ORDER CALLING SCHOOL BOARD TRUSTEE ELECTION BY PLURALITY VOTE THE STATE OF TEXAS COUNTIES OF GALVESTON AND HARRIS CLEAR CREEK INDEPENDENT SCHOOL DISTRICT WHEREAS, the Board of Trustees deems it necessary to call the trustee election hereinafter described pursuant to the provisions of the Texas Education Code, Section 11.052 and 11.060, and the Federal Voting Rights Act of 1965, as amended; THEREFORE, BE IT ORDERED AND RESOLVED BY THE BOARD OF TRUSTEES OF THE CLEAR CREEK INDEPENDENT SCHOOL DISTRICT THAT: Section 1. An election (the Election ) for school board trustees for Single-Member District 4, Single-Member District 5, and At Large District A shall be held in the Clear Creek Independent School District ( School District ) on the 5th day of May, 2018. All registered voters of the School District residing in Single-Member District 4 shall be entitled to vote for one candidate in Single-Member District 4; all registered voters of the School District residing in Single-Member District 5 shall be entitled to vote for one candidate in Single-Member District 5; all registered voters of the School District residing in At Large District A shall be entitled to vote for one candidate in At Large District A. The deadline to file for a place on the ballot for the Election is February 16, 2018. Section 2. The hours during which the polling places shall be open for voting on May 5, 2018 shall be from 7:00 a.m. to 7:00 p.m. Except as otherwise provided herein, the voting precincts for the Election and the polling places are hereby established as identified on Exhibit A hereto. A description of the voting precincts and polling places is also on file in the Education Support Center, 2425 East Main Street, League City, Texas. Each of the presiding judges shown on Exhibit A are hereby appointed to hold the Election at each of the polling places listed on Exhibit A and each presiding judge shall select an alternate judge and a maximum of two (2) clerks to assist in holding the Election at such polling places. The presiding judges shown on Exhibit A shall be appointed in accordance with the requirements of the Election Code. Jena Brown is hereby appointed as the presiding clerk for early voting, her address being 2425 East Main Street, League City, Texas, with three (3) early voting deputy clerks appointed at the three (3) established polling locations. Early Voting by personal appearance shall be conducted at the following locations and shall be conducted by the following deputy clerks: Clear Creek ISD - Education Support Center 2425 East Main Street League City, Texas 77573 Clerk: To Be Announced Clear Lake High School 2929 Bay Area Boulevard Houston, TX 77058 Clerk: To Be Announced Clear Brook High School 4607 FM 2351 Friendswood, TX 77546 Clerk: To Be Announced The main early voting location will be Clear Creek ISD Education Support Center, 2425 East Main Street, League City, Texas 77573. The early voting clerks shall keep the places for voting open for early voting during the period for early voting by personal appearance, which shall begin on April 23, 2018 and end on May 1, 2018 as follows: Monday, April 23, 2018 through Friday, April 27, 2018 from 8:00 a.m. to 5:00 p.m. Saturday, April 28, 2018, Monday, April 30, 2018, and Tuesday, May 1, 2018 from 7:00 a.m. to 7:00 p.m. Section 3. Notice of such Election shall be posted and published as required by law. Section 4. Said Election shall be held in accordance with the Texas Election Code except as modified by the Texas Education Code and the Federal Voting Rights Act of 1965, as amended. Section 5. Pursuant to Section 11.0581, Texas Education Code, the School District has entered into a joint election agreement with the City of Nassau Bay, Texas for the Election. Section 6. The Superintendent of the School District (the Superintendent ) shall have the authority to take, or cause to be taken, all actions reasonable and necessary to insure that the Election is fairly held and returns properly counted and tabulated for canvass by the Board, which actions are hereby ratified and confirmed. In the event that the Superintendent shall 2

determine from time to time that (a) one or more of the polling places hereby established and designated shall become unavailable or unsuitable for such use, or it would be in the District s best interests to relocate one or more polling places, or (b) a precinct judge or alternate judge shall become unqualified or unavailable, the Superintendent is hereby authorized to designate and appoint in writing substitute polling places, precinct judges or alternate judges, giving such notice as is required by the Election Code and as deemed sufficient by the Superintendent. Section 7. Election of trustees for each office shall be by plurality vote (Texas Education Code, Sec. 11.057); and the results of said Election of May 5, 2018, shall be canvassed by the Board of Trustees of the School District not earlier than the third day (but only if provisional ballots and ballots mailed from outside the United States have been counted) no later than the eleventh day after election day. Section 8. It is hereby officially found and determined that the need of the School District for such an Election and the necessity for the holding, at the scheduled time, of the meeting of the Board of Trustees at which this order and resolution is adopted and for the adoption thereof, and the NOTICE OF MEETING relating to said meeting and heretofore posted by the Secretary of the Board and hereby authorized, be approved, and ratified.
