MINUTES COLLIER TOWNSHIP BOARD OF COMMISSIONERS REGULAR MEETING April 12, 2017 7:00 P.M. I. CALL TO ORDER: President Macino called the meeting of the Board of Commissioners to order at 7:00 P.M. A. PLEDGE OF ALLEGIANCE B. EXECUTIVE SESSION Was held prior to the meeting to discuss personnel and legal issues. II. APPROVAL OF MINUTES: A. March 8, 2017 Board of Commissioners Regular Meeting Motion was made by Commissioner Durisko, second by Commissioner Feller to approve the minutes as submitted above. By unanimous vote the motion carried. B. March 22, 2017 Board of Commissioners Workshop Meeting Motion was made by Commissioner Durisko, second by Commissioner Feller to approve the minutes as submitted above. III. REPORTS OF OFFICIALS AND COMMITTEES: A. Solicitor: The Solicitor submitted a written report to the Board for the month of March and would be happy to answer any questions the Board might have. There were no questions or comments. B. Engineer: The Engineer submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. C. Manager: The Manager submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. Mr. Thauvette added the Chartiers Valley Football Boosters would like to hang banners across Rt. 50 (Washington Pike). To do this they will need to get the Boards approval and then go to get Penndot s approval. Commissioner Macino stated the Board will discuss this at the Workshop Meeting on April 26, 2017. Commissioner Feller questioned if Mr. Thauvette checked into obtaining South Hills Animal Control for Collier. Mr. Thauvette stated he has contacted the South Hills COG. Members of SHACOG use different Animal Control Companies. Most are Animal Control or CAMO Kennels. Mt. Lebanon offers a co-op with Dormont, Upper St. Clair, and a few other Communities. I have been trying to Contact Lt. Dwayne Fisher of Mt. Lebanon to see what services they offer and how we can participate, but we haven t spoken yet. D. Codes/Zoning: Mr. Ralston submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. Commissioner Macino stated he received a letter from a resident stating last year Walnut Grill had some sound issues and would like to see that doesn t happen again this year. Mr. Ralston will be in contact with Walnut Grill to see what their plans are for this years events. 23
E. COG: Commissioner Durisko reported to the Board the Annual COG Dinner is on April 20 th at Peters Place in Bridgeville. There were no questions or comments. F. Finance: Mr. Hinds submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. There were no questions or comments. G. Parks and Recreation Report: Ms. Barry submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. Commissioner Feller congratulated Ms. Barry on her appointment to the Pennsylvania Parks and Recreation Society District 1 Executive Board. Commissioner Macino questioned what that means. Ms. Barry informed the Board she will have to vote for things for this side of the State and for policies for all Parks and Recreation. Commissioner Chiurazzi commented he happened to be on the soccer field and the Soccer Association was playing on the upper field and got kicked off because of a Freezbie game. He felt it was unfair that soccer got kicked off. Soccer had to literally uproot everything and come down to the other field. The soccer game only had five (5) minutes left to play. Commissioner Chiurazzi stated we need to check on the permit and have it say the permittee gets the field until they are finished playing the game. Ms. Barry stated that Freezbie does not have a field agreement to use the fields but we can get them one. They probably just came and played. Commissioner Chiurazzi stated this is a school activity. It is not sanctioned by the school but it was Central vs CV. He asked Ms. Barry to check with Angie at CV school. Angie may say it is not a Chartiers Valley sanctioned sport but it is still CV vs Central. H. Planning Commission Report: Mr. Caun submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. Mr. Caun added that Ryan Homes is not ready to come to the April Planning Commission meeting. 24
Commissioner Durisko questioned what was happening on the Hormel Farm property. Mr. Caun informed the Board the developer is currently reclaiming the site and filling in voids. Commissioner Durisko questioned what was happening with the old Rennerdale School property. Mr. Caun informed the Board the property owner is cleaning up the site by cutting some trees down to make the property easier to maintain. IV. Public Safety Fire Department Report: Chief Dave Brown of Rennerdale VFD was in attendance to answer any questions the Board may have. There were not questions or comments. V. Public Safety Police Department Report: Chief Campbell submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. There were no questions or comments. VI. Public Works Report: Mr. Palmosina submitted a written report to the Board for the month of March and would be happy to answer any questions the Board may have. Commissioner Macino stated we are trying to get a pretty good handle to hide out exactly where we are with all of our projects. Mr. Palmosina stated the following: Bocce Courts. The Township s section was finished up today and we are waiting for the contractor to come in. Once he does, we will go in and do the insider border and then it is ready to go. Skvarca dugouts. The concrete is coming Monday morning. Once it is poured on Monday it is ready to go. Ball Fields are in good shape. After Monday, the equipment will go to Hilltop to work on the trail. Commissioner Chiurazzi expressed is frustration with the Discovery Path not being completed yet. We were promised the end of March and we have to be held to that. He is disappointed that is was not done. Is it a lack of man power? Mr. Palmosina stated absolutely. 25
