The motion passed with a unanimous vote. COMMUNICATIONS There were no communications for this meeting. ORAL COMMUNICATIONS There were no oral communications for this meeting. FACILITY REQUESTS FACILITY USE REQUEST BY THE LOMPOC CHAMBER OF COMMERCE TO UTILIZE RYON PARK MAY 6, 2012 FOR THE ANNUAL CINCO DE MAYO EVENT Written Report by Haley Lepper, Recreation Supervisor Lompoc Chamber of Commerce is requesting the use of the Old Section of Ryon Memorial Park on Sunday, May 6, 2012 from 7:00 a.m. to 7:00 p.m. for the purpose of conducting a Cinco De Mayo Celebration. Actual event will be held 11:00 a.m. to 6:00 p.m. This one-day event will feature food booths, a bounce house, a beer garden and entertainment with amplified sound. Security guards will be on site from 10:30 a.m. 6:30 p.m. Attendance is estimated to be 3,000. Other details are status quo to previous years. Staff recommends approval based upon the report presented. MOTION: Commissioner Craig McNamee made a motion to approve the request, with a second by Commissioner Arlen Sechrest. The motion passed with a unanimous vote. FACILITY USE REQUEST BY THE LOMPOC VALLEY FESTIVAL ASSOCIATION TO UTILIZE RYON PARK FROM WEDNESDAY, JUNE 13, 2012 THROUGH MONDAY, JUNE 25, 2012 FOR THE ANNUAL FLOWER FESTIVAL Written Report by Haley Lepper, Recreation Supervisor Bob Ferrell and John with the Lompoc Valley Festival Association were in the audience to request the use of Ryon Park for the Annual Flower Festival. The dates requested are June 13, 2012 June 25, 2012. John reported that fencing will encompass the entire festival, including the carnival, this year. The actual event will be from June 20, 2012 June 24, 2012. Details are status quo to previous years. Staff recommends approval based upon the report presented. MOTION: Commissioner Beverly Kennedy made a motion to approve the request, with a second by Commissioner Arlen Sechrest. The motion passed with a unanimous vote. FACILITY USE REQUEST BY LOMPOC BABE RUTH BASEBALL LEAGUE TO UTILIZE PIONEER PARK, JOHN LIZARRAGA FIELD AT RIVERBEND PARK, AND RIVERBEND ATHLETIC FIELDS C & D FOR GAMES, TOURNAMENTS AND PRACTICES Written Report by Mario Guerrero, Jr., Recreation Manager Larry & Rebecca Jacinto from Lompoc Babe Ruth Baseball League has requested the use of George Meyer Field at Pioneer Park, Riverbend Athletic Fields C & D, and John Lizarraga Field at Riverbend Park during the period of March 5, 2012 through July 31, 2012 for the purpose of conducting baseball practices, games and tournaments. The fields will be used weekdays from 3:30 p.m. to dusk, and on Saturdays from 8:00 a.m. to dusk. In regard to Riverbend

Fields C & D, the Association, with proper notice by Recreation Staff, will adjust schedules depending on Department programs and revenue generating opportunities. MOTION: Commissioner Beverly Kennedy made a motion to approve the request, with a second by Commissioner Craig McNamee. The motion passed with a unanimous vote. FACILITY USE REQUEST BY LOMPOC BABE RUTH BASEBALL ASSOCIATION TO UTILIZE PIONEER PARK CONCESSION STAND FOR STORAGE AND SELLING FOOD PRODUCTS Written Report by Mario Guerrero, Jr., Recreation Manager Lompoc Babe Ruth Baseball Association has requested a year extension to their existing contract to utilize Pioneer Park Concession Stand for storage and selling food products during the period of January 1, 2012 through July 31, 2012. The Concession Stand will be utilized during their regular season of March 7, 2012 through July 31, 2012. Based on the application submitted, staff recommends approval of the request subject to compliance with the current existing contract. MOTION: Commissioner Arlen Sechrest made a motion to approve the request, with a second by Commissioner Beverly Kennedy. The motion passed with a unanimous vote. OLD ITEMS OF BUSINESS "Plastics for Playgrounds" Account Balance - Oral Report by Cindy McCall, Parks & Urban Forestry Manager Cindy reported that she does not have a balance update but shared that the Pennies for Playgrounds Program is being recognized in April by the Santa Barbara County Board of Supervisors. Dick DeWees Community and Senior Center (DDCSC) Status Report Oral Report by Mario Guerrero, Jr., Recreation Manager Mario reported that the facility is close to being completed and the landscaping is taking place and the facility signage is up. The tables and chairs that will be used in the new facility have arrived. The dedication date will be announced to City Council at the next meeting. NEW ITEMS OF BUSINESS Nomination of New Chair and Vice-Chair for Parks & Recreation Commission Oral Report by JoAnne Plummer, Recreation Manager

