ORD 2016-6926 Page 1 of 5 VILLAGE OF DOWNERS GROVE Report for the Village Council Meeting 8/2/2016 SUBJECT: Proposed Turning Restriction Revisions - Middaugh Road at Ogden Avenue SUBMITTED BY: Nan Newlon Director of Public Works SYNOPSIS An ordinance has been prepared to amend a section of the Municipal Code concerning a revision of the turning restrictions on Middaugh Road at Ogden Avenue. STRATEGIC PLAN ALIGNMENT The goals for 2015-2017 include Top Quality Infrastructure. FISCAL IMPACT N/A RECOMMENDATION Approval on the August 9, 2016 active agenda. BACKGROUND School District 58 requested consideration of a no left-turn restriction at the south leg of the intersection of Middaugh Road and Ogden Avenue, during school drop-off times. The purpose of the request is to reduce traffic congestion in the neighborhood near the school. District 58 is currently reconstructing the parking lot for Herrick Middle School, and implementing traffic changes to improve circulation for traffic traveling north and east. Middaugh Road at Ogden Avenue is not wide enough to accommodate a separate left turn lane. To avoid traffic delays caused by drivers turning left during the peak, morning travel times, the request was made to implement a limited restriction of no left-turns at this leg of the intersection. This item was presented to the Transportation and Parking Commission on July 13, 2016. The Commission voted 6-0 to approve this action. AN ORDINANCE RESTRICTING CERTAIN TURNS AT MIDDAUGH & OGDEN BE IT ORDAINED by the Village Council of the Village of Downers Grove in DuPage County, Illinois, as follows: (Additions are indicated by shading/underline; deletions by strikeout): Section 1. That Section 14.52.26. is hereby added to read as follows: 14.52.26. Restrictions on movement of vehicles at Middaugh Road and Ogden Avenue from 8-9 am, Monday through Friday. (a) It shall be unlawful for any person driving or operating any automobile, truck or other vehicle proceeding northbound on Middaugh Road to turn such vehicle left so as to proceed westerly on Ogden Avenue between the hours of 8:00 a.m. and 9:00 a.m. Monday through Friday. Section #2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section #3. Roll call followed and a quorum was established. The District is currently completing improvements to the parking lot to Herrick School and is making changes to traffic circulation in the lot to make it easier for traffic that is exiting this site and traveling northeast to use Middaugh to Ogden, instead of driving south through the residential neighborhood. The morning drop-off times coincides with rush hour on Ogden Avenue, and traffic backs up when drivers attempt to turn left onto Ogden Avenue. Staff reviewed the request and concurred that a right turn only restriction during the hour of 8am to 9am on weekdays would improve traffic flow from the site and have limited impact on traffic from other properties. Mr. Wilkinson asked why the restriction was proposed during the morning and not in the afternoon. Ms. Newlon commented that the afternoon pick-up times are between 3pm and 4pm and that it is not as difficult to turn left onto Ogden Avenue at that time. Staff will monitor this operation and proposed additional restriction times if this is a problem.

WROBEL THAT THE TRANSPORTATION AND PARKING COMISSION FORWARD A POSITIVE RECOMMENDATION TO THE VILLAGE COUNCIL TO INSTALL RIGHT TURN ONLY 8AM TO 9AM WEEKDAYS RESTRICTION ON THE SOUTH LEG OF THE INTERSECTION OF MIDDAUGH ROAD AND OGDEN AVENUE. SECONDED BY MR. WILKINSON. MOTION CARRIED UNANIMOUSLY BY A VOICE VOTE OF 6-0.
