STATEMENT OF PROBABLE CAUSE Complainant has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On August 9, 2018 at approximately 8:11 p.m., Minneapolis Police officers were dispatched to an area located on the 1000 block of Morgan Avenue North in Minneapolis, Hennepin County, Minnesota, on the report of a shooting. Officers responded, and saw an identified adult male, Victim hereinafter, lying on the street with a single gunshot wound to his chest. Lifesaving measures were attempted; however, Victim was pronounced dead at the scene. A single cartridge casing was located near Victim s body. Officers spoke with two witnesses to the shooting. Witness A stated that he knows both the Victim and the shooter. He stated that the shooter is JAMAR PIERRE MULLINS, DEFENDANT herein. Witness A stated that he had a conversation with Victim and another male earlier in the day. He stated that during that call, Defendant snatched the phone from the male. Defendant confronted Victim about disrespecting him, and challenged him to a fight. Witness A stated that he met up with Victim at a store, and they returned to Witness A s apartment complex located on the 1000 block of Morgan Avenue North. Witness A reported that Witness A, Victim, and Witness B sat on the front steps of the apartment building. Witness A stated that Victim received a phone call. Shortly thereafter, he saw Defendant walking up the sidewalk towards the apartment complex. Witness A stated that Victim went to meet Defendant just outside of the apartment complex. Witness A saw Defendant and Victim speaking, and then throwing punches. Witness A heard a shot and saw the flash of the muzzle and smoke. Witness A then saw Victim lying in the roadway with a gunshot wound. Witness B stated that he was hanging out with Victim at the above mentioned apartment complex. He stated that while there, Victim received multiple phone calls. During one of the calls, Victim was confronted about disrespecting someone. Witness B and Victim went to a nearby store and met up with Witness A. They then returned to the apartment complex and sat on the front stoop. Witness B said that a black male wearing a darker blue t-shirt, shorts, and tennis shoes that were blue, white, and black called for Victim to come out to the sidewalk. Witness B stated that he would recognize this male if he saw him again in person. Witness b stated, Victim approached this male, and the two talked near a wooden fence. The conversation turned into a physical fight. During that fight, the male pulled out a firearm, and shot Victim once. Surveillance video from the apartment complex captured the events leading up to the shooting: - 7:29 p.m. Defendant enters the apartment complex and then goes to his apartment. - 7:32 p.m. Defendant leaves the apartment complex. - 7:52 p.m. Victim and Witness A arrive in the front of the apartment complex. - 8:00 p.m. Victim, Witness A, and Witness B sit on the front porch of the apartment complex. - 8:04 p.m. Victim sets his phone on the front porch. - 8:09 p.m. Victim walks out to the sidewalk and just out of camera view of the apartment complex. - 8:09 p.m. Witness A and B move towards the sidewalk looking towards Victim. - 8:10 p.m. Witness B starts running down the sidewalk towards Victim. Witness A follows shortly thereafter. Defendant was arrested on August 10 at his girlfriend s residence. When arrested, Defendant was wearing tennis shoes that matched the description of the shoes Witness B stated the shooter wore and that can be seen in the surveillance video. 2

Defendant was advised of his rights pursuant to Miranda, and hesitantly admitted that he knew Victim. When asked about his whereabouts on August 9, Defendant stated that he had been at his girlfriend s house all week. When confronted with the fact that witnesses put him at the scene at the time of the shooting, Defendant maintained that he was at his girlfriend s house. Defendant refused to tell officers what time he got to his girlfriend s house the night of the murder or how he got there. Shortly thereafter, Defendant terminated the interview. Defendant has an extensive criminal history which make him a dangerous and career offender including convictions for Assault in the Second Degree from March 2005 and July 2014, Felony Assault from June 2014 and August 2011, and Misdemeanor Assault from May 2005, April 2006, and February 2011. He was recently released from parole supervision for the 2014 Assault 2 conviction. 3
