Authorize Closed Session RSMo 610.021 (2) hereby authorize a closed meeting on Tuesday, July 24, 2007, immediately following the commission meeting. The meeting will be held in room 243 of the Roger B. Wilson Boone County Government Center at 801 E Walnut, Columbia, Missouri, as authorized by 610.021 (2) RSMo to discuss leasing, purchase or sale of real estate by a public government body where public knowledge of the transaction might adversely affect the legal consideration therefore. The motion passed 3-0 Order 294-2007 2. Authorize Closed Session RSMo 610.021 (3)(13) Commissioner Miller moved on this day the County Commission of the County of Boone does hereby authorize a closed meeting on Thursday, July 26, 2007, at 9:00 a.m. The meeting will be held in room 243 of the Roger B. Wilson Boone County Government Center at 801 E Walnut, Columbia, Missouri, as authorized by 610.021 (3) RSMo to discuss hiring, firing, disciplining or promoting of particular employee by a public governmental body when personal information about the employee is discussed or recorded, and 610.021 (13) RSMo to discuss individually identifiable personnel records, performance ratings or records pertaining to employees or applicants for employment.

The motion passed 3-0 Order 295-2007 Human Resources Betty Dickneite, Director Human Resources, was present on behalf of these items. 3. Personnel Advisory Committee Recommendation (first reading) Ms. Dickneite stated the Personnel Advisory Committee voted to add one sentence to the policy manual stating, An employee shall be entitled to retain all pay and per diem received for jury service. 4. Budget Revision Advertising (first reading) Ms. Dickneite stated Human Resources has had trouble filling a couple positions and are in need of additional funds to advertise for these positions. Commissioner Miller stated that this was exactly what the Emergency Fund was for. Planning and Zoning Thad Yonke, Planning and Building, was present on behalf of the following items. 5. Release of Bond for Sewer Improvements for Slumberland Furniture Store Plat 2 Mr. Yonke stated approval was needed from the Commission for the Treasurer to release the bond for this finished project. hereby authorize the County Treasurer to sign and release the Certificate of Deposit for Slumberland Furniture Store Plat 2.

The motion passed 3-0 Order 296-2007 6. Receive and accept Timberbrook Estates Plat II Commissioner Miller moved on this day the County Commission of the County of Boone does hereby receive and accept Timberbrook Estates Plat II. It is further ordered the Presiding Commissioner is hereby authorized to sign said Plat. The motion passed 3-0 Order 297-2007 Public Works David Mink, Director Public Works, was present on behalf of these items. 7. Budget Revision Temporary Office Specialist (first reading) Mr. Mink stated there was $25,000 in the budget for the imaging project. He stated this position was only meant to be a temporary one while the process of scanning documents into the system was taking place. 8. Supplemental NID Policy Surface Upgrades (second reading) hereby approve the Policy for Supplemented Neighborhood Improvement District Surface Upgrades for County Maintained Subdivision & No Outlet Roads. It is further ordered the Presiding Commissioner is authorized to sign said policy. The motion passed 3-0 Order 298-2007

