The plan will address the following three elements: mobility/transportation element; housing element; and, health and safety element. Mr. Aggas added that the City will hold a meeting regarding Planning issues for the next 20-30 years, on Thursday, April 11,, 06:30 pm, Grossman Burn Center on Van Nuys Blvd., and the Sherman Oaks Community Hospital in Van Nuys. Mr. Aggas asked fellow board members to introduce themselves, the street they live on, and/or what neighborhood/company they represent. Luis Medina, resident, lives on Case Ave by San Fernando Rd. Gemma, representative for Senator Alex Padilla, stated that SB 135-California Earthquake Early Warning Bill has been approved at the Senate s Governmental Organization Committee. Gemma announced a citizen workshop which will be held on June 8,, location and time TBA. 2

Sulma Hernandez, CD6 representative, announced that an event will be held for Earth Day on April 13,, Panorama City. Gemma also announced a 5K/10K run/walk event to be held on April 28,. ITEM 4a: Candidates for Council Member of Los Angeles City Council District 6: Cindy Montanez, Richard Valdez and Derek Waleko will discuss their views and goals. Cindy Montañez, announced that she is running for District 6 of the City of Los Angeles: Occupation: government affairs consultant for various clients, as well as the Assistant General Manager for the Los Angeles Department of Water and Power. ITEM 8: Committee Chair Volunteers: Outreach; Planning; Community Affairs; Sun Valley Homeless; By-Laws; Treasurer; Beautification. Outreach Committee: Mr. Gary Aggas stated that SVANC participated in two events as an outreach effort: one at Fernangeles Park on March 26 th, ; and, on March 30 th, at Sun Valley Park. Mr. Aggas stated that he was the only SVANC representative at the Fernangeles Park event. Planning: Please see Item 20 in this agenda Community Affairs: Please see Item 15 Treasurer s report: n/a Beautification: n/a ITEM 9: Motion /Discussion/Vote to approve a letter to the City of Los Angeles in support of Sun Valley Graffiti Busters. (Bartlett) Ms. S. Bartlett recuses herself for a vote on this item. Mr. O Gara made a motion to write a letter of support to the City for Graffiti Busters. ITEM 10: Discussion and possible action on exploring funding alternatives for a budget surplus as a result of a potential change in the lease term agreements as stipulated by the City. (O Gara) Gary Aggas stated that the remaining amount of $2,700 of the over $10,000 rent, means that SVANC has an $8,100 surplus. Mr. O Gara stated that on April 5 th, 4:30 PM, Mr. O Gara received a letter from DONE regarding the Lease, which stated that the City has a policy that its leases have to run with its City s fiscal year. ITEM 11: Motion /Discussion/Vote to allocate funds, a Neighborhood Purposes Grant, not to exceed $1,000.00, for copy machines from a Sun Valley Vendor for the upcoming NALEO Citizen Workshop. (Julie Monroy-Cantor) Mr. Gary Aggas stated that the workshop will be held on June 08,. SVANC voted in favor to not exceed $1,000.00 for copy machines from a Sun Valley Vendor for the upcoming NALEO Citizen Workshop Mike O Gara made a motion to reconsider Item 11 Mr. Aggas seconded Mr. O Gara s motion to reconsider Item 11 Mr. O Gara made a motion to allocate funds to pay up to $1,000 for copy machines for Sun Valley Vendor to supply copy machines for the upcoming NALEO citizenship workshop on June 08,. These funds will pay through a Demand Warrant to DONE. The motion was seconded by Ms. Vacas ITEM 12: Motion /Discussion/Vote to allocate funds not to exceed $2,000.00 to Sun Valley Graffiti Busters. (Aggas) Mr. Gary Aggas presented an amendment to this item changing the amount from $2,000 to not to exceed $3,000 to Sun Valley Graffiti Busters. The motion was on the floor for a vote on the amendment The motion, as amended, was on the floor for a vote 4

