City of Baxter Regular Meeting Minutes City Hall September 6, 2018 6:00 p.m. Opening of Meeting, Oath of Office, Invocation, Pledge of Allegiance Chief Danny Holmes opened the meeting at 6:04 p.m. Chief Holmes also led the Invocation and Pledge of Allegiance. 1. Call to Order Mayor John Martin called the meeting to order at 6:06p.m. 2. Roll Call City Recorder Sharon Carlile called roll. Present were Alderman Willie Allison, Alderman Dustin Stanton, Alderman Greg Phillips, Mayor John Martin. Alderman Jeff Herald was absent. County Clerk Wayne Nabors swore in Alderman Willie Allison and Alderman Greg Phillips for their next four years as Alderman. Police Chief Danny Holmes complimented Mr. Nabors for all his hard work as County Clerk. He asked Mr. Nabors to swear in Fire Chief Matt White as a reserve office for the Baxter Police force. He also swore in a new part time post certified employee for the Baxter Police force, Tory Womack. Police Chief Holmes discussed how blessed the City is to have their reserve force. Mayor Martin thanked Mr. Nabors for having an extension of his office in the Baxter City Hall. 3. Approval of Minutes Approval of minutes from Regular Meeting on August 9, 2018. A motion was made by Alderman Dustin Stanton and seconded by Alderman Willie Allison to approve the minutes. 4. Comments and Grievances from Citizens Mayor Martin asked if any Citizens had something they wanted to discuss. There were no comments. 6. Communications From Mayor John Martin Mayor Martin communicated to everyone that the Titan Project is still progressing. Traffic seems to be increasing at our exit. The new Shell store should be completed before too long.
Napa is hoping to be open in nine weeks. The architect is almost finished with the drawings for the amphitheater for the Baxter City Park. 7. Reports From Committees, Members of the Board of Mayor and Aldermen, and Other Officers Alderman Greg Phillips recognized Officer Brian Maxwell for a citizen complimenting him. Alderman Dustin Stanton also recognized Officer Maxwell. Mayor Martin recognized water and street departments for all their hard work also. Fire Chief Matt White thanked Chief Danny Holmes for making him a reserve. He is hopeful as a reserve he can achieve being an arson investigator for the City. Water Clerk Melanie Harris discussed the new system that will be required for the meter reading. The water department will not be able to read the meters after January 1, 2019 without upgrading the system. Water Superintendent John Ramsey pointed out the new system being able to make the meter reading more efficient and faster. A motion was made by Alderman Willie Allison to approve purchasing the new meter reading system for $34,000.00. Alderman Dustin Stanton made a second to the motion. Street Supervisor Ben Brewington communicated to the board a tile on Main St is needing to be repaired pretty quickly. It is collapsing. Main Street will have to be shut down for part of a day. Codes Enforcer Bob Lane thought the City should look at the tiles more weather resistant. Mr. Brewington is going to check into it. Mr. Lane discussed releasing Napa for their electricity. There is four houses and four town houses being built at the moment. The planning commission approved 20 lots for a subdivision being built by Mr. Harold Brown. A. Bills for Approval Alderman Dustin Stanton made a motion to approve the Bills for Approval after a correction on the Water Department Bills from $65,440.00 (Sam s Club) to the actual amount of $654.40. Alderman Willie Allison seconded the motion. B. Purchase Orders Motion made by Alderman Dustin Stanton to approve all Purchase Orders plus the added purchase orders. Alderman Greg Phillips made a second to the motion.
C. Leak Adjustment Approvals Alderman Dustin Stanton made a motion to approve Leak Adjustments with a second by Alderman Greg Phillips. Old Business: A. Ordinance 2018-3 Ordinance To Amend Title 3 Of The Municipal Code Of The City Of Baxter To Adopt Electronic Citation Regulations And Fees - 2nd Reading Alderman Willie Allison made a motion to accept the second reading. A second was made by Alderman Greg Phillips. B. Ordinance 2018-4 An Ordinance Amending The Annual Operating Budget Of The General And Special Revenue Funds Of Baxter, Tennessee For Fiscal Year 2018-2019 - 2 nd Reading Alderman Willie Allison made a motion to approve the first reading of Ordinance 2018-4. Alderman Dustin Stanton seconded the motion. New Business: A. 2017 AFG Grant Hose and Nozzles Fire Chief Matt White discussed the 2017 AFG grant. Baxter will receive $18,256.00 to replace the hose and nozzles. B. Bid Approval for Nozzles Struck from the agenda C. 2018 AFG Grant Application Discussed next agenda item. D. Volunteer Fire Assistance Grant Mr. White asked permission to apply for the AFG Grant and the Volunteer Fire Assistance Grant. Alderman Greg Phillips made a motion with a second by Alderman Willie Allison to approve applying for the grants.
E. Bid Out Personal Protection Equipment Turnout Gear Fire Chief White also asked for permission to bid out the purchase of the Turnout Gear. A motion to approve Fire Chief White bidding out the equipment was made by Alderman Greg Phillips. Alderman Willie Allison made a second to the motion. TML Pool has awarded the safety grant for $1,500.00 to the City of Baxter. The City is going to use this money as a reimbursement on the fire equipment purchase. A. Ordinance 2018-5 An Ordinance Amending The Annual Operating Budget Of The General And Special Revenue Funds Of Baxter, Tennessee For Fiscal Year 2018-2019 - 1 st Reading Alderman Dustin Stanton made a motion to approve the first reading of Ordinance 2018-5. Alderman Greg Phillips seconded the motion. Capital Outlay Bids City Recorder Sharon Carlile read the bids on rates for the capital outlay the City has voted to do in the August meeting. Bank of Putnam County was 3.25%, Wilson Bank and Trust was 3.48%, and First Volunteer Bank was 4.13% with no fees. Bank of Putnam County was awarded the bid for the lowest interest rate. Alderman Willie Allison made a motion to award the bid to Bank of Putnam County and Alderman Dustin Stanton made a second to the motion. Santa For All Seasons A motion was made to approve a $500.00 donation to Santa for All Seasons. Alderman Willie Allison seconded the motion. B. New Employee Hire Mayor Martin communicated there was an opening in the Water Department. Water Superintendent John Ramsey asked the board to transfer Brent Clemmons from street department to the water department. Alderman Dustin Stanton made a motion to approve transferring Brent Clemmons to the water department. Alderman Greg Phillips made a second to the motion.
Street Supervisor Ben Brewington asked to hire Jonathan Aboushi to fill Brent Clemmon s spot in the Street Department. A motion by Alderman Greg Phillips with a second by Alderman Willie Allison was made to hire Jonathan Aboushi full time for the street department. Motion to adjourn made by Alderman Dustin Stanton with a second by Alderman Willie Allison. Vote: Stanton- yes; Phillips- yes; Allison-yes.
