RECORD OF PROCEEDINGS West Metro Fire Protection District Board of Directors Meeting April 18, 2017 I. CALL TO ORDER The regular meeting of the West Metro Fire Protection District board of directors was called to order by President Pam Feely at 7:00 p.m. This meeting was held in accordance with the applicable statutes of the state of Colorado, at West Metro Fire Protection District s headquarters, 433 S. Allison Parkway, Lakewood, Colorado. II. ROLL CALL President Pam Feely Vice President Kristina Moeder Secretary Wendy Volmer Treasurer Cassie Tanner Director Kent Johnson Director Mike Munden Director Marta Murray Absent Absent Also present were Fire Chief Don Lombardi; Deputy Chief Bruce Kral; Deputy Chief Mark Krapf; Deputy Chief Scott Rogers; Ms. Cathy Tallerico, Esq.; Lieutenant Mike Frainier, representing IAFF Local #1309; Ms. Glenda Aragon; and, Ms. Kim Brewer as recording secretary. III. PLEDGE OF ALLEGIANCE & MOMENT OF SILENCE President Feely led the Pledge of Allegiance and requested a moment of silence to honor all fallen firefighters. IV. PUBLIC HEARING ON PETITION FOR INCLUSION President Feely opened the public hearing on the petition for inclusion. As nobody was present to address the board, President Feely closed the public hearing on the petition for inclusion. A. Board Order of Inclusion for Marshall Street Self-Storage MOTION: It was moved by Wendy Volmer and seconded by Kent Johnson to approve the Certified Board Order of Inclusion in the Matter of Inclusion of Lands within the West Metro Fire Protection District for Marshall Street Self-Storage. The motion was voted upon and carried.

V. PUBLIC COMMENT VI. REVIEW OF MINUTES A. Minutes of March 29, 2017 MOTION: It was moved by Mike Munden and seconded by Wendy Volmer to approve the minutes of the regular meeting of the board of directors dated March 29, 2017, as presented. The motion was voted upon and carried. VII. REPORTS A. Report of the Fire Chief Fire Chief Don Lombardi 1. US&R Update Captains Rod Tyus and Mike Good are working on a large scale multi-task force training that will take place in October. Details will be announced at a later board meeting. 2. Finance Division Update a. March 2017 Financial Statements Ms. Aragon distributed and reviewed the March 2017 financial statements which will be brought to the board for approval at the regular May meeting. 3. Accreditation Update Invitations have been sent out to the kick-off meeting for the accreditation peer team site visit on May 1 st at 8:30 a.m. President Feely will be interviewed that same day along with Chief Lombardi on Category 3 Governance and Administration. 4. Camp Ember ation Firefighter Rachel Kohler Firefighter Kohler gave a presentation on Camp Ember, a four day, three night immersive introduction to the fire service for young women ages 16-18. The camp will be held June 8 11, 2017, at the Training Center.

5. Media ation Ronda Scholting Ms. Scholting gave a presentation on West Metro s 2017 communications/media strategy. 6. Gallagher Update According to an article published by the Denver Post, next year the residential assessment rate was expected to fall from 7.96% to 6.56% of a property s market value, but under a proposed formula change, it is now only estimated to fall to 7.2%. The change in the assessment rate would require legislation. This is a short term fix, and we are working on a long term fix. 7. Jeffcom Jeffcom is under new management. The Jeffcom board terminated both the executive director and the IT director without cause. Management is being shared between Arvada Fire Chief Jon Greer and Brian Wilkerson, a consultant from Revolutionary Advisors. The timeline to go live in January was not being met in a timely manner. All agencies are stepping up to do a little bit more. Chiefs Mark Krapf and Bob Olme will be taking a much bigger role with facilities management. 8. Metropolitan Fire Chiefs In 2016, West Metro became a metropolitan department (350 or above career firefighters). At last week s Metropolitan Fire Chiefs conference Chief Lombardi was nominated from the floor for the board of directors, and elected as alternate board member. In the next five years, Chief Lombardi will move up to the position of president, and West Metro will have a lot of influence over what they do nationally and internationally. The first meeting for Chief Lombardi will be Monday, April 24 th in Washington, DC. 9. Chief Lombardi will be on vacation next week; April 25 28, 2017. 10. Edgewater City Council Meeting Chief Lombardi attended the Edgewater City Council meeting last week to give an update on West Metro. Edgewater is very happy with our response times and the service they are receiving, and are pleased with the outcome of the merger.

Report of Legal Counsel Cathy Tallerico, Esq. Ms. Tallerico reported that both the cancer bill and the CORA mediation bill are moving forward and have cleared the third reading. G. Report of the President President Pam Feely President Feely reminded the board about the special meeting on May 2 nd, and the Colorado Fallen Firefighter Memorial on May 6 th. President Feely and Treasurer Tanner will be attending FRI in Charlotte, NC, for West Metro s reaccreditation. Director Johnson thanked West Metro for their brotherhood and support of a former Edgewater firefighter who is in intensive care with cancer. H. Treasurer s Report Treasurer Cassie Tanner 1. February 2017 Financial Statements MOTION: It was moved by Wendy Volmer and seconded by Kent Johnson to approve the February 2017 financial statements as presented. J. Report of Civil Service Committee Secretary Wendy Volmer VIII. OLD BUSINESS Secretary Volmer reported on the Civil Service Committee meeting of April 13 th. The next meeting is scheduled for May 11, 2017. IX. NEW BUSINESS X. BOARD BRIEFS XI. OTHER MATTERS XII. EXECUTIVE SESSION XIII. ADJOURNMENT MOTION: There being no further business to be presented it was moved by Wendy Volmer and seconded by Mike Munden to adjourn the regular meeting of the West Metro Fire Protection District board of directors.
