MAYOR COUNCIL SERIES CITY OF NEW ORLEANS CITY HALL: February, 0 CALENDAR NO. 0, BY: COUNCILMEMBER GUIDRY (BY REQUEST) AN ORDINANCE to amend and reordain Ordinance No., M.C.S., an ordinance providing relative to the Sanford Sandy Krasnoff New Orleans Criminal Justice Council ( SKNOCJC ) to revise the membership composition of the SKNOCJC, to provide relative to appointment of ad hoc committees and study groups; and otherwise to provide with respect thereto. SECTION. THE COUNCIL OF THE CITY OF NEW ORLEANS HEREBY ORDAINS, That Ordinance No., M. C.S., adopted March, 00, be and the same is hereby amended and reordained to read as follows: SECTION. THE COUNCIL OF THE CITY OF NEW ORLEANS HEREBY ORDAINS, that there is hereby re-established in honor of the memory of the late Sanford Sandy Krasnoff, the Sanford Sandy Krasnoff New Orleans Criminal Justice Council, which shall advise the Mayor and the City Council on policy matters regarding crime control and criminal justice activities, and coordination of the administration of criminal and juvenile justice in the city. SECTION. That the Mayor, or his/her designee, shall serve as Chairman of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council and shall designate such other officers and appoint such members as he/she deems appropriate by and with the confirmation and approval of the City Council. The membership shall also include the two
7 9 0 7 9 0 7 Councilmembers-at-Large or their designees, and one district Councilmember to be selected by the New Orleans City Council or his/her designee, the Superintendent of Police or his/her designee, the District Attorney of Orleans Parish or his/her designee, one Criminal District Court Judge to be appointed by the Criminal District Court Judges en banc or his/her designee, the Clerk of Criminal District Court or his/her designee, one Juvenile Court Judge to be appointed by the Juvenile Court Judges en banc or his/her designee, one Municipal Court Judge to be appointed by the Municipal Court Judges en banc or his/her designee, one Traffic Court Judge to be appointed by Traffic Court Judges en banc or his/her designee, the City Attorney or his/her designee, the Chief Administrative Officer of the City of New Orleans or his/her designee, the Orleans Parish Criminal Sheriff or his/her designee, the Chief Defender of the Orleans Public Defenders or his/her designee, the Coroner for Orleans Parish or his/her designee, the Director of the Youth Study Center or his/her designee, the District Administrator for the Probation and Parole New Orleans District Office or his/her designee, and the Regional Manager of the Office of Juvenile Justice New Orleans/Jefferson Regional Office or his/her designee. Individuals occupying the aforementioned position shall be members for their term of office. The Mayor shall appoint the following citizen members with the confirmation and approval of the City Council: a. one member of the New Orleans Business Council from a list of three recommendations of its chairman; b. one member of Total Community Action from a list of three recommendations of its chairman; c. one member of Victims and Citizens Against Crime from a list of three recommendations of its president; and
9 0 7 d. the Mayor shall appoint three additional citizen representatives-at-large subject to confirmation by the City Council. The first terms of citizen representatives shall expire in January 99. Thereafter, citizen representatives shall serve one year terms expiring each year on December. The members of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council shall serve without compensation. SECTION. That each member of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council is considered one vote and the use of proxies is prohibited. All meetings shall be public unless called into executive session under the provisions of LSA RS : et seq. The Mayor or his/her designee may appoint such ad hoc committees and study groups as are deemed necessary for the conduct of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council s business. Members of such committees may be non- Sanford Sandy Krasnoff New Orleans Criminal Justice Council members and will be considered as ex-officio members during their tenure. SECTION. That staff and administrative support shall be provided by the Office of Criminal Justice Coordination. SECTION. That the functions of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council shall include but not be limited to the following: a. to advise the Mayor and the City Council on matters relating to the New Orleans Criminal/Juvenile Justice Systems; b. to advise Criminal/Juvenile Justice Agencies on improved policies, procedures, and programs;
7 9 0 7 9 0 c. to encourage joint activities among the separate Criminal/Juvenile Justice Agencies; and to represent the overall interests and needs of the Criminal/Juvenile Justice System; d. to conduct research; e. to investigate specific problems relating to the Criminal/Juvenile Justice System on request of the Mayor and/or the City Council; f. to establish a Technical Working Group to be composed of mid-level management personnel within the Criminal/Juvenile Justice System to specifically deal with interagency problems and coordination at the operational level; g. to prepare and publish reports and sponsor conferences; h. to propose legislation; i. to recommend appropriations, resource allocations, and revenue generation methods for the Criminal/Juvenile Justice System based on the identification of needs and priorities; and j. to act as the reviewing and advisory body for Criminal/Juvenile Justice grants, if appropriate. SECTION. That all Criminal/Juvenile Justice Agencies and other City agencies shall furnish the Sanford Sandy Krasnoff New Orleans Criminal Justice Council with such reports and information deemed necessary to carry out the functions and purposes of the Sanford Sandy Krasnoff New Orleans Criminal Justice Council. SECTION 7. That the Sanford Sandy Krasnoff New Orleans Criminal Justice Council shall submit an annual report to the City Council.
