Recruitment Process Information After the test date, a preliminary eligibility list of applicants is established in numeric order based on a minimum passing score on the written examination. As applicable, Veteran s points are applied. Veteran s points are earned for periods totaling a minimum of twelve (12) months military service in a branch of the U.S. Armed Forces. Eligible periods of service are determined by the applicant s DD214 form. A final eligibility list is established and the eligibility list is valid for a period of two (2) years from the date of certification by the Board of Fire & Police Commissioners. Further participation in the selection process will take place as vacancies occur. Candidates will be invited, in rank order, to participate in and successfully advance through the following steps. Polygraph evaluation Background investigation including criminal, credit, business, education and employment history, and oral interview with the Board of Fire & Police Commissioners Conditional offer of employment to undergo a psychological examination Conditional offer of employment based on successful completion of Medical examination including drug screen Appointment and swearing-in ceremony before the Skokie Board of Trustees Following appointment, a Police Officer is required to satisfy certain other requirements. Those requirements include: Successful completion and certification as a Police Officer at a State of Illinois mandated Basic Police Academy, as designated by the Department Successful completion of the Department s in-house training program, (approximately 4 weeks) Successful completion of the Department s field training program (approximately 12 weeks) Within 24 months from hire, reside in Cook, Lake or DuPage counties of Illinois Successful completion of a 24 month probationary period Equal Employment Opportunity Employer

Name of Candidate: Position: Police Officer Date: Department: Police Village of Skokie Candidate Reimbursement Agreement This Candidate reimbursement Agreement is entered into as of the date written above, between the Village of Skokie, Illinois, and the Candidate. The Candidate has been selected by the Village to serve the Village as either a Firefighter/Paramedic or a Police Officer and the Candidate has agreed to be employed by the Village as such. In connection with such employment, the Village of Skokie will incur certain substantial expenses in the selection process, training of entry-level persons and provision of uniform items and equipment to the Candidate. The Candidate acknowledges that, in the event the Candidate resigns or is terminated within the first four years of employment, the Village will not have realized the value for the expenses it incurred. The Candidate and the Village acknowledge that the value to the Village of the expenses incurred cannot be accurately amortized, but the reimbursement schedule included in this Agreement is a fair and accurate estimate thereof. The Candidate hereby agrees to reimburse the Village for the funds it expends concerning the selection, training and the provision of uniforms and equipment. The expenses are exclusive of any wages or other forms of compensation. In the event that an employee chooses not to remain with the Village of Skokie during the first forty-eight (48) months of employment, the value of these expenses are lost to the Village. In consideration of the expenses paid or incurred by the Village in anticipation of the Candidate s continued employment with the Village, the terms and conditions contained herein, and other good and valuable considerations, the receipt of which is hereby acknowledged by Name (print candidate s full name) Social Security #: The Candidate and the Village of Skokie agree to the following terms and conditions of employment: 47992v5 1) If the Candidate leaves employment prior to the completion of forty-eight (48) months, including but not limited to, the failure to successfully complete the requirements of the probationary period, he/she agrees to reimburse the - 1 -

Village for any and all selection, training, equipment and supply expenses paid or incurred by the Village as set out in paragraph 9 hereafter. Commencement of training begins with the Candidate s first day of employment. A. If the Candidate leaves employment with the Village on or before completion of the first twenty-four (24) months of employment, he/she shall pay to the Village all of the actual expenses paid or incurred by the Village as set out in paragraph 9 hereafter. B. If the Candidate leaves employment with the Village after completion of the first twenty-four (24) months, but on or before completion of the first forty-eight (48) months, the amount owed to the Village shall be decreased by one twenty-fourth (1/24) for each month of completed service after the first twenty-four (24) months. C. Reimbursement to the Village shall occur within 90 days of the Candidate s last day of employment with the Village. However, if the amount due the Village exceeds $1,000 owed by the Candidate, at the option of the Village Manager, the Candidate may enter into an agreement with the Village for monthly payments. Such an agreement shall provide for equal monthly payments for a period which shall not exceed nine (9) months from the Candidate s last date of employment with the Village. 2) The Village directly or through its agents, contractors or employees, will provide pre-hire/employment evaluations and testing (to include background investigations, polygraph test, and post-offer psychological examination medical examination) and, equipment, supplies, clothing, training and wages for the Candidate in a manner to be determined by the Village and the Fire or Police Department. 3) Reimbursement of expenses incurred and paid by the Village, as discussed in Paragraph 1 above and as set out in Paragraph 9, is not required in the event that the Candidate must terminate his/her employment due to a disabling illness or injury. 4) Reimbursement of expenses incurred and paid by the Village, as discussed in Paragraph 1 above and as set out in Paragraph 9, is not required in the event that the Candidate is terminated from employment due to layoff or reduction in force with the Village of Skokie. 5) This agreement shall constitute an express written consent by the Candidate hereunder to authorize the Village within the meaning of the Illinois Wage Payment and Collection Act, 820 ILCS 115/9, to offset against any amount owed the Village by said Candidate, pursuant to this Agreement, with any wages or final compensation due the Candidate by the Village. 47992v5 6) This Agreement is not intended as a contract for employment and is only intended to set forth the obligations of the parties with respect to the cost and - 2 -

potential reimbursement of selection examinations and evaluations, equipment, clothing/supplies, training, and other expenses incurred during the development of the employee. 7) This Agreement shall become effective and be deemed dated on the date the last party, as set forth below, executes this agreement. 8) This document embodies the entire Reimbursement Agreement between the parties. VILLAGE OF SKOKIE Police Officer Fact Sheet Annual Salary Range: Citizenship: Brief Description of Duties: $67,696 - $88,547 (As of May 1, 2014) A citizen of the United States, or an alien lawfully admitted for permanent residence; or an alien authorized by the Department of Homeland Security U.S. Citizenship and Immigration Services to work in the United States. Performs work in the enforcement of law and maintenance of order, protection of life and property and prevention of crime. Patrols all assigned areas for the prevention of crime and enforcement of laws and ordinances. Responds to requests for police services and takes appropriate action. Arrests violators of laws and ordinances, enforces all laws and ordinances including Federal, State and local laws. May serve in a variety of assignments involving property, evidence and fingerprint control and community relations. Prepares reports concerning criminal cases; prepares material evidence for courtroom presentation. Education: A minimum of 60 college semester hours from an accredited institution, OR Four (4) years of active military service with an Honorable Discharge. Police Officers must reside within Cook, Lake or DuPage counties within 24 months from date of hire. The candidate must pass a written examination and a physical fitness examination. Other selection steps conducted by the Skokie Board of Fire and Police Commissioners include: a polygraph examination and a complete background investigation. An oral interview with the Board of Fire & Police Commissioners. A conditional offer of employment based on successful completion of a psychological evaluation, and a conditional offer of employment based on successful completion of a medical examination that includes a drug test. Have vision correctable to 20/20 in both eyes and be free from color blindness. A valid Illinois driver s license is required at the time of employment. Abstinence from tobacco products on and off duty is a condition of employment.
