RESOLUTI OIC/IOFS-GA/2018/RES.3-2018 APPROVAL OF THE GENERAL CALENDAR OF EVENTS Pursuant to the subclause (b) clause 1 Article 14 of the IOFS Statute, held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Approves the General Calendar of Events of the Islamic Organisation for Food Security according to the Annex. 2. Requests the IOFS Secretariat to update the Calendar according to the decisions of the organs of the Islamic Organisation for Food Security and the Organisation of Islamic Cooperation. RESOLUTI OIC/IOFS-GA/2018/RES.4-2018 PREPARATI OF THE GENERAL POLICY OF THE IOFS, FINANCIAL POLICY OF THE IOFS, GENERAL WORK PROGRAM AND METHODS FOR IMPLEMENTING THIS PROGRAM Recalling sub-clauses (c), (d) and (f) clause 2 Article 10 of the IOFS Statute; Affirming that the drawing up of the General Policy of the Organisation, establishing and control of the Financial Policy and the General Work Programme of the Organisation and methods for implementing this programme shall remain the prerogative of the General Assembly; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Requests the IOFS Secretariat to embark on developing the General Policy of the Organisation and submit for adoption at the next session of the General Assembly. 2. Requests the IOFS Secretariat to embark on developing the Financial Policy of the Organisation and submit for adoption at the next session of the General Assembly. 3. Requests the Secretariat to embark on developing the General Work Programme of the Organisation and Methods for implementing this programme and submit for adoption at the next session of the General Assembly.

RESOLUTI OIC/IOFS-GA/2018/RES.5-2018 ADOPTI OF THE STAFF POSITIS/VACANCIES AND THE INITIAL ORGANIZATIAL STRUCTURE OF THE IOFS SECRETARIAT Recalling sub-clause (f) clause 2 Article 10 of the IOFS Statute; Following the Personnel Regulations, particularly Article 10 of the Personnel Regulations; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Adopts the proposed List of Staff Positions/Vacancies of the IOFS Secretariat, necessary to expedite effective operationalization of the IOFS and creation of appropriate posts according to Annex I. 2. Adopts the Initial Organizational Structure of the Secretariat for application and classification of posts, according to Annex II. 3. Notes with satisfaction that the List of Staff Positions and the Initial Organizational Structure will be subject to further fine-tuning within the scope of the Technical Assistance (Grant) of the Islamic Development Bank concerning The Preparation of a Study on the Preliminary Institutional Framework for the Islamic Organisation for Food Security.

RESOLUTI OIC/IOFS-GA/2018/RES.6-2018 ADOPTI OF AMENDMENTS TO THE PERSNEL REGULATIS OF THE IOFS Recalling sub-clause (f) clause 2 Article 10 of the IOFS Statute; Considering the importance of a successful take-off of the IOFS Secretariat with the most efficient use of mechanisms, stipulated by the IOFS Statute and the principles constituting the core of the IOFS establishment as stated in the preamble of its Statute; Taking into account the prevailing global competition for highly experienced experts and specialists in the food security, agriculture and rural development domain, and the increased necessity for offering competitive employment packages (salaries, allowances and benefits) to the future personnel of the IOFS; Following the Recommendation of the OIC Secretariat General OIC/ECO-04/C- 04/005983 dated 11 December 2017; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Approves and adopts the replacement of the text 18 years by the text 21 years that are single and dependent on a member of the personnel of the Organisation in clause 41-2 of Article 41 of the IOFS Personnel Regulations. 2. Approves and adopts the new version of Annex I to the Personnel Regulations of the Islamic Organisation for Food Security according to the Annex to this Resolution.

RESOLUTI OIC/IOFS-GA/2018/RES.7-2018 APPROVAL OF RATES OF COST-OF-LIVING ALLOWANCES (COLA) Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; Following clause 3 of Article 35 of the Personnel Regulations of the IOFS; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Approves the Post Adjustment Index for calculations of the Cost-of-Living Allowance as equal to on the basis of data circulated by the UN office of the International Civil Service Commission (ICSC).

