The Columbia County Highway Committee will hold their monthly meeting at the Highway and Transportation Conference Room in the Village of Wyocena, Wisconsin on April 2, 2015 at 9:00 a.m. At that meeting quotes received for the materials listed below will be opened and read out loud. Quotes will be either accepted or rejected at a special Columbia County Highway Committee meeting prior to the County Board of Supervisors meeting on April 21, 2015. Bituminous Paving Mix LRIP/CHIP D All quotes must be on Proposal Forms prepared by Columbia County Highway and Transportation and must be submitted by 9:00 a.m. April 1, 2015 at the Highway Department Office in Wyocena. Quotes received which are not on the Proposal Forms will be rejected by the Committee. A representative of the bidding company is requested to be present to answer any questions on their quote. General Specifications, Special Provisions, Quoting Procedures, and Proposal Forms for the above may be obtained at the Highway Office or by calling 608-429-2136. GENERAL BIDDING PROCEDURE COLUMBIA COUNTY HIGHWAY AND TRANSPORTATION WYOCENA, WISCONSIN To comply with the Notice of Letting, the following General Bidding Procedure and Specifications are to govern: All quotes must be in the Columbia County Highway and Transportation Office, Wyocena, Wisconsin by 9:00 a.m., April 1, 2015. Quotes must be sealed and properly identified (e.g. LRIP Bituminous Material Quote ), giving the name and address of the Proposer. Each proposal must be signed or it will be rejected. All quotes will be publicly read at the April 2, 2015, 9:00 a.m. County Highway Committee meeting. All quotes must be entered and submitted on the specified Proposal Form. The Highway Committee will consider only quotes submitted on these forms for award purposes. Proposers may attach additional information to their proposals for the benefit of the Highway Committee in evaluating comparative specifications. No certified or cashier's checks or bidder's bond will be required, but the Proposer must submit satisfactory evidence of ability to make delivery of the material as specified and as agreed to by both parties. It is further required that the Proposer make a bonafide statement in writing and attach to his Proposal expressing a willingness to enter into a contract with Columbia County in the event that he is the successful proposer. The Highway Committee reserves the right to consider all proposals for a period of not exceeding 30 days from the date of the opening. The Highway Committee will either award or reject all quotes within that time. No Proposer may withdraw their quote within the 30-day period. Each Proposer will be allowed to have a representative appear before the Highway Committee on April 2, 2015 to briefly explain their bid and specifications of the product quote.
MATERIAL SPECIFICATIONS Bituminous Mix LRIP/CHIP-D The Columbia County Highway Committee will accept price quotes for furnishing the County's requirement for Bituminous Paving Mix, Sealcoat Oils, and Tackcoat Oils for 2014. 1. Price quotes shall include full compensation for preparing and mixing all materials, furnishing asphalt cement and all other fuels, oils, etc. required to mix this materials, including labor. Price quote shall include crushed aggregate. Contractor shall furnish current mix designs from the aggregate source to be used in the bituminous mixes. All materials shall conform to State of Wisconsin specifications for Road and Bridge Construction 2012 Edition section 460, but excluding 460.3, with all updates and addendums. 2. Plant must be available for production from May 1 through December 1. Ending date may vary with weather conditions. 3. Truck scale should be located under silo bin and conform to WDOT specification 405.4.1.10. 4. Liquid Asphalt Tanks. Contractor must have available adequate storage facilities to store liquid AC as well as other bituminous at the same time, to permit flexibility for Columbia County to switch from AC to SC mixes within 24 hours notice. 5. Bituminous mix asphaltic material shall be PG58-28. Furnishing of asphaltic material shall be incidental to Bituminous Paving Mix Materials. Quote price shall be price per ton for material F.O.B. your plant loaded onto Columbia County trucks or trucks under contract to Columbia County. Location of plant shall be stated, approximate dates when material will be available, as well as, the last date, and any other relative information may be furnished which may be of interest to the Committee in selecting a supplier. Proposals will be received until 9:00 a.m., Wednesday, April 1, 2015. Each material proposal shall be in sealed envelope. The outside of the sealed envelope must be plainly marked with the type of material (e.g. Bituminous Material Quote"). Quotes are to be submitted on the proposal form prepared by Columbia County.