The following nominations were made and approved by the Parks & Recreation Commission: Patti Coggin has been re-appointed as Chair, and Beverly Kennedy was re-appointed as Vice-Chair. AB1825 - Harassment Prevention Training- Oral Report by JoAnne Plummer, Recreation Manager JoAnne Plummer reminded Commissioners that the AB1825 Harassment Prevention Training is required for all elected, appointed and management staff. Scheduling for this training is being handled by Amabelle Apolinario in Human Resources. Form 700 Statement of Economic Interest Oral Report by JoAnne Plummer, Recreation Manager JoAnne Plummer reminded commissioners that Form 700 Statement of Economic Interest needs to be completed and returned to the City Clerk s Office no later than April 2, 2012. COMMISSIONER & STAFF REQUESTS/ANNOUNCEMENTS Parks & Recreation Commission Meeting location change Oral Report by JoAnne Plummer, Recreation Manager JoAnne Plummer asked to relocate the monthly Parks & Recreation Commission Meetings to the Dick DeWees Community & Senior Center effective May 2012. MOTION: Commissioner Craig McNamee made a motion, with a second by Commissioner Arlen Sechrest to approve the relocation of Parks & Recreation Commission Meetings. The motion passed with a unanimous vote. Announcements -Haley Lepper provided information on the Disc Golf Tournament that is to be held at the Beattie Park Disc Golf Course on March 25, 2012. -Haley Lepper reported that the Lompoc Renaissance Festival will be held at Ken Adam Park on March 24, 2012 March 25, 2012. -Mario Guerrero provided information on the Annual Girls Youth Basketball Tournament which will bring in teams from as far as Oakland, Bakersfield & Oxnard. The tournament dates are March 16, 2012 March 18, 2012. There will be a pool party for the teams at the Lompoc Aquatic Center and the Boys tournament will be the following week on March 23, 2012 March 25, 2012 with a pool party as well. --JoAnne Plummer reported that the Pentathlon took place last week at the Lompoc Aquatic Center and was attended by 6 schools and had over 300+ people.

-JoAnne Plummer asked that Commissioner Patti Coggin provide a speech at the Dick DeWees Community & Senior Center Dedication on behalf of the Lompoc Parks & Recreation Commission. -JoAnne Plummer announced that the annual Career Camp will be held during Spring break, April 3, 2012 April 6, 2012 from 2:00 p.m. 4:00 p.m. -JoAnne Plummer announced that there will be a Youth Forum sponsored by the Lompoc Youth Commission on March 27, 2012 at 6:30 pm at the Anderson Recreation Center. -JoAnne Plummer announced that the Lompoc Youth Commission received $1800 in funding for teen pool parties at the Lompoc Aquatic Center. -JoAnne Plummer reminded Commission that the Pinewood Derby will be held here at the Anderson Recreation Center on March 17, 2012. The event will be in collaboration with Lompoc Valley Police Activities League, Special Olympics, Boy Scouts and Lompoc Parks & Recreation. -JoAnne Plummer announced that Imery s (formerly Celite) is going to match all 4 th of July Donations dollar for dollar, up to $10,000. -Mario Guerrero, Jr. announced the Annual Golf Tournament which will be held on April 1, 2012 at the Marshallia Golf Course. -Haley Lepper announced the Annual Easter Egg Hunt will be at River Park on Saturday, April 7, 2012 starting at 10:00 a.m. -JoAnne Plummer stated that the Lompoc YMCA will be offering lap swim and drop in water exercise to their members and will be picking up the tab for their users. ADJOURNMENT Seeing no further business, Commissioner Beverly Kennedy adjourned the Parks and Recreation Commission Meeting at 8:10 pm to a Regular Meeting on Wednesday, April 11, 2012 at 7:00 pm at the Anderson Recreation Center.