RESOLUTI OIC/IOFS-GA/2018/RES.8-2018 NATIAL, REGIAL AND INTERNATIAL PROJECTS/PROGRAMS/INITIATIVES IN THE AREA OF FOOD SECURITY AND SUSTAINABLE AGRICULTURAL AND RURAL DEVELOPMENT Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; Following sub-clause (n) clause 1 of Article 14 of the IOFS Statute; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, in this regard: 1. Requests the IOFS Secretariat to consider formulating a pipeline of feasible and prioritized national & regional projects/programs, sector and policy regulations in the area of food and nutrition security, and to incorporate viable proposals of the Member States within the scope of the IOFS Rolling Three-Year Work Program, safeguarding the principles of integrity, solidarity and cooperation among all stakeholders. 2. Requests the IOFS Secretariat to take necessary steps in mobilizing the required financial resources to ensure a successful implementation of the IOFS Rolling Three-Year Work Program, with the help of the OIC Member States, regional and international developmental partners. 4. Calls on the Member States to provide appropriate focal points for communication and interaction with the IOFS Secretariat in an efficient and responsive manner. 5. Calls on the Member States to submit projects/proposals to consideration of the Executive Board and General Assembly to utilize the unique platform of the IOFS as a catalyst for further enhancement of the level of food sufficiency, sustainable

agricultural and rural development in the Member States through adequate financial resource mobilization and knowledge-sharing. 6. Calls on the Member States to contribute to development, elaboration and implementation of national and regional projects, international programs, policy and sector regulations in the area of food and nutrition security by means of financial, technical, administrative and other resources.

RESOLUTI OIC/IOFS-GA/2018/RES.9-2018 ADOPTI OF THE LOGO OF THE ORGANIZATI Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; Considering the importance of visibility and visual identity that adequately characterizes the IOFS positioning in the international arena; Noting with appreciation the Report of the Third Session of the IOFS Executive Board held on 10 December 2018/3 Rabi Al-Akhar, 1440H, hereby: 1. Adopts the option as the Logo of the Organization according to the Annex to the Resolution.

RESOLUTI OIC/IOFS-GA/2018/RES.10-2018 ADOPTI OF THE SCALE OF ASSESSED MANDATORY CTRIBUTIS OF THE MEMBER STATES Pursuant to the subclause (e) clause 1 Article 18 of the IOFS Statute, Considering the challenge of applying the OIC Scale of Assessed Mandatory Contributions due to the difference in the number of the Member States, Following the Resolution No. GA/4-2016 of the Inaugural session of the General Assembly, held on 26-28 April, 2016 in Astana, Kazakhstan, Taking into account the UN Scale Assessment methodology and the studies of the SESRIC on Scale Assessment methodology, held on 10 December 2018/3 Rabi Al-Akhar, 1440H, hereby: 1. Affirms that the determination of the Scale of Assessed Mandatory Contributions of the IOFS Member Expenses shall remain the prerogative of the General Assembly; 2. Also affirms the fundamental principle that the expenses of the Organization shall be apportioned broadly according to capacity to pay; 3. Further affirms the obligation of all Member States to bear the expenses of the IOFS, as apportioned by the General Assembly, in conformity with Article 18, clause e) of the Statute of the IOFS; 4. Affirms that the IOFS Secretariat is required to prepare the Scale of Assessed Mandatory Contributions strictly on the basis of reliable, verifiable and comparable data; 5. Decides that the Scale of Assessed Mandatory Contributions for the period from 2019 to 2021 shall be based on the following elements and criteria: (a) Estimates of Gross National Income; (b) Average statistical base periods of six (2010-2015) and three (2013-2015) years; (c) Conversion rates based on market exchange rates, except where that would cause excessive fluctuations and distortions in the income of some

