr. Greg Phipps from Constanza noted the improvements and work done so far in the City of Roman Forest and the scheduled plan for the month of June. Mr. Phipps recommended to pay Pay as presented on letter dated May 11, 2018. Councilman Mullane made a motion to pay Application as written for the amount of USD $139,860.00 with twelve(12) weather related days. Motion seconded by Councilwoman Carlson. Votes in favor: Partin, Carlson, Garza and Mullane. Councilman Wallace (absent). Pay application payment approved on 05/15/2018. G.3 Convene into closed Executive Session under the Texas Open Meetings Act, Section 551.072 of the Texas Government Code, to deliberate regarding real property. Mayor Parr, Councilmembers Partin, Mullane, Carlson, Garza, and City Administrator Mullane went into Executive Session at 7:28pm. Session resumed at 7:55pm hrs. G.4 Discuss and consider selling 6 undeveloped lots as a package owned by the City of Roman Forest by sealed bid in Roman Forest, Section 4, setting publication dates for public notice and setting the due date for sealed bids. City Administrator informed bids to sell 6 undeveloped lots as a package owned by City of Roman Forest to be submitted by June 13, 2018 at 16:00 hrs. Minimum bid will start at USD$30,000.00. Newspaper advertisement for bids will be placed in the next Montgomery County paper. Motion to approve and accept lots sale bid dateline and newspaper advertisement as agreed by Councilmembers and noted by City Administrator was made by Councilman Garza. Councilman Partin seconded motion. Votes in favor: Partin, Carlson, Garza and Mullane. Councilman Wallace (Absent). Motion accepted and approved on 05/15/2018. G.5 Discuss and consider approving ORDINANCE 315-18 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF ROMAN FOREST, TEXAS, REGULATING THE PARKING AND STORAGE OF MOTOR VEHICLES, TRAILERS, RECREATIONAL VEHICLES; MOTORIZED EQUIPMENT AND TRUCK TRACTORS WITHIN THE CITY OF ROMAN FOREST. Motion was made by Councilwoman Carlson to accept and approve Ordinance 315-18. An ordinance by the City Council of the City of Roman Forest, Texas regulating the Parking and Storage of motor vehicles, trailers, recreational vehicles; motorized equipment and truck tractors within the City of Roman Forest. Motion seconded by Councilman Partin. Votes in favor: Partin, Carlson, Garza and Mullane. Councilman Wallace (absent). Ordinance accepted and approved on 05/15/2018. G.6 Discuss and consider for the City of Roman Forest to be included or excluded from being a part of the Montgomery County Community Development jurisdiction and participate in CDBG, HOME and ESG programs through Montgomery County. Motion was made by Councilwoman Carlson for City of Roman Forest to be excluded from being part of the Montgomery County Community Development jurisdiction and participate in CDBG, Home and ESG Programs through Montgomery County. G.7 Discuss and consider approving payment to BOK Financial in the amount of USD$62,418.75 for Debt Service Payment for the 2016 Certificate of Obligation. AND RELATED MATTERS. Motion was made by Councilman Mullane to accept and approve Resolution 373-18 as written. A resolution to approve a Financing by the Roman Forest Cultural Education Facilities Finance Corporation for the benefit of South Texas Educational Technologies, Inc. and related matters. Motion seconded by Councilwoman Carlson. Votes in favor: Partin, Carlson, Garza and Mullane. Councilman Wallace (Absent). Resolution approved on 05/15/2018. H. ITEMS OF COMMUNITY INTEREST Laura Carlisle, President of the RF Special Events Committee promoted trip to Coushatta Casino and raffle to fund 4 TH of July Fireworks Display. Contracted company scheduled to perform outdoor Fireworks show is Celestial Displays. A Memorial Day event to honor all Veterans took place at the City Park last May 28 th. Special Thanks to Mr. Dennis Rans, from Double Tree for his time and effort heading up the project of planting 83 trees down the median of Roman Forest Boulevard. And thank you to all of the residents that donated the funds and the time shared in planting these trees on April 21 st. Our City continues to welcome children to our Splash Pad located in the City Park. We expect to have more families to enjoy as the school year ends. City Lifeguard Training was facilitated by the new Pool Manager Cole Wilson last May 5 th and 6 th. Pool opening scheduled is on May 26 th, 27 th and 28 th (Memorial Weekend).