ITEM 13: Motion /Discussion/Vote allocate funds, not to exceed, $600 for polo shirts with the SVANC Logo for Board members to wear at Outreach events. Gary made the motion and Mike seconded it ITEM 14a: Motion /Discussion/Vote to allocate funds not to exceed $500.00, for Pothole Patrol T-shirts with the SVANC logo for Outreach. Mike stated that the goal is to have stakeholders report potholes on their streets and a t-shirt will be given to each resident who reports 3-5 potholes. The t-shirt will have SVANC s logo on the front and on the back it will have Sun Valley. Gary made the motion and Mike seconded it ITEM 14b: Motion /Discussion/Vote to allocate funds not to exceed $950.00, for community volunteer T-shirts with the SVANC logo for Outreach. Gary made the motion and Mike seconded it. Gary added that these were the community volunteer gray t-shirts that have community volunteer on the back. Gary added that these t-shirts are used for community outreach ITEM 15: Motion /Discussion/Vote to allocate funds not to exceed $5,000.00, for the Firehouse 77 Project. Mike stated that the amount was not to exceed $5,000 to be used for the 77 th Project Fire House Mike stated that the amount not to exceed $5,000 will be used to replace the underground irrigation pipes, for landscaping, for dirt removal and excavation, and to buy decomposed granite. Mike stated that Sun Valley Chamber of Commerce, the Rotary Club, Graffiti Busters have committed to help with this project. Mike is going to invite Foothill Trails NC to participate in this project. The motion was made by Gary and was put out for a vote ITEM 16: Update on Los Angeles Neighborhood Council Coalition (LANCC) (Aggas) Gary said that the meeting is held every 1 st Saturday of every month. At last meeting, Gary said that a presentation was given on the General Plan Structure. Gary welcomed anyone who is interested to attend the meeting. ITEM 17: Update on the Valley Alliance of Neighborhood Councils (VANC) (O Gara) Mike said that the meeting of VANC will be held Thursday, April 11,. They will be discussing the general plan that includes high schools, pedestrian walkways, various modes of transportation, etc. Mike added that VANC will also discuss the issue regarding Clear Channel, CVS and other companies that install digital billboards throughout the City, and the most recent court decision ordering these companies to bring down the billboards. ITEM 18: Update of Neighborhood Council Plan Review and Reform Initiative. (Aggas) Gary said that there are 15 committee members from the valley. This committee will make recommendations to the Board of Neighborhood Commissioners in a report format, which will be ready by the end of May and will provide a copy of it to SVANC s board. ITEM 19: Update of PlanCheckNC meeting the 2 nd Saturday of the month (Sergio Carvajal) 5

Gary said that the meeting will be held in North Hollywood. Mike sent out a copy of their agenda to the members of SVANC s Planning Committee. ITEM 20: Discussion and Possible Action of the items on the last Planning Committee Agenda: - Proposed Eldercare Facility on Laurel Canyon at Jerome. Mike said that a determination has not been made by the City Planner in charge of this project. - Proposed Adult Day Care Center at 8847-8857 Lankershim Blvd. Sun Valley, 91352 hearing April 2, Mike said that a hearing regarding this project was held on April 2,, and a determination has been made to allow up to 128 units, and per SVANC s request, a review of the project will be held in three years. One of the major concerns regarding this project, Mike added, is the parking issue. - Crown Disposal FEIR and the community Working Group: WIG Gary and Mike will be meeting with other community groups and with Community Recycling on Thursday, April 11, to go over their project proposal and application. - No new information The LADWP Tujunga Spreading Grounds (TSG) Environmental Impact Report (EIR). Mike said that there is no new information on the Tujunga Spreading Grounds project. - Waiting on decision 7-11 Project on Rincon & Sheldon. Mike stated that their close to the opening date. - The Ratner Recycling Center at 10970 Ratner St., Sun Valley CA 91352 Mike stated that there were no new details to report on this project These planning Items on agenda are subject to Discussion and Possible Action. ITEM 21: PUBLIC COMMENT - none ITEM 22: Adjournment A motion was made to adjourn the meeting at approximately 08:45 pm. 6
