Having reviewed the filing, we have these comments about the document as it relates to the House of Representatives: With respect to H.D. 137 in Harris County, this District was identified by the Department of Justice as one of the districts in which Hispanics had the ability to elect a candidate of their choice. The purported settlement severely retrogresses H.D. 137: the HVAP is reduced by 10 points from 59.8% to 49.9%. The SSVR falls from 22% to 15.6%. The settlement makes no effort to address the Larios violations or the intentional discrimination and Section 2 violations that are established in the record with respect to Dallas, 3
