Pierce County Regional Council -Roles and Responsibilities Presented by Milt Tremblay PCRC Chair / Buckley City Council January 18 th, 2018

The primary responsibility of the PCRC is to ensure that Growth Management Act requirements are coordinated within the county and the region.

Pierce County Regional Council Prioritizes Pierce County Transportation requests and ensures than GMA is properly executed in Pierce County. It works with the Puget Sound Regional Council to ensure that Pierce County receives adequate funding and support to meet the needs of Pierce County.

The Pierce County Regional Council (PCRC) is a coalition of local governments committed to improving the transportation system throughout Pierce County and the South Sound through comprehensive planning and strategic investment. PCRC represents an area that includes: 23 Cities and Towns Pierce County Two Transit Agencies The Port of Tacoma The Puyallup Tribe of Indians Joint Base Lewis-McChord 814,500 People Over 350,000 Jobs

Created by Interlocal Agreement Bylaws updated on January 21 st, 2016 PCRC is organized into a General Assembly, a Council and an Executive Committee, and task forces and Committees as established by the Council. Members- Pierce County, each City or Town in Pierce County and Port of Tacoma (upon adoption of Interlocal agreement)

Role of the Council: Direct the affairs of PCRC between the Annual meetings of the General Assembly

Each Member Jurisdiction shall choose, from it s elected officials, its representative(s) and designated alternate(s) (Names of representatives and alternates shall be transmitted to Council Clerk by the First working day of February)

Council is comprised of elected officials representing Member Jurisdictions: Pierce County- County Exec. Plus Three County Council Reps. (4 Total) City of Tacoma- Three Representatives All other Member Jurisdictions- One Rep. City of Lakewood- Two Representatives City of Puyallup- Two Representatives City of University Place- Two Representatives

MEMBER JURISDICTIONS Auburn, Bonney Lake, Buckley, Carbonado, DuPont, Eatonville, Edgewood, Fife, Fircrest, Gig Harbor, Lakewood (2), Milton, Orting, Pacific Pierce County Executive, Port of Tacoma. Pierce County Council (3), Puyallup (2), Roy, Ruston, South Prairie, Steilacoom, Sumner, Tacoma (3), University Place (2), Wilkeson.

Associate Members: Other Non-municipal governments such as federal agencies, other state agencies, other tribes, school districts and other special purpose districts may become Associate Members upon approval of the Council. Associate Members are non-voting.

EX OFFICIO ASSOCIATE MEMBERS (non-voting) Pierce County Library System, Pierce Transit, Puget Sound Regional Council, Puyallup Tribal Council, South Sound Military & Communities Partnership, WSDOT Olympic Region

Each Ex Officio Associate Member shall designate a representative and alternate by its own appropriate process.

Elected officials from Member Jurisdictions who are neither representatives nor alternates are encouraged to attend and participate in Council discussions, but may not vote.

The General Assembly The purpose of the Annual Meeting of the General Assembly will be to hear an Annual Report, adopt a work program, and take action on such matters as the Chair or Council may determine. 2018 General Assembly February 15 th, 5:30 at Bates Technical College- Central/Mohler Campus 2320 South 19 th Street, Tacoma, WA

Voting members for the General Assembly shall be comprised of elected officials from the legislative authorities of the Member Jurisdictions and the chief elected officials from the Members Jurisdictions

PCRC Committees The Chair may appoint or the Council may, by majority vote, direct the Chair to appoint standing, ad hoc, or special task forces or committees to advise the Council in its functions and responsibilities.

Committee members may include representatives, ex-officio members, associate members, staff, citizens, professionals, experts, etc. but voting rights shall be as set forth in by-laws.
