The City Council of the City of Baker, Louisiana, met in regular session on May 13, 2014, with the following members in attendance at the meeting: MAYOR Harold M. Rideau COUNCIL MEMBERS Joyce Burges John Givens Pete Heine Dr. Charles Vincent Robert Young CALL TO ORDER Mayor Rideau presided. The invocation was given by Pastor Anthony Ducote of Miracle Place Church. The Pledge of Allegiance was led by Christopher H. Smith. DISPOSITION OF THE MINUTES OF PREVIOUS MEETING The motion was made by Council Member Heine, seconded by Council Member Vincent to approve the minutes of the meetings held on April 22, 2014 and May 1, 2014. RECOGNITIONS 1. Recognize The Drum newspaper for highlighting the City of Baker (Burges) Council Member Burges recognized The Drum for highlighting the City of Baker. As no representative from The Drum was present at the meeting, their certificate will be mailed to them. 2. Recognize Randy & Sarah Bowman Vision of Community Harvest Outreach (Burges) Council Member Burges recognized Randy & Sarah Bowman for their vision of Community Harvest Outreach. 3. Recognize Baker School Board members and Mr. Joseph for the new auditorium at Baker High School (Burges) Council Member Burges recognized Baker School Board members and Superintendent Joseph for the new auditorium at Baker High School. 4. Recognize John Abel for being the City of Baker s Citizen of the Year (Givens) Council Member Givens recognized John Abel for being the City of Baker s Citizen of the Year. 5. Recognize Baker Middle School students for academic achievement (Vincent) Council Member Vincent asked that this item be held over until the next meeting. 6. Recognize the Baker High School softball team for outstanding achievement (Young) Council Member Young recognized the Baker High School softball team for outstanding
Minutes of May 13, 2014 Page 2 of 9 achievement. The Mayor recognized Christopher H. Smith, principal of the new Impact Charter Elementary. NON-AGENDA ITEMS 1. Baker Cheerleaders taking a stand against violence in Baker (Burges) (held over from 4/22/2014) Council Member Burges asked that this item be removed from the agenda. 2. Discuss Geaux Benches placing benches at bus stops within the City of Baker (Givens) (held over from 4/8/2014) Representatives from Geaux Benches were present at the meeting. Discussion regarding the agenda item was held. Bill Davis, 13314 London, asked the Mayor and Council to address the issue of third party contract workers having proper identification when working for the City. Charles Crittenden, 6505 E. Myrtle, asked the Mayor and Council to address the issue of sample papers being distributed by The Advocate. He stated that the papers end up in ditches, yards, and the street, thus having a negative effect on the community s effort to keep Baker beautiful. Hazel Mitchell, 4408 Wimbish, asked for the city s assistance with repairing the barricade and bridge at the Little League Pond, which was recently damaged after being hit by a car. UPDATE ON DISTRICTS 1. Update on District 3 (Burges) Council Member Burges announced that Redemption Life Fellowship Church has a prayer box located outside of the church for citywide prayer requests. 2. Update on District 1 (Vincent) Council Member Vincent stated that District 1 had a very successful Share the Road program this past week. 3. Update on District 5 (Givens) Council Member Givens had no update on District 5 at this time. 4. Update on District 4 (Young) Council Member Young asked when the work on the gas lines in District 4 would be completed. The Mayor stated that the work should be completed by the end of June. 5. Update on District 2 (Heine) Council Member Heine had no update on District 2 at this time. Council Member Heine asked Chief Edwards the status of the Fire Department s SAFE Initiative. Chief Edwards provided an update on the Fire Department s SAFE Initiative. Discussion followed. RESOLUTIONS AND PROCLAMATIONS 1. Resolution in opposition to the proposal to locate the East Baton Rouge Parish Prison at the Jetson site (Vincent) The motion was made by Council Member Vincent, seconded by Council Member Burges to adopt the resolution. Discussion regarding the agenda item was held. Vote was called for. Discussion regarding the agenda item resumed.

