OPENING & ROLL CALL The Board met in regular session on Tuesday, May 15, 2018 at 9:00 A.M. in the Emergency/Community Room, Mountrail County Justice Center, Stanley, ND with Commissioners Arlo Borud, Trudy Ruland, Wayne Olson, Garry Jacobson and Daniel Uran present. Also present was States Attorney Wade Enget. Chairman Borud called the meeting to order. 2. APPOINTMENTS 9:45 A.M. Shena Wold, Treasurer met with the Board to discuss commercial papers. State s Attorney, Wade Enget stated a resolution was issued which stated only cd s market. Treasurer Wold stated just wondering if this was an option. States Attorney Enget will do a resolution at the next meeting on June 5, 2018. 10:00 A.M. Stephanie A. Pappa, Auditor met with the Board to discuss Omitted Taxes that were missed on the City of Stanley assessment books. Susan Spaeth, City of Stanley Assessor discussed the deed was not recorded so the property remained in the City of Stanley which is exempt. The parcel number is 61-0053663 to Design Solutions & Integration Inc. that has a value of $690,000 and with taxes due of $6,233.12. Auditor Pappa stated received a call from the CEO of Design Solutions & Integration Inc. and stated mail the tax statement out. Moved by Comm. Ruland, seconded by Comm. Olson, to approve the omitted taxes on parcel number 61-0053663 in the amount of $6,233.12. Upon roll call, all present voted yes. Motion carried. 10:15 A.M. Laurie Johnson, Jail Administrator met with the Board to discuss jail issues. Administrator Johnson discussed a bond credit card machine. Administrator Johnson stated an inspection was done on the jail. 11:00 A.M. Skip Wing, Veterans Service Officer met with the Board to discuss a replacement as Officer Wing plans on retiring at the end of the year. Training would be done in August for Lisa Lapica to get accredited. Attorney Enget will check to see if an advertisement will need to be done for the Veterans Service Office position. 11:15 A.M. Jana Hennessy, Road and Bridge Engineer met with the board to discuss road and bridge issues. Moved by Comm. Uran, seconded by Comm. Ruland, to approve the signing of the agreement between Mountrail County and Morris Sealcoat & Trucking for chip seal. Upon roll call, all present voted yes. Motion carried. Moved by Comm. Ruland, seconded by Comm. Olson, to approve the Notice to Proceed with the chip seal. Upon roll call, all present voted yes. Motion carried. Moved by Comm. Ruland, seconded by Comm. Uran, to approve the signing of the contract and the contract bond with NDDOT and Central Specialties Inc concerning Old Highway 2 reclamation. Upon roll call, all present voted yes. Motion carried. Discussion on CR 13 the North Truck Bypass and the frost law road restrictions. Engineer Hennessy will contact the City of Stanley to see if they will support the letter the County wrote to the State to take over the truck bypass. Update on CR 17 and the grant will be decided on June 2, 2018. Discussion on weight limit was decreased and a rig move is requesting an overweight permit. Discussion a fee of $20,000 to move in and out for the rig otherwise it will need to wait for the movement until the road is fixed and repaired. Discussion on the speed bumps in Plaza City. The original contract for Plaza City and the Air Force has an agreement to not decrease the speed limit to under 25 mph. With a speed bump would need at least 15 mph sign so Engineer Hennessy will check with the two parties to see if willing to change the agreement.
