BEGINNING OF CONSENT AGENDA Approve the staff recommendations for items listed below by majority vote with one motion. CALL TO ORDER: Chair Phillips called the meeting to order at 9:00 a.m. Staff present: Hale, Muck, Rodriguez, Watson and Zeller. Others present: Agency Counsel Kay Reimann and Gus Khouri, Legislative Consultant. 2. PUBLIC COMMENTS: None. 3. CONSENT AGENDA: On a motion by Committee member Salinas and seconded by Huitt, the committee voted 5-0 to approve the consent agenda. 3.1 Approved minutes from the Executive Committee meeting of September 5, 2018 END OF CONSENT Page 6 of 12

4. STATE LEGISLATIVE UPDATE & DRAFT 2019 PROGRAM: The Committee received a state legislative update and discussed topics for the 2019 draft legislative program. Gus Khouri, Khouri Consulting, provided a summary of the 2018 legislative session, which ended on August 31. Mr. Khouri reviewed the bill matrix, noting that September 30 was the deadline for the Governor to act on all bills. Christina Watson, Principal Transportation Planner, presented the draft 2019 legislative program. The Committee provided direction to staff to focus the program and limit it to items that are most likely to arise during the 2019 legislative session, noting that if any bill is proposed that is not directly related to a priority on the program, that staff should bring it to the Committee and then to the Board for action. 5. TAMC DRAFT AGENDA FOR SEPTEMBER 26, 2018 Executive Director Hale reviewed the highlights of the draft regular and consent agenda for the TAMC Board meeting of October 24, 2018. She noted that: The Board will hold a closed session regarding rail acquisition. The Board will receive an update on: o Transportation Agency Role in Fort Ord Reuse Authority Transition Planning; o Request for Proposals: Regional Conservation Investment Strategy; and o Request for Proposals: Design Support for Roundabout Projects. 6. Agenda Item 3.2 Memorandum To: Executive Committee From: Elouise Rodriguez, Senior Administrative Assistant Meeting Date: November 7, 2018 Subject: Calendar of Meetings for 2019 TRANSPORTATION AGENCY FOR MONTEREY COUNTY RECOMMENDED ACTION: RECOMMEND that the Transportation Agency for Monterey County Board; and APPROVE calendar year 2019 schedule of meetings for Agency Board of Directors and Executive Committee. SUMMARY: In December of every year, the Agency Board approves a schedule of meetings for the following year. FINANCIAL IMPACT: None. DISCUSSION: Transportation Agency for Monterey County bylaws require that the Board meeting be held on the 4 th Wednesday of the month. The July meeting is cancelled due to summer vacation conflicts. The November meeting is generally cancelled due to conflict with the Thanksgiving Holiday. The December meeting is held on the 1 st instead of the 4 th Wednesday of the month to avoid conflict with the December holidays. Normally, the Board meets at the Agricultural Center Conference Room, 1428 Abbott Street, Salinas, at 9:00 a.m. Staff is reserving the room for 2019. During 2018, the Executive Committee meetings convened on the first Wednesday of the month, from 9:00 a.m. to 10:30 a.m. The January meeting is held on the 2 nd Wednesday instead of the 1 st Wednesday, at the Transportation Agency for Monterey County Conference Room, 55-B Plaza Circle, Salinas. at the Transportation Agency for Monterey County Conference Room, 55-B Plaza Circle, Salinas. The 2019 schedule of meetings for the Executive Committee proposes to continue this schedule. Please see attached schedules for specific dates for the Board of Directors and for the Executive Committee throughout the 2019 calendar year. Page 8 of 12