Ordinance 2014-13, an ordinance adopting the Capital Improvements Budget of Revenues and Expenditures for the City of Baker, Louisiana for the fiscal year 2014-2015 (Mayor) (Introduced 4/22/2014) Public hearing was held. A public hearing for the adoption of this ordinance will be held at the meeting on June 10, 2014. 2. Ordinance 2014-14, an ordinance adopting the Utility Fund Budget for the City of Baker, Louisiana for the fiscal year 2014-2015 (Mayor) (Introduced 4/22/2014) Public hearing was held. A public hearing for the adoption of this ordinance will be held at the meeting on June 10, 2014. 3. Ordinance 2014-15, an ordinance adopting the annual Utility Fund Capital Improvements Budget for City of Baker, Louisiana for fiscal year 2014-2015 (Mayor) (Introduced 4/22/2014) Public hearing was held. A public hearing for the adoption of this ordinance will be held at the meeting on June 10, 2014. 4. Ordinance 2014-16, an ordinance adopting the Annual General Fund and Minor Fund Budget of Revenues and Expenditures, for the City of Baker, Louisiana for fiscal year 2014-2015 (Mayor) (Introduced 4/22/2014) Public hearing was held. A public hearing for the adoption of this ordinance will be held at the meeting on June 10, 2014. 5. Ordinance 2014-17, an ordinance to repeal Ordinance 1997-10 (Mayor) (Introduced 4/22/2014) The motion was made by Council Member Heine, seconded by Council Member Givens to adopt Ordinance 2014-17. Public hearing was held. Vote was called for. BIDS AND PROPOSALS APPOINTMENTS TO BOARDS AND COMMISSIONS CONDEMNATIONS 1. 1018 Sinbad, Lot 9-A, Westmoreland-Nutt Subdivision (Mayor) (held over from 1/14/2014) City Inspector Gleason reported that the owners are working and making progress at this address. He recommended that this item be removed from the agenda. The Mayor agreed with City Inspector Gleason s assessment. This item will be removed from the agenda. 2. 4360 Wimbish, Lot 189, Baker Estates Subdivision (Burges) (held over from 2/25/2014) The Mayor stated that he has signed a contract for the demolition work at this address. OLD BUSINESS ANNEXATIONS NEW BUSINESS 1. Introduce Ordinance 2014-18, an ordinance to fix the rate of taxation and levy a tax to defray expense or operation of city government for all general purposes for the year 2014 on all taxable property within the corporate limits of the City of Baker, Louisiana (Mayor) The motion was made by Council Member Givens, seconded by Council Member Vincent to introduce Ordinance 2014-18.

Introduce Ordinance 2014-19, an ordinance to amend and revise Section 3-85 of the Baker Code of Ordinances, building, location, zoning and parking requirements regarding licenses and permits (Mayor) The motion was made by Council Member Givens, seconded by Council Member Heine to introduce Ordinance 2014-19. 3. Discuss saggy pants (calling all fathers) (Burges) (held over from 4/22/2014) Discussion regarding the agenda item was held. Council Member Burges asked that this item be held over until the next meeting. 4. Permit for private party for youth under 17 in the City of Baker (Burges) Discussion regarding the agenda item was held. Council Member Burges asked that this item be held over until the next meeting. 5. Gerald Collins to discuss youth sports in the City of Baker (Burges) Discussion regarding the agenda item was held. The motion was made by Council Member Burges, seconded by Council Member Vincent to extend the council meeting for thirty (30) minutes. Discussion regarding the agenda item resumed. 6. Mel Robertson of Accion Financial Service to discuss financial systems for businesses in the City of Baker (Givens) Mr. Robertson gave a brief presentation regarding the services provided by Accion Financial Service. 7. Discuss amending Ordinance 2010-37, an ordinance to amend and re-enact Chapter 24 (Traffic and Vehicles), Article IV (Operation of Vehicles) so as to add Sec. 24-148, Shared Roads a/k/a Sharrows to heighten motorist awareness of bicycle traffic on certain roads or streets in the City of Baker by designating the same by shared lane markings a/k/a sharrows (Vincent) Discussion regarding the agenda item was held. The motion was made by Council Member Vincent, seconded by Council Member Heine to introduce an amendment to Ordinance 2010-37. Discussion regarding the agenda item resumed. Admon McCastle asked Council Member Vincent to address the issue of lighting at the entrance of Parkwood Terrace subdivision. The Mayor stated that such issues are the subdivision s responsibility. Prayer Breakfast Chief Edwards reported that the committee is working on this year s event, and things are going well. c. Strategic Planning Committee d. Citizens Advisory Board to Law Enforcement ADMINISTRATIVE MATTERS The Mayor reported that the Family and Friends Community Picnic held on Saturday, May 10, 2014 at BREC s Jefferson Street Park was a huge success. The Mayor announced that a ribbon cutting ceremony for the new Pizza Hut, located at 400 Main Street, will be held on Friday, May 16, 2014 at 11:00 a.m. The Mayor also announced that BREC summer camps will be starting June 2, 2014 and he encouraged community participation. Council Member Vincent thanked City Prosecutor Christopher Dassau for his contribution to Relay for Life and the American Cancer Society. Chief Knaps stated that this week, May 12, 2014 May 16, 2014, is Police Memorial Week. ADJOURN The motion was made by Council Member Burges, seconded by Council Member Vincent to adjourn.
