INDIVIDUAL CONSULTANT PROCUREMENT NOTICE UNDP/ IC/2015/064 May 05, 2015 JTN: 5309 Country: Pakistan Description of the assignment: National Consultant & Trainer for Forensic Document Examination Project name: UNODC - Country Programme for Pakistan Duty Station: Home-based Period of assignment/services (if applicable): Six (06) months starting from 01 June 2015 to 31 November 2015.
1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 20-15 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. COPAK requires the services of a National Consultant to deliver number of trainings on Forensic Document Examination to several law enforcement agencies throughout Pakistan. In addition to delivering trainings to law enforcement agencies, the National Consultant would mentor the agencies in the advance methods of travel document examination and modern forgery techniques. He/she would also monitor and implement the already delivered training outcomes at the border entry exit points by visiting and observing traveler inspection and forgery detection methods and techniques at the immigration counters of airports, seaports and land-crossings of Pakistan. He/she would also develop leaflets and/or brochures on the latest methods of forgery and detection/inspection for the reference and learning of border security agencies / immigration officers. The incumbent will be reporting to the International Law Enforcement Advisor and HTMS programme officer throughout his/her consultancy, under the overall supervision of the Country Representative. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The scope of work for the consultancy is as follows: To raise the level of awareness through trainings amongst law enforcement officials related to the growing use of fraudulent documents; To provide continuous mentoring to the law enforcement agencies in reviewing and recognizing fraudulent identity documents; To implement the already delivered trainings outcomes at the border entry exit points; To visit border entry/exit points to observe, review and guide the immigration officers security document inspection and fraudulent document detection methodologies; To develop leaflets and/or brochures consisting of modern forgery detection techniques in travel document. Overall, the mentoring, trainings, training outcomes implementation, observation and guidance provision in fraudulent document detection methods along with the development and distribution of the leaflets / brochures would contribute towards building the capacity of LEAs in combating human trafficking and migrant smuggling to and from Pakistan. Responsibilities The incumbent will undertake the following substantive duties during the 180 days of the
Consultancy: 1. Deliver three (3) trainings on forensic document examination for the law enforcement officials Develop a comprehensive questionnaire to assess and implement the delivered trainings outcomes at the border entry/exit points in Pakistan; 2. Visit government departments/offices including major airports to gathering information related to the current practices and equipment available for detection throughout Pakistan and provide report to UNODC on observations of each visit. 3. Visit border entry/exit points to observe, review and guide the immigration officers security document inspection and fraudulent document detection methodologies; 4. Provide three (3) meetings per month on mentoring and guidance to the law enforcement agencies in reviewing and recognizing fraudulent identity documents; 5. Develop at least two leaflets or brochures on the latest forgery techniques and modern detection methods in travel document. 6. Final version of Forensic manual and of Cybercrime research study will be produced 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master s degree in related field, accredited/recognized by Higher Education Commission of Pakistan. A PhD degree in a relevant field is preferred. II. Years of experience: years of work experience in multiple disciplines of forensic science including forensic document examination; Five years of experience in conducting and providing training to multiple law enforcement agencies including the forensic document examination trainings; At least two years of experience of working for a law enforcement agency in Pakistan. III. Competencies: Familiar with National legal documents and their security features; Ability to produce concise reports, presentations and develop manuals; Excellent verbal and written communication skills in English, Urdu and other local languages; Ability to communicate effectively; Ability to multi-task, work under pressure and to follow tight deadlines; Previous experience with the UN or a UN agency is an asset.
4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work (if applicable) 2. Financial proposal 3. Personal CV including past experience in similar projects and at least 3 references 4. P-11 Form duly completed 5. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel; All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed 6. EVALUATION Individual consultants will be evaluated based on the following methodology: Cumulative analysis Using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
