Page 1778 The Washington County School Board met for a Regular School Board Meeting on Monday,, at 7:00 p.m. The meeting was held at the School Board Office, 812 Thompson Drive, Abingdon, Va. Present were: Dr. Alan Lee, Superintendent Ms. Elizabeth Lowe, Chair Ms. Kathi Roark, Vice Chair Mr. Billy Brooks Dr. Ron Ely Mr. Dayton Owens Mr. Tom Musick Mr. Joseph Funk, Clerk 1. The meeting was called to order by Ms. Elizabeth Lowe, Board Chair. 2. Determination of quorum five of seven board members were present. Mr. Buckey Boone was absent from the meeting, and Mr. Billy Brooks arrived late. 3. David Casey, Seventh Grade Student at E. B. Stanley Middle School and member of Boy Scouts Troop #1, led the Pledge of Allegiance. 4. Public Comment: Ms. Lowe called on those who had signed up to speak. There were no names listed. Those not signed up to speak were given an opportunity, and no one came forward to speak. 6. The minutes of the September 19, 2005 School Board Meeting were approved by acclamation as presented. 7. Upon motion by Ms. Roark, seconded by Mr. Owens, by 5-0 vote, the bills were approved to be paid from the funds, by the checks and in the amounts indicated: General: Check Nos. 506049-506350 $378,719.16 506351-506374 86,046.33 Cafeteria: Check No. 506375 131.10 Textbook: Check Nos. 506376-506379 3,531.04

Stanley Middle School Upon motion by Mr. Owens, seconded by Ms. Roark, by 5-0 vote, October was proclaimed as Month of the Young Adolescent. Mr. Brooks arrived at 7:12 p.m. 10. Upon motion by Mr. Musick, seconded by Dr. Ely, by 6-0 vote, October 10-14, 2005, was proclaimed as National School lunch Week. 11. Upon motion by Mr. Brooks, seconded by Mr. Owens, by 6-0 vote, October 17-24, 2005, was proclaimed as Read Aloud to a Child Week. 12. Upon motion by Mr. Owens, seconded by Dr. Ely, by 6-0 vote, October 19, 2005, was proclaimed School Transportation Personnel Day during National School Bus Safety Week, October 16-22, 2005. 13. Ms. Elizabeth Thomas spoke to the Board about the Jobs for Virginia Graduates Program. The mission of the program is to assist high school youth who are economically disadvantaged by providing support services that enables them to graduate, secure and retain quality jobs. She introduced Ms. Heather Hamm, Job Specialist, whose office is located at the William N. Neff Center, where she will work closely with students and staff to implement the program. Ms. Hamm provided a power point presentation that outlined the features of the Jobs for Virginia Graduates Program. She is a qualified counselor, and she will also be providing counseling services to the Neff Center students who currently must seek counseling from their home high school. 14. Dr. Lee Brannon presented the Board with information on work experience credit, which is provided for in School Board Policy, File GDB. During the

