Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, January 6, 2016, at 7:00 p.m. PRESENT Council Members - Linda T. Council Member Milteer offered the Invocation and members of Boy Scout Troop #1 led the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of January 6, 2016, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the November 18, 2015, Regular Meeting, December 2, 2015, City Council Retreat Subcommittee Meeting, December 2, 2105, Work Session and Regular Meeting, as presented, by the SPECIAL PRESENTATIONS REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that as there are no items on the Consent Agenda, a motion was in order at this time to continue Items #11, #12 and #13 for further staff review and adopt the remainder of the agenda as outlined. RESOLUTIONS Resolution A resolution authorizing a crossing of City-owned property referred to as the Suffolk Seaboard Coastline Trail for access to the Richard Bennett Trust Property a portion of Tax Map 20*6 and 20*7 Utilizing a PowerPoint presentation, Acting Deputy City Manager D. Scott Mills supplied a summary of the background information as presented. Referring to the presentation, Council Member Duman called for clarification about the financial responsibility as it relates to any cost for traffic control measures and design. Acting Deputy City Manager Mills said that the Richard Bennett Trust or whoever develops the property would be responsible for any costs of that nature. Council Member Duman, on a motion seconded by Council Member Fawcett, moved to approve the resolution, as presented, by the A RESOLUTION AUTHORIZING A CROSSING OF CITY-OWNED PROPERTY REFERRED TO AS THE SUFFOLK SEABOARD COASTLINE TRAIL FOR ACCESS TO THE RICHARD BENNETT TRUST PROPERTY A PORTION OF TAX MAP 20*6 AND 20*7 Resolution A resolution to create a High Fine Speed Zone for the 200 block of Pinner Street, pursuant to Section 46.2-878.2 of the Code of Virginia (This item was continued from the December 16, 2015, City Council meeting, and a motion to continue this item for further staff review was approved during Removal of Items from the Consent Agenda and Adoption of the Agenda.) Resolution A resolution to create a high fine speed zone for South Division Street, South Lloyd Street, Freeney Avenue and Camp Avenue, pursuant to Section 46.2-878.2 of the Code of Virginia (This item was continued from the December 16, 2015, City Council meeting, and a motion to continue this item for further staff review was approved during Removal of Items from the Consent Agenda and Adoption of the Agenda.) Resolution A resolution to create a high fine speed zone for Harbour Breeze Estates, pursuant to Section 46.2-878.2 of the Code of Virginia (This item was continued from the December 16, 2015, City Council meeting, and a motion to continue this item for further staff review was approved during Removal of Items from the Consent Agenda and Adoption of the Agenda.) NEW BUSINESS City Clerk Dawley presented the following boards and commissions for City Council s consideration: Tidewater Emergency Medical Services Incorporated Deputy Fire Chief Brian Spicer. Vice Mayor Bennett, on a motion seconded by Council Member Ward, moved to appoint the above referenced individual to the aforementioned body, by the Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint and video presentations, Media and Community Relations Manager Tim Kelley reported on the following: ribbon cutting for Wawa; Lieutenant Timothy Duncan s receipt of the Professional Executive Leadership School Graduate Leadership Award; Dominion Virginia Power Nansemond River Crossing Rebuild community open house; upcoming Suffolk Humane Society adopta-thons; the City Assessor s Office Assessment presentations; the City s observance of Lee-Jackson Day and Martin Luther King, Jr. Day holidays and the City s report a street light outage webpage. City Manager Roberts introduced the new Budget Officer Charles Meek. Council Member Duman reported he attended the following: the City employee holiday luncheon, the Wawa ribbon cutting and the Hampton Inn ribbon cutting. Council Member Duman opined about Major Dean Smith s retirement. City Attorney Holland introduced Assistant City Attorney Kalli L. Jackson. 4

Council Member Fawcett extended his condolences to the family of the late Greg Parker. Council Member Milteer reported he attended the City employee holiday luncheon. Council Member Johnson advised he attended an Eagle Scout ceremony at Bethlehem Christian Church. Council Member Johnson welcomed Budget Officer Meek and Assistant City Attorney Jackson. Vice Mayor Bennett congratulated Lieutenant Timothy Duncan on his receipt of the Professional Executive Leadership School Graduate Leadership Award. Vice Mayor Bennett announced he attended the City employee holiday luncheon. Mayor Johnson welcomed Budget Officer Meek. Mayor Johnson opined about the various December ribbon cuttings and the upcoming General Assembly Session.