Commissioner Chiurazzi stated we did not do a lot of salt this winter and we had the same man power prior to the winter. He is concerned with that. The path needs to be opened and the path looks like hell still and we have the landslides. We were told we can do it. Do we have the ability to clean up the landslides? Mr. Palmosina stated we do. Commissioner Chiurazzi stated we started on it and then we are off of there. Mr. Palmosina stated he had to pull them off of it to do the dugouts. Commissioner Chiurazzi stated the dugouts are not getting poured till Monday. Mr. Palmosina stated we had to dig at Skavarca. There were two men and myself at the bocce courts digging there. We had rain for almost two months. When you go down that path, the moisture is unbelievable. When you start digging, there is water and the Engineer can tell you that. When you dig in a rainy season, you will have a major problem on your hands. Mr. Brett stated it has been a wet Spring. Mr. Palmosina stated today he had two guys working at the bocce court plus himself. There were two guys working at Skvarca on the dugouts. There were two guys cutting grass. There were two guys on asphalt. One guy is off. He is not making excuses. Commissioner Chiurazzi stated he was talking about January, February and March to put a path in and we could not get that done. Mr. Palmosina stated it was that kind of season and we do not have the man power to go in with track machines. It becomes a mud bath. Commissioner Chiurazzi questioned if we have the ability to finish the path. Our people. Mr. Palmosina stated yes we do. Commissioner Chiurazzi stated so we have the ability to correct the landslides, regrade and fix the path. Mr. Palmosina stated we have already spent two days on the landslide and making progress about two (2) weeks ago. Commissioner Chiurazzi stated it is all about the management though and we need to make sure we get this stuff going. If you need help from us then come to us and talk to us. We were promised it would be finished the end of March and it did not happen. 26
We all have other stuff going on but you have to talk to us because we expect what you tell us. Mr. Palmosina stated with all respect, he did ask for more man power. This is a big community with a lot going on and he did ask. Summer help can t start till end of May. Commissioner Chiurazzi stated regardless, he would have rather had an answer in November that if you get me more man power and in fact we get more man power in the summer then the trail would be finished at the end of June. There are people that want to go on that path that cannot get there and if effects this Board. The path has to be a big priority. Commissioner Macino stated that if Mr. Palmosina feels that his group does not have the skill, the capability, the equipment or whatever, just tell us. Mr. Palmosina stated our equipment is undersized and we are not contractors with big equipment. Our excavator is small. Commissioner Chiurazzi stated Mr. Palmosina s job is Public Works and is one of the most important relative to Collier so you are going to get piled on. Mr. Palmosina stated he will stick up for his guys and he is also out there every day with his guys, and the manager can tell you that, working with them trying to get caught up. He comes in on the weekends and comes in the evenings to see the ballfields. There is definitely a shortage in the man power. There is a lot going on in the Township. We accommodate CV Baseball. The girls and no ballfields and we ran down there to take care of them so they wouldn t miss any games. He is out there every day with these guys. They are the best guys he has ever worked with. Are we short? Yes. Man power is a problem. There is no doubt about it. Commissioner Macino stated we will get together and talk about it so we can figure out what to do. Mr. Palmosina stated absolutely. There were no other questions for comments. Motion was made by Commissioner Oskamp, seconded by Commissioner Feller to approve all the above reports as submitted. By unanimous vote the motion carried. VII. PUBLIC COMMENT / COMMENT ON NEW BUSINESS: There were no public comments. 27
VIII. NEW BUSINESS: 1. Consider action on the Frazer two- lot subdivision as reviewed by the Township Engineer and recommended by the Planning Commission. Motion was made by Commissioner Chiurazzi, seconded by Commissioner Durisko, to approve the bond reduction request No. 1 for Forza Collier Inc. as stated above. By unanimous vote the motion carried. 2. Consider on Resolution 041217-01; a Resolution approving a revision to the Official Sewage Facilities Plan to include the Frazer Plan of Lots. Motion was made by Commissioner Feller, seconded by Commissioner Chiurazzi, to approve Resolution 041217-01 as stated above. By unanimous vote the motion passed. 3. Consider action on Resolution 041217-02; A Resolution to destroy three (3) boxes of Administration records in accordance with the updated Municipal Records Manual. Motion was made by Commissioner Durisko, seconded by Commissioner Feller, to approve Resolution 041217-02 as stated above. By unanimous vote the motion passed. 4. Consider action to advertise for a Sewer Lateral Inspection/Replacement at time of Sale Ordinance. Motion was made by Commissioner Oskamp, seconded by Commissioner Chiurazzi, to approve advertising for a Sewer Lateral Inspection/Replacement at time of sale ordinance. By unanimous vote the motion passed. 5. Consider action to authorize the Township Solicitor to draft an Ordinance creating Construction Standards based on recommended language from the Planning Commission. The Board asked Mr. Caun for clarification of this Ordinance request. Mr. Caun informed the Board the Planning Commission wants to control how things look in Collier. After a lengthy discussion regarding this Ordinance, Commissioner Feller would like to see the Planning Commission s view of this Ordinance. Motion was made by Commissioner Durisko, seconded by Commissioner Oskamp, to table the request for the draft Ordinance recommended by the Planning Commission. By a 3 to 2 vote the motion passed. Commissioners Chiurazzi and Feller voted no. 28
6. Consider action to advertise for a road paving program totaling $150,000.00 for Collier Township. Motion was made by Commissioner Chiurazzi, seconded by Commissioner Feller, to approve advertising for a road paving program as stated above. By unanimous vote the motion passed. IX. APPROVAL OF GENERAL FUND OPERATING ACCOUNT ITEMS: 1. Invoices paid and checks written from March 9, 2017 to April 11, 2017 in the amount of $397,822.58. 2.Bills requested for payment for April 12, 2017 in the amount of $145,520.44. Motion was made by Commissioner Chiurazzi, seconded by Commissioner Feller, to approve the report and authorize payments as stated above. By unanimous vote the motion carried. X. APPROVAL OF CAPITAL INVESTMENT ACCOUNT ITEMS: 1. Invoices paid and checks written from March 9, 2017 to April 11, 2017 in the amount of $70,296.75. 2. Bills requested for April 12, 2017 in the amount of $44,091.04. Motion was made by Commissioner Durisko, seconded by Commissioner Oskamp, to approve the report and authorize payments as stated above. By unanimous vote the motion carried. XI. ADJOURN: Motion was made by Commissioner Durisko, seconded by Commissioner Oskamp to adjourn the meeting at 7:40 p.m. By unanimous vote the motion carried.