Page 1780 years from 1998 to 2004, certain employees were not given work experience credit when placed on the salary scale. After further research, a proposal will be brought back to the Board to correct salary scale placement of specific employees. 15. Upon motion by Ms. Roark, seconded by Dr. Ely, by 6-0 vote, School Board Regulation, File DLC-R, Expense Reimbursement (Travel), was approved on second reading as amended. 16. Upon motion by Mr. Brooks, seconded by Dr. Ely by 6-0 vote, School Board Regulation, File GCE-R, Substitute Teachers Pay Scale, was approved on second reading as amended. 17. Upon motion by Mr. Owens, seconded by Mr. Musick, by 6-0 vote, School Board Policy, File IA, Instructional Goals & Objectives, was approved on second reading as presented. 18. Upon motion by Mr. Owens, seconded by Ms. Roark, by 6-0 vote, School Board Policy, File IAA, Notification of Learning Objectives, was approved on second reading as presented. 19. Upon motion by Mr. Brooks, seconded by Ms. Roark, by 6-0 vote, School Board Policy, File EA, Support Services, was approved on first reading as presented. 20. Upon motion by Ms. Roark, seconded by Mr. Owens, by 6-0 vote, School Board Policy, File EB, School Crisis & Emergency Management Plan, was approved on first reading as presented. 21. Upon motion by Mr. Brooks, seconded by Ms. Roark, by 5-1 vote (Mr. Musick opposed), School Board Regulations, File GCBD-R, GCBDA-R, GDBD-R, Recording Sick Leave & Personal Leave, were approved on first reading as presented. 22. Upon motion by Dr. Ely, seconded by Mr. Owens, by 6-0 vote, School Board Policy, File DA, Management of Funds was approved on first reading as amended. 23. Upon motion by Ms. Roark, seconded by Mr. Musick, by 6-0 vote, School Board Policy, File DB, Annual Budget, as approved on first reading as amended. 24. Upon motion by Ms. Roark, seconded by Mr. Brooks, by 6-0 vote, School Board Policy, File DIA, Reporting Per Pupil Costs, was approved on first reading as presented. 25. The following policies were presented on draft reading and will return for Board Review at the October 17, 2005, School Board Meeting: File JD, School Census File JL, Fund Raising, Solicitation & Students Gifts File JCA, Transfers by Student Victims of Crime File JCB, Transfers by Students in Persistently Dangerous Schools File FA, Facilities Development File FB, Facilities Planning 26. The Board discussed the SunTrust meeting scheduled for October 26 at 4:30 p.m. for the purpose of receiving information on the Washington County Retirement Fund Account. The meeting will be open to the public, and everyone will be provided an opportunity to ask questions.

Upon motion by Dr. Ely, seconded by Mr. Musick, by 6-0 vote, the agenda for the October 17, 2005, School Board Meeting was approved as amended to include: Add to Open Session: High School Schedules VSBA Academy Awards Vending Machines File JEC, School Admission, First Reading File JEC-R, Admission & School Transfer for Out-of-Zone Students, First Reading 28. Superintendent Update: Dr. Lee informed the Board about an automobile accident involving two Holston High School students. The severity of the accident is not known at this time. He also informed them of the loss of a John S. Battle High School student. 29. Board Update: Dr. Ely thanked everyone for their concern during the passing of his mother. Ms. Roark congratulated the John S. Battle High School Golf team for winning the Hogoheegee match. They will travel to Galax to compete in the regional match. Ms. Lowe said she enjoyed the parade. She commented that School Board policies are now being reviewed by the Board. Policies must be reviewed every five years, and it should be noted that they have been reviewed. She thanked everyone for their efforts in keeping the policies updated and for checking legal references. When VSBA recommended policies are significantly wrong, she will communicate them back to the VSBA. 30. Upon motion by Mr. Musick, seconded by Mr. Roark, by 6-0 vote, closed session was declared, after a ten-minute break, pursuant to 2.2-3711 of the Code of Virginia to discuss the following: Section 22.1-254 B (1) Request for Release from Compulsory School Attendance Due to Religious Exemption, Students in Cases 1 Section 2.2-3711 A (1) Consider Employment of Specific Individuals: Network Technician Special Ed Instructional Aide, Elementary School Consider Twelve (12) Specific Individuals for Substitute Teaching Consider Resignation of Specific Individual: School Nutrition Assistant, Middle School Consider Request for Extended Medical Leave: Cosmetology Instructor Discuss Performance of Two (2) Specific Administrators 31. Upon motion by Ms. Roark, seconded by Dr. Ely, by 6-0 vote, closed session ended, and the meeting returned to regular session. 32. Upon motion by Ms. Roark, seconded by Mr. Musick, by 6-0 vote, closed session was certified pursuant to Section 2.2-3712 of the Code of Virginia. 33. Upon motion by Ms. Roark, seconded by Mr. Owens, by 6-0 vote, student in Case #1 was released from compulsory school attendance due to religious exemption in accordance with Section 22.1-254 B (1).

Upon motion by Mr. Brooks, seconded by Mr. Musick, by 6-0 vote, the extended medical leave for Brenda Neese, Cosmetology Instructor, William N.
