A Resolution to Amend the Constitution to Elect the Presidency of the United States by Popular Vote 0 0 RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -- SECTION : The President and Vice President shall be elected as follows: Each State and The District constituting the seat of Government of the United States shall hold an election, on a day appointed by law by the Congress of the United States, in which their citizens, registered to do so, shall cast a single vote for President and Vice President jointly. Names of candidates may not be joined unless they shall have consented thereto, and no more than two names may be joined. The election and the counting of votes shall be conducted by an organization of the Executive Branch appointed and empowered to do so by the Congress of the United States. A duty of this organization shall be to put the names of joined candidates who have gathered a certain number, as to be determined by the Congress, of valid signatures of those eligible to vote, on the ballot. The candidates for President and Vice-President receiving the most votes across the entirety of the States and The District constituting the seat of Government of the United States shall be the President and Vice-President respectively. This article shall not be construed as limiting the ability of States and The District constituting the seat of Government of the United States to establish by law, early voting, mail-in voting, or other forms of voting where the ballot is lawfully cast before the date established by Congress. The number of signatures needed, which shall be set by the Congress, shall not exceed one Fiftieth of the population registered to vote or eligible to do so, which is to be determined by the most recent census. The signatories shall affix their signature in support of only one set of joined candidates, otherwise their signatures shall be invalid. SECTION : Congress shall have power to enforce this article by appropriate legislation.
A Bill to End Corporate Tax Evasion SECTION. Any corporation that has over 0% of its financial exchange within the United States, or has management residing in the United States, must A. pay taxes according to the United States corporate tax policy B. submit comprehensive registries recording foreign and domestic real estate, financial securities, including equities bonds, and mutual fund shares. These records will stop corporations from foreign unknown investing, and will ensure less tax evasion. 0 SECTION. A Bill to Equalize Redistricting in the States to Provide Non- Biased Congressional Elections SECTION. SECTION. Committees of people will be selected through non-partisan elections on a state by state basis to draw political districts whenever redistricting is necessary (following each census). Non- partisan shall be defined as not being supported on controlled by any political group through means of funding or name/title. Necessary shall be defined as whenever any congressional seats are gained or lost. 0 SECTION. SECTION. SECTION. This bill will be enforced by the Federal Election Commission, through monitoring campaign funds and the established complaint process. A. One committee shall be established per state upon need and shall be released of duty upon completion of the immediate redistricting task. B. Committees shall have no more than two registered members of a single political party. C. Committees shall be kept entirely separate from state legislatures as state legislatures have and currently participate in partisan bias known as gerrymandering. No state representative shall be allowed to participate as a member of the committee This bill shall take effect prior to the 00 Congressional election. RESOLVED, and A Resolution to Abolish the Debt Ceiling the Debt Ceiling causes period of uncertainty for the United States government and economy; and, Raising the Debt Ceiling wastes time and increase partisan divide; and the Debt Ceiling is redundant; therefore, be it that the Student Congress here assembled shall abolish the debt ceiling; FURTHER RESOLVED, through the United States Department of Treasury, shall be authorized to utilize whatever funds are necessary to meet the financial obligations of the United States.
A Bill for Responsible Handgun Ownership SECTION. SECTION. Citizens legally entitled to carry firearms shall be allowed to do so. No state, municipality, or empowered government authority shall 0 deny a concealed carry permit to any US citizen who meets the following requirements: proof of residency within the state, minimum age, fingerprints for a background check, no record of mental illness or adjudication of mental defect by a court, proof or certification from an acceptable handgun safety class (including live fire range qualification exercises to demonstrate safe and acceptable proficiency), and submitting the required application fee. SECTION. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Shall oversee the enforcement of the bill. SECTION. This bill will immediately take effect upon passage. SECTION.
