MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) Executive Committee 11:30 a.m., Wednesday, June 6, 2017 Des Moines Area MPO Mead Conference Room The MPO Executive Committee held a meeting at 11:30 a.m. on June 6, 2017, in the MPO Conference Room. Before the meeting, the MPO staff emailed agenda packets to the MPO Executive and members on June 2, 2017. In addition to these published tentative minutes, there also may be additional meeting notes on file with the MPO staff that are public records and available upon request as provided by law. These tentative minutes reflect all action taken at the meeting. Approval of Agenda MOTION: A motion was made to approve the June 6, 2017, Des Moines Area Metropolitan Planning Organization Executive Committee meeting agenda. 3. Approval of Meeting Minutes MOTION: A motion was made to approve the May 17, 2017 Des Moines Area Metropolitan Planning Organization Executive Committee meeting minutes. 4. Contracts and Expenses Executive Director presented. Discussion ensued. MOTION: A motion was made to approve all requested payments and provided that the monthly expenses of rent and health insurance premiums do not need to be approved at each meeting. 5. Draft Fiscal Year 2018-2021 Transportation Improvement Program Staff presented. Discussion ensued. MOTION: A motion was made to approve the Federal Fiscal Year 2018-2021 Transportation Improvement Program and forward to the Iowa DOT for their review and approve the MPO s request letter for advanced construction for the SE Connector project.. 6. MOTION: A motion was made to approve the FY 2018 Investment Policy.. 7. Policy and Procedure Regarding Contract Approval Executive Director presented. Discussion ensued. MOTION: A motion was made to approve the draft policy, per amendment, regarding expenditures. 8. Federal Fiscal Year 2017-2020 Transportation Improvement Program Amendment Request Staff presented. Discussion ensued. MOTION: A motion was made to approve the requested revisions to the FFY 2017-2020 TIP made by Polk County, the City of West Des Moines and the City of Windsor Heights. 9. Transit State of Good Repair Performance Targets Status report only. Discussion ensued. MOTION: A motion was made to approve the asset management standards for the Des Moines Area Regional Transit Authority. 10. Executive Director Review Chair reported that the Review Committee has been selected and that the date needed to be extended until August for final recommendation. Discussion ensued. Report only. 11. Item No. 5 ISSUE: Final Federal Fiscal Year 2018-2021 Transportation Improvement Program REPORT and VOTE: Report regarding the final Federal Fiscal Years 2018-2021 Transportation Improvement Program; consider approval. The MPO staff is required to develop a four-year Transportation Improvement Program (TIP) by updating the current TIP for the MPO. The purpose of the TIP is to list all projects in the MPO planning area proposed to receive federal funding and scheduled to begin within the next four federal fiscal years. The MPO staff requested that MPO member governments and participating agencies review and report any project changes, new projects, or roll-over projects programmed in Federal Fiscal Year (FFY) 2017, 2018, 2019, 2020, and/or 2021. Staff developed the project listing for the FFY 2018-2021 TIP with the information provided by the member governments. The MPO staff submitted the FFY 2018-2021 TIP draft to the Iowa Department of Transportation (DOT) and Federal Highway Administration for review and comment on June 15, 2017. Staff incorporated the comments received into the final draft. The final FFY 2017-2020 TIP is due to the Iowa DOT by July 15, 2017. The MPO s Public Participation Plan requires the FFY 2018-2021 TIP to undergo a 45-day comment period and have a stand only public input meeting. Staff held a public input meeting at 5:00 p.m. on Tuesday, June 20, 2017, at the MPO office. The final FFY 2018-2021 TIP is available on the MPO website (click to access). Item No. 6 ISSUE: Iowa s Clean Air Attainment Program Schedule REPORT: Consider approval of the amended process and timeline for Iowa Clear Air Attainment Program applications The purpose of Iowa s Clean Air Attainment Program (ICAAP) is to help finance transportation projects and programs that improve air quality. Specifically, the intent of ICAAP funding is to attain or maintain the national ambient air quality standards (NAAQS) of the 1990 Clean Air Act Amendments (CAAA) with a focus on volatile organic compounds (VOC) and nitrogen oxides (NOx), carbon monoxide (CO) and, under certain conditions, particulate matter (PM-2.5 and PM-10). VOC and NOx contribute to ground-level ozone (O3) formation. Each year, the MPO Policy Committee reviews and approves the ICAAP applications of MPO member governments. Then, the Iowa Department of Transportation awards ICAAP funds to projects and programs with the highest potential for reducing transportation-related congestion and air pollution, thereby maintaining Iowa s clean air quality. ICAAP Schedule: July 24, 2017 Pre-Application due to the MPO August 2017 Pre-Application presented to the Transportation Technical, Executive, and Policy Committee s for review. August 17, 2017 Funding Subcommittee meets to develop a recommendation which ICAAP applications the MPO should approve. September 21, 2017 Funding Subcommittee recommendation is presented to the Technical, Executive, and Policy Committee s for approval and ICAAP resolutions are forwarded to project sponsor to include in the final application to the Iowa Department of Transportation. October 1, 2017 Project sponsors submit their application to the Iowa Department of Transportation (sponsors are required to send an electronic copy of final application to the MPO staff). Item No. 7 ISSUE: MPO Strategic Plan REPORT: State Public Policy Group (SPPG) will provide an update on the progress of the MPO Strategic Plan as well as solicit feedback and input from Executive Committee members. Work on the MPO Strategic Plan began Feb. 1, and the first meeting of the Steering Committee was held February 28. At that meeting, the Steering Committee decided on a meeting schedule that shortened the length of the Steering Committee meetings. In order to give the consultants adequate time with the key stakeholders, the Steering Committee decided to have the Executive Committee meet regularly with the consultants, as well, being that a majority of the Executive Committee members also serve on the Steering Committee. SPPG will share updates on the planning process and may elect to use the time to solicit feedback and input from members of the Executive Committee. None. Report and discussion only. Item No. 8 ISSUE: MPO Certification Review REPORT: Update on initial findings from the MPO s quadrennial certification review, which took place April 18-20, 2017. Metropolitan planning organizations are certified by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) every four years. The MPO s quadrennial review took place from April 18-20, 2017, at the MPO office. The purpose of the review was to highlight good planning practices and share information among the organizations, as well as to ensure that the MPO s transportation planning process meets federal regulatory requirements. The Draft Certification Report is available on the MPO website (click to access). Staff will share initial feedback from the federal review team at the July 12, 2017, meeting. None. Item No. 9 ISSUE: Commuting and Congestion Report REPORT: Report on commuting and congestion in Greater Des Moines in 2016. Mobilizing Tomorrow set goals to reduce the commute share of single-occupancy vehicles, increase the commute share of alternative modes, and maintain roadway congestion above 90 percent. MPO staff reviewed American Community Survey data for Greater Des Moines to determine the estimated mode share based on the 2011-2015 5-year averages. Utilizing the methodology established in the Congestion Management Process, MPO staff has analyzed the travel time and planning time of major roadways to identify congestion based on data collected in 2016. As with the Congestion Management Process, staff examined INRIX data throughout Greater Des Moines, primarily along collectors, arterials, and the Interstate System. INRIX collects real-time traffic speed data using cellular technology and provides various tools to analyze corridor specific traffic.