Member States, when price-adjusted rates of exchange or other appropriate conversion rates should be employed; (d) The debt-burden approach employed in the scale of assessments for the period from 2013 to 2015; (e) A low per capita income adjustment of 80 per cent, with a threshold per capita income limit of the average per capita gross national income of all Member States for the statistical base periods; (f) A minimum assessment rate (Floor Rate) of 0.5 per cent; (g) A maximum assessment rate for the Least Developed Countries (LDCs) of 0.1 per cent; (h) A maximum assessment rate of 30 per cent; 6. Notes that the application of the current methodology, as set out above, reflects changes in the relative economic situations of the Member States; 7. Also notes that changes in the Member States shares in OIC Gross National Income result in changes in relative capacity to pay, which should be more accurately reflected in the Scale of Assessed Mandatory Contributions; 8. Recognizes that the current methodology can be enhanced, bearing in mind the principle of capacity to pay and considering the views expressed by the Member States; 9. Calls on the IOFS Member States to make necessary budgetary allocations and effect payments in accordance to the adopted Scale of Assessed Mandatory Contributions.

RESOLUTI OIC/IOFS-GA/2018/RES.11-2018 PROJECT PROPOSALS AND RESOURCE MOBILIZATI (VOLUNTARY AND PHILANTHROPIC CTRIBUTIS, DATIS) Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; According to sub-clause (b) and (c) clause 1 of Article 18 of the IOFS Statute; Having requested the esteemed Member States to submit project proposals and initiatives to enable formulation of a Rolling Three Year Work Program for consideration of the IOFS Executive Board and the General Assembly; Reiterating clause 6 of the Resolution of the IOFS General Assembly No.GA/4-2016 on 26-28 April 2016; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, hereby: 1. Requests the Secretariat to take necessary measures on coordination and formulation of a Rolling Three-Year Work Program and mobilization of the required financial resources jointly with the Member States and international organizations, through policy dialogues, joint missions and regular consultations. 2. Requests the Member States to support and contribute to the fund-raising efforts of the IOFS with a view of fulfilling its developmental mandate. 3. Commends the granting of voluntary contribution by the Republic of Kazakhstan to support activities of the IOFS Secretariat during 2017-2019. 4. Calls on the Member States and other interested parties to make voluntary and philanthropic contributions and donations to the IOFS.

RESOLUTI OIC/IOFS-GA/2018/RES.12-2018 ADOPTI OF THE BUDGET OF THE IOFS FOR 2019-2021 Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; Adhering to the inviolable principles constituting the core of the IOFS establishment as stated in the preamble of its Statute; Recalling sub-clause (a) and (e) clause 1 of Article 18 of the IOFS Statute; Referring to clause 4 of the Resolution of the IOFS General Assembly No.GA/4-2016 on 26-28 April 2016; held on 10 December 2018/3 Rabi Al-Akhar, 1440H, hereby: 1. Adopts the proposed Administrative Budget of the IOFS for 2019-2021. 2. Requests the IOFS Secretariat to take pertinent measures to execute the Budget as stipulated by the IOFS Statute, Financial Regulations, Personnel Regulations and other applicable regulations. 3. Requests the Member States to take necessary measures in fulfilling financial commitments as per the provisions of the IOFS Statute, Financial Regulations, Resolutions of the General Assembly, and other regulations. 4. Calls on the Signatory States to take required steps to accelerate the completion of ratification procedures of the IOFS Statute and acquisition of full-fledged membership in the IOFS. 5. Calls on the remaining Member States of the Organisation of Islamic Cooperation to join the Islamic Organisation for Food Security in order to synergize and harness the collective efforts towards ensuring food sufficiency, sustainable agricultural and rural development of the Muslim Ummah.

RESOLUTI OIC/IOFS-GA/2018/RES.13-2018 DATE AND VENUE OF THE NEXT SESSI Recalling sub-clause (f) clause 2 of Article 10 of the IOFS Statute; Noting the utmost importance of ensuring rotational and equitable geographic representation and participation of the Member States in the organs and activities of the IOFS; Appreciating the Report of the Third Session of the IOFS Executive Board held on 10 December 2018/3 Rabi Al-Akhar, 1440H, hereby: 1. Requests the Secretariat, in coordination with the Member States, to determine the date and venue of the next session of the General Assembly of the IOFS. 2. Welcomes the potential pro-active and generous offers by the Member States to host the next session of the General Assembly of the IOFS.