Purchasing Melinda Bobbitt, Director Purchasing, and David Mink, Director Public Works, were present on behalf of these items. 9. 48-28JUN07 Boone County Jail Roof Replacement (first reading) Ms. Bobbitt stated the bid for the Boone County Jail Roof Replacement closed on June 28, 2007. Six bids were received. Public Works and RTI Consultants recommend award to Schwada Builders Inc. for offering the lowest and best bid for Boone County. Total cost of contract is $790,841.00 with a 10% contingency amount for a Purchase Order total of $869,925.10. It is requested that the County Commission approve the expenditure of county funds from the Capital Repair and Replacement Fund for any and all costs arising under this contract that will not be reimbursed by the county s insurance carrier. Invoices will be paid from department 6200 Capital Repairs/Replacements, account 60100 Building Repairs/Maintenance. This is non-budgeted work due to hail damage. Commissioner Miller asked why the low bidder was so much lower than the others. Mr. Mink stated the low bidder wanted this job and wanted to place a competitive bid. 10. 46-12JUL07 Fire Restoration Design (first reading) Ms. Bobbitt stated the bid for the Public Works Garage Fire Restoration Design closed on July 19, 2007. Three bids were received. Public Works and Scroggs Architecture recommend award to Septagon Construction Company for offering the lowest and best bid for Boone County. Total cost of contract is $305,500.00 with a 10% contingency amount of $30,660.00 for a Purchase Order total of $336,050.00. It is requested that the County Commission approve the expenditure of county funds from the Capital Repair and Replacement Fund for any and all costs arising under this contract that will not be reimbursed by the county s insurance carrier. Contract will be paid from department 6200 Capital Repairs/Replacements, account 60100 Building Repairs/Maintenance. This is non-budgeted work due to fire damage. Commissioner Miller asked about Alternate #2. Mr. Mink stated the base bid was set up for the part of the building that was fire damaged. It was also discussed whether to replace the roof on the west bay. Alternate #2 was to do the west bay. Alternate #6 was to do the damaged part plus the west bay. Mr. Mink stated he recommended not

to do the west bay and that Alternate #6 was accepted because of the way the bid tabulation was set up. He did not think that it was necessary to do the west bay, so there is a deduction of the cost of the west bay. Mr. Mink stated the roof on the west bay and the new roof would be able to be joined without risk of leaking. 11. 47-28JUN07 Structural and Miscellaneous Steel (first and second reading) 12. 52-12JUL07 El Chaparral Park Driveway and Handicap Parking (second reading) hereby approve the following budget revision and award bid 52-12JUL07 El Chaparral Park Driveway and Handicap Parking to Blacktop Paving, LLC. It is further ordered the Presiding Commissioner is hereby authorized to sign said contract. A. 1730 Sycamore Hills Road hereby authorize the Presiding Commissioner to sign the attached Finding of Public Nuisance and Order for Abatement of a public nuisance located at 1730 Sycamore Hills Road in Columbia, Missouri. The motion passed 3-0 Order 302-2007 B. 6002 A&B Kent Drive Rafiqul Khan was present on behalf of this item. Mr. Khan stated the tenants at this property had repeatedly left trash on the property. Mr. Khan stated he had taken the trash away several times after being notified by the Health Department. He stated the eviction process took several months, and that the tenants caused over $4,000 damage to the inside of the property. He asked the Commission if there was any way to go after the tenants themselves. Commissioner Miller stated it was not possible for the Commission to go after the tenants because the currents statutes only allow to charge the property owner. Commissioner Miller moved on this day the County Commission of the County of Boone does hereby authorize the Presiding Commissioner to sign the attached Finding of Public Nuisance and Order for Abatement of a public nuisance located at 6002 A&B Kent Drive in Columbia, Missouri. The motion passed 3-0 Order 303-2007 C. 4916 Clearview Road hereby authorize the Presiding Commissioner to sign the attached Finding of Public Nuisance and Order for Abatement of a public nuisance located at 4916 Clearview Road in Columbia,

The motion passed 3-0 Order 304-2007 D. 4816 Georgetown Drive Commissioner Miller moved on this day the County Commission of the County of Boone does hereby authorize the Presiding Commissioner to sign the attached Finding of Public Nuisance and Order for Abatement of a public nuisance located at 4816 Georgetown Drive in Columbia, Missouri. The motion passed 3-0 Order 305-2007 E. Vacant Lots on Chris Drive hereby authorize the Presiding Commissioner to sign the attached Finding of Public Nuisance and Order for Abatement of a public nuisance located at Vacant Lots on Chris Drive in Columbia, Missouri. Presentation of 2006 Audit Reports Ms. Dionne and Mr. Blossom presented the 2006 audit reports for Boone County. Copies of the report are available at the Boone County Commission Office, located in the Roger B. Wilson Boone County Government Center. hereby accept the FY 2006 Financial Statements prepared by KPMG, including an Independent Audit Report for the year ending December 31, 2006 and the Single Audit Report.
