TO: FROM: Interested Parties Global Strategy Group DATE: December 13, 2017 RE: POLL RESULTS: AZ-02 CONSTITUENTS STRONGLY OPPOSE LIFTING PUBLIC LANDS PROTECTIONS Preserving public lands is a major priority for Congresswoman Martha McSally s constituents in Arizona s 2 nd Congressional District, who believe it is critically important to protect public lands in Arizona and overwhelmingly oppose President Trump s recent executive orders to shrink the size of the Bears Ears and Grand Staircase-Escalante national monuments in Utah. McSally could avoid a major backlash by joining with her constituents in opposing legislation to weaken federal protections on these lands. Key findings from Global Strategy Group s recent poll of 401 likely 2018 general election voters in Arizona s 2 nd Congressional District are as follows: KEY SURVEY FINDINGS: Public lands are a highly salient issue to McSally s constituents. An overwhelming majority say that protecting public lands in Arizona is important to them (93%), including over seven in ten (72%) who say it is very important. Constituents are aware of President Trump s recent executive orders to shrink the Bears Ears and Grand Staircase-Escalante national monuments and strongly oppose his decision. Nearly two-thirds (66%) have heard at least some about recent executive orders by President Trump related to public lands, including two in five (40%) who have heard a lot about this issue. AZ-02 constituents oppose Trump s decision on these national monuments by a nearly two-to-one margin (33% support/64% oppose), including a majority (57%) who strongly oppose his executive orders. Constituents overwhelmingly want to see Congress protect national monuments. By a 40-point margin (26% support/66% oppose), McSally s constituents oppose proposed legislation that would reduce the size of the Bears Ears and Grand Staircase-Escalante national monuments. Most also feel passionately with 58% strongly opposed to this legislation. McSally stands to lose support if she votes to lift public lands protections. McSally currently leads in a ballot test against a generic Democratic candidate by 3 points (46% McSally/43% Democrat), but falls to a 12-point deficit (38% McSally/50% Democrat) when her constituents are asked to consider a scenario where she votes to reduce the size of the Bears Ears and Grand Staircase-Escalante national monuments. ABOUT THIS POLL: Global Strategy Group conducted a survey of 401 likely general election voters in Arizona s 2 nd Congressional District from December 7 to 11, 2017. The results of this survey have a margin of error of +/-4.9%. Care has been taken to ensure the geographic and demographic divisions of the expected electorate are properly represented based on historical turnout. Having heard this, do you support or oppose President Trump's recent executive orders to roll back federal land protections? [IF IMPORTANT] In a sentence or two, why do you say it is important to preserve public lands in Arizona? [OPEN END] 20. Now I'm going to read you a statement that a group has made about Martha McSally, and afterward ask your opinion. In the heart of the west two million acres of protected public lands just got wiped off the map. Risking jobs and rural economies. Selling off American heritage. Now elites in D.C. have their sights set on Arizona. Congress could even gut protections for Western monuments and parks. And Martha McSally may be the deciding vote. As you may know, Congress is now considering laws similar to Donald Trump's recent executive orders. These new laws would allow Congress to reduce the size of the Bears Ears and Grand Staircase-Escalante national monuments in Utah, which would remove federal protections on roughly two million acres of land. Do you support or oppose new laws that would allow Congress to reduce the size of these two national monuments and remove federal protections on roughly two million acres of land?
