ENTRi EUROPE S NEW TRAINING INITIATIVE FOR CIVILIAN CRISIS MANAGEMENT Course Programme* for the SPECIALISATION COURSE ON: GOOD GOVERNANCE & CIVILIAN ADMINISTRATION * This Course Programme, based on the proposal drafted by Ecole Nationale d Administration - ENA, has been approved by the ENTRi partners in December 2011. ENTRi is an initiative funded by the European Commission - European Union s Instrument for Stability (80%) - and co-funded by its 13 implementing partners. Each implementing partner is from a different Member State of the European Union, see www.entriforccm.eu.

DAY 2 Lessons learnt from the last decade [Democracy building in traumatised societies] Democracy and dependency [Democracy building in traumatized societies] discussion understand the general get familiar with democracy-building in severely traumatised societies learn key concepts of political authority, legitimacy and citizenship get familiar with electoral processing and organisation understand key peace-building, capacity-building and reconstruction get familiar with the key roles of different international actors gain an understanding of relationships between international and local actors in post-conflict societies and how these relationships impact on democratic development and on self-government NGOs in post conflicts [Democracy building in traumatized societies] Group get familiar with international NGOs: identity, role, funding mechanisms be able to analyse the interaction between international NGOs, the UN system and EU system and local authorities be able to identify grounds for improvement for international coordination of NGO work Support to political parties in a post conflict situation [Political authority, legitimacy and citizenship] get familiar with the ways to support the development of political parties get familiar with ways to support political party development while respecting the democratic principles the specificities of the post-conflict situation and their impact on political party development understand the importance of developing political legitimacy and how to use communication and transparency to achieve it
